The analyzer is used to measure carbon and sulfur composition in cementitious materials, hydraulic cement, fly ash, slag, and related construction materials through qualitative and quantitative analyses.

The contractor shall provide preventative and corrective maintenance, phone and remote desktop support, and onsite services during normal business hours (Monday through Friday, 8:30 a.m. to 5:00 p.m. ET) using original equipment manufacturer (OEM) authorized service engineers and repair parts. Specific deliverables include one preventative maintenance visit annually with parts kit included, one service/repair visit per year with replacement parts not included, unlimited remote diagnostic tool access, and software updates. All travel, labor, and supplies for preventative maintenance visits are the contractor's responsibility. Other Direct Costs (ODCs) for replacement parts beyond those specified are not authorized; any additional parts required during emergency visits must be procured separately. The base performance period runs from June 30, 2026, through June 29, 2027, with the primary place of performance at NIST Gaithersburg, Maryland (100 Bureau Drive, Gaithersburg, MD 20899). The contractor must submit detailed service tickets after each visit documenting arrival/departure times, work performed, parts repaired or replaced, diagnostic results, and signatures from both service personnel and the NIST Contracting Officer's Representative (COR). Payment is made at 100 percent upon COR receipt and acceptance of fully delivered service and parts under Net 30-day payment terms. The Government reserves the right to perform performance tests and reject any defective or nonconforming work, with the contractor responsible for correcting deficiencies at no additional cost.
