About this file

This is a Statement of Work (SOW) for the development of an electrical safety training program by the Western Area Power Administration (WAPA).

WAPA seeks a Subject Matter Expert (SME) to develop a customized digital training presentation focused on electrical safety for mandatory training of all WAPA Federal employees requiring access to substation facilities. The target audience includes electricians, technicians, engineers, maintenance support personnel, construction inspectors, supervisors, project managers, safety personnel, and environmental personnel. WAPA manages and maintains a high-voltage transmission network spanning 15 states with over 17,000 circuit miles of transmission lines and more than 150 substations operating at voltages up to 525kV. The training must comply with OSHA 1910.269 (General Industry), the National Electrical Safety Code (NESC), the National Electrical Code (NEC), and WAPA-specific directives including the Power System Safety Manual (PSSM), Power System Operations Manual (PSOM), Power System Maintenance Manual (PSMM), and WAPA Order 440.1C.

The core curriculum must address safe/unsafe contact identification, voltage awareness, minimum approach distances (MADs), arc flash boundaries, personal protective equipment (PPE) use and limitations, direct and indirect electrical contact hazards, induced voltage and current dangers, step-and-touch potential hazards, control room hazards, trip and fall hazards, and emergency preparedness. The deliverable is a customized digital training presentation that employs a blended learning approach emphasizing theoretical knowledge through engaging photos and informative videos. WAPA will receive full rights and a perpetual license to utilize the training content for employee education.

Scope of Work: WAPA Electrical Safety Training Program Development Project

1. Introduction and Objectives:

This Scope of Work (SOW) details the development of an electrical safety training presentation for the Western Area Power Administration (WAPA). WAPA intends to use this presentation for internal employee training. A crucial element of this program involves securing a Subject Matter Expert (SME) to create a customized and impactful electrical safety training presentation. The SME will be responsible for developing content tailored to WAPA's specific operational environment. WAPA manages and maintains a high-voltage transmission network spanning 15 states, encompassing over 17,000 circuit miles of transmission lines and more than 150 substations operating at up to 525kV. The primary objectives of this training are to enhance the safety culture, ensure the consistent application of established safety protocols, and maintain compliance with all applicable federal, state, and WAPA-specific safety regulations. The training will specifically focus on preventing accidents, minimizing risks, and fostering a safe working environment within substation settings.

2. Applicable Standards and Regulations:

The training presentation will adhere to and incorporate requirements from, but not be limited to, the following standards and regulations:

• OSHA Standards: Specifically, OSHA 1910.269 (General Industry), particularly sections related to electrical safety.

• National Electrical Safety Code (NESC) and National Electrical Code (NEC): Relevant sections pertaining to substation operations and maintenance.[2]

• WAPA-Specific Directives: Including Power System Safety Manual (PSSM), Power System Operations Manual (PSOM), Power System Maintenance Manul (PSMM) WAPA Order 440.1C, which states that "Each employee shall be trained in and familiar with the safety-related work practices,[ safety procedures and other safety requirements that pertain to their respective job assignments."

3. Target Audience:

The training will be mandatory for all WAPA Federal employees, who require access to substation facilities. This includes, but is not limited to:

• Electricians and Technicians

• Engineers

• Maintenance Support Personnel

• Construction Inspectors

• Supervisors and Project Managers

• Safety Personnel

• Environmental Personnel https://vertexaisearch.cloud.google.com/grounding-api-redirect/AUZIYQFMTqBtxXMMhUOqC0FLq2z-Z-JFW5ZgxhgzmaNXclukk4W-7__Rmulw2fO65_IzW1U7VjGW54LepwqTdvUmCyz5AOUblGzYu5rhWHqLfOMkX8qzxsFrQEo36HoOmHNMBcdZVot9cG-9TAnuICubQNB1Q0oEJ1DZlKJEN-UAOfAbhchKPh_YO7SuMN27I0G0Rl9-vwyOKaP-QhYEewCAIHYy0v0xaVSeovRF-f_eBHZdwW5L2-dXe_pvMBc_Gw== https://vertexaisearch.cloud.google.com/grounding-api-redirect/AUZIYQGncdiEw7jQ8r6zqrFF627_Ed6D7lT0j6qt9hLgSmSm6loRO6mK6gEttqbXIewEJvu87nH9Yo5qxYModYABotyvP7kjEAUTIDJjYkKqAhlBg3OosrpKhrf3GVZ4MgRwjACPSqvmV7DktYg_dfv6YN0UMChti8s=

4. Training Program Components:

The safety training program will incorporate a blended learning approach, emphasizing theoretical knowledge delivered through engaging photos and informative videos.

• 4.1. Core Curriculum:

• Safe/Unsafe Contact: Differentiating between safe and unsafe areas/equipment within a substation yard and control building.

• Voltage Awareness: Understanding maximum voltage levels utilizing single line diagrams.

• Minimum Approach Distances (MADs): Applying MADs for maximum voltages.

• Arc Flash Boundaries: Identifying and respecting arc flash boundaries.

• Personal Protective Equipment (PPE): Proper use, limitations, inspection, and cleaning procedures for appropriate PPE.

• Electrical Contact: Recognizing direct and indirect electrical contact hazards

• Induced Voltage and Current: Understanding the dangers of induced voltage and current.

• Step-and-Touch Potential: Awareness and mitigation of step-and-touch potential hazards.

• Control Room Hazards: Identifying specific hazards within control rooms.

• Trip and Fall Hazards: Recognizing and mitigating trip and fall hazards in a substation yard.

• Emergency Preparedness: Understanding equipment fires and arc flash/blast hazards and initial response protocols.

5. Deliverables:

A customized digital training presentation will be delivered to Western Power Administration. This presentation will directly address all training objectives outlined in the statement of work. Western Power Administration will receive full rights and a perpetual license to utilize this training content for the education of its employees.
