The system must be new, not used or remanufactured, and must not be experimental, prototype, or custom items. Minimum technical requirements include: 4 or more analog output channels; frequency range of 100 MHz to 8 GHz or wider; independent control of amplitude, frequency, and phase for each channel; programmatic control of pulse parameters; ability to modify waveform characteristics based on real-time PC instructions without interrupting playback; ability to receive and execute variables streamed from a PC; output power of +5 dBm or greater; 50-ohm output impedance; 14-bit or greater DAC vertical resolution; 4 giga-samples per second or faster DAC sampling rate; phase noise of -100 dBc/Hz at 5 GHz with 10 kHz offset or lower; synchronization capability with 10 MHz external clock; external trigger capability; gapless waveform playback; and Ethernet or USB 3.0 connection with Windows 11 compatibility.

Delivery shall be FOB Destination to 100 Bureau Drive, Building 217, Gaithersburg, MD 20899, with a delivery deadline of 12 weeks after receipt of order (ARO). The Government will conduct performance testing on test microwave structures and diamond magnetometer prototypes, with acceptance and inspection to occur onsite within 14 business days of receipt. The contractor must provide a minimum 1-year warranty from receipt and acceptance. Payment will be made at Net 30 days upon receipt and acceptance of a proper invoice, with 100 percent payment due after installation and acceptance by the Technical Point of Contact upon completion of testing procedures.

NIST Requirements Document 4-channel microwave signal generator

I. Background The National Institute of Standards and Technology (NIST) Nanoscale Device Characterization Division’s (NDCD) mission is to develop and advance the measurement and knowledge infrastructure to characterize nano- and atom-scale engineered materials and solid-state devices for innovation in information processing, sensing, and future quantum technologies. The NDCD’s technical activities span atom scale devices, nanoscale spectroscopy, nanoscale imaging, nanoscale processes and measurements, and alternative computing. To meet mission requirements, the NDCD requires a 4-channel microwave signal generator. This acquisition will enable new capabilities characterizing and controlling multi-channel diamond magnetometers being developed at NIST.

II. Scope The NDCD requires a 4-channel microwave signal generator for coherent microwave control of diamond spins in next-generation diamond magnetometer technology being developed at NIST. This 4-channel microwave signal generator will be used as part of the control electronics for demonstrating a parallelized diamond magnetometer prototype.

III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.

Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide a microwave signal generator that meets the following minimum specifications. The system must have:

1. Number of analog output channels: 4 or more

2. Frequency range: 100 MHz to 8 GHz or wider

3. Independent control of the amplitude, frequency, and phase of each channel

4. Programmatic control of the amplitude, phase, and frequency of each subsequent pulse in a series of pulses on each individual channel

5. Ability to modify the amplitude, frequency, phase, duration, or timing based on real-time instructions streamed from a PC.

6. Ability to receive variables streamed from a PC, while a program is running, without interrupting waveform playback.

7. Ability to turn any output channel on or off, with the channel and operation depending on the variable value streamed from a PC.

8. Ability to execute real-time waveform sequencer branching control based on parameters streamed live from a PC.

9. Ability to stream real-time variables, including all pulse parameters to a PC without interrupting playback.

10. Output power: +5 dBm or greater

11. Output impedance: 50 ohms

12. DAC vertical resolution: 14 bits or greater

13. DAC sampling rate: 4 giga-samples per second or faster

14. Phase noise: -100 dBc/Hz at 5 GHz with 10 kHz offset or lower

15. Ability to synchronize with a 10 MHz external clock

16. Output that can be triggered from an external source

17. Gapless waveform playback

18. Ethernet or USB 3.0 connection to control PC

19. Windows 11 compatibility

Description Quantity or

Format Due Date 4 Channel Microwave Signal Generator One (1) Twelve (12) weeks ARO

IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 12 weeks ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards & Technology 100 Bureau Drive, Building 217 Gaithersburg, MD 20899

V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The Government will test the 4-channel microwave signal generator on test microwave structures and diamond magnetometer prototypes and verify that its performance meets the requirements.

The Government will test, inspect, and accept the equipment onsite within 14 business days of the receipt of the 4-channel microwave signal generator. A visual inspection of the 4-channel microwave signal generator will be performed by the NIST TPOC to identify surface defects or any form of indication that the 4-channel microwave signal generator was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the 4-channel microwave signal generator due to defects and/or nonconformance.

VI. Installation Installation by the contractor is not required. NIST to install on site.

VII. Warranty The contractor shall warrant the entire system for a period of a minimum of 1 year after receipt and acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4.

VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been completed
