About this file

This is a Statement of Work for maritime vessel support services required to facilitate NSWC Crane-led experimentation focused on Electromagnetic Spectrum Operations (EMSO) capabilities and multi-domain unmanned systems. The experimentation will occur at Lake Huron and Thunder Bay in Alpena, Michigan, from July 12-25, 2026, utilizing the Great Lakes Maritime Heritage Center (GLMHC) campus as the primary facility location.

The contractor must provide safe and experienced crewed maritime vessels across five vessel classes: Class A (less than 16 feet), Class I (16 to less than 26 feet), Class II (26 to less than 40 feet), Class III (40 to less than 65 feet), and Special Research Vessel (SRV) (greater than 65 feet to 300GT). All vessels must be in good working order with current National Oceanic and Atmospheric Administration (NOAA) and U.S. Coast Guard safety equipment and certifications. Captains and crews must be experienced, certified personnel with working knowledge of the local maritime environment and demonstrated ability to enforce all NOAA and Coast Guard safety regulations. The contractor shall support technology integration and experimentation execution, monitor weather and maritime conditions, and provide recommendations for safe execution of objectives. Additionally, the contractor must secure facility access at the GLMHC campus, which includes theater, education room, interpretation space, makerspace, dive tank, and extended operational hours (0600-2000). Experimentation setup will commence 2-3 days prior to the exercise, with primary event execution during weeks 1 and 2 of the exercise period.

Statement of Work

1.0 Title: Maritime Vessel Support for UxS Experimentation

2.0 Objective and Payoff: NSWC Crane led experimentation focused on early development

Electromagnetic Spectrum Operations (EMSO) capabilities, multi-domain unmanned systems, and other related technology. Early technology readiness level (TRL) offerings will be a key component of these experimentations. Government and industry will be solicited for event(s) participation. Lake Huron and

Thunder Bay allow for a unique experimentation venue for these technologies, providing a maritime environment that can highlight shallow-water, deep-water, varying sea-state and over-the horizon EMSO technologies. Other US entities may utilize these assets in the future, NSWC Crane is not responsible for any of these outside the scope of our command.

Safe and experienced maritime vessel support to include crewed boats with qualified captains is essential to successful execution of these experimentation events in Alpena, MI and the waters of Lake Huron in and around Thunder Bay.

The experimentation will require renting facilities from the Great Lakes Maritime Heritage Center

(GLMHC) campus.
