Statement of Work Summary: HC-144 Component Repair Services

This is a Statement of Work for HC-144 Maritime Patrol Aircraft component repair services. The U.S. Coast Guard operates eighteen HC-144 aircraft powered by CT7-9C3 turboprop engines manufactured by AIRBUS in Seville, Spain. The contract covers repair services for EADS-manufactured components on these aircraft, which operate in challenging salt-laden and corrosive environments requiring specialized maintenance beyond standard general aviation practices. The work involves inspection, testing, troubleshooting, cleaning, and repair of components in accordance with Original Equipment Manufacturer (OEM) specifications, OEM Component Maintenance Manuals (CMMs), and the Coast Guard's Asset Computerized Maintenance System (ACMS) requirements.

The Contractor must be an FAA Part 145 authorized repair center capable of effectively inspecting, testing, troubleshooting, cleaning, and repairing HC-144 components to current OEM configurations. Components must be returned with FAA Form 8130-3, EASA Form 1, or OEM Certificate of Conformance. The contract is a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) structure consisting of five one-year ordering periods. Key requirements include maintaining current OEM specifications and technical documentation, tracking components through ACMS with Component Repair Records (CRRs) and Significant Component History Reports (SCHRs), managing corrosion control per the Corrosion Control Plan Manual, completing special repair requirements for specific components (bonding wire, elevators, leading edges, flaps, ailerons, landing gear, and engine control quadrants), environmental cleaning standards, and proper preservation and packaging per ASTM D 3951-18. The Contractor must notify the Contracting Officer of certification forfeitures within five calendar days, report missing or cannibalized components within ten working days, and submit Beyond Economical Repair (BER) determinations in writing with detailed cost breakdowns. Service bulletins and modifications require prior written approval from the USCG Contracting Officer and are negotiated separately on a case-by-case basis.
