About this file
This is a Statement of Work for Portsmouth Naval Shipyard (PNSY) seeking to purchase insulated flexible ventilation ductwork for temporary HVAC systems in an industrial outdoor environment.
The primary requirement is flexible insulated ducting with a nominal inside diameter of 20 inches in standard 25-foot long sections. The duct must have a minimum R-Value insulation rating of R-6 and be constructed of high-strength sewn two single-ply polyurethane-coated polyester fabric plies protecting a proprietary insulation barrier reinforced with spring steel wire helix and heavy-duty external PVC wearstrip. Both interior and exterior layers must meet UL94 fire resistance standards with a V-0 flame retardant rating, and each duct section must be labeled "FR." The ductwork must feature excellent UV stabilization and mold/mildew inhibitors for rigorous continuous outdoor exposure, operate within a temperature range of -60°F to +400°F, support positive working pressure of 30 IN/W.G., achieve full flexibility with a 14-degree bend radius or less, and compress at a 12:1 ratio or better. Material colors of yellow or magenta are strictly prohibited; exterior and interior fabric colors must be white. The duct must be new, not previously used or returned from lease, and the contractor must perform careful physical examination of each duct piece fully-extended prior to shipment to verify integrity and absence of damage, debris, chemicals, burns, cuts, mildew, rot, vermin, or permanent kinks. The approved model is Flexaust FX-400 IF. Delivery to site must be on or prior to the request date in fully-charged, fully-assembled, ready-to-use condition with accompanying documentation. The contractor is responsible for coordinating delivery timing with the designated Point-of-Contact and Contracting Officer's Representative. Receipt inspection by the government will similarly require full extension examination of each duct piece for the same quality criteria, with final acceptance by Portsmouth Naval Shipyard Code 420 COR forwarded to Code 220 Production Support Equipment.

4. NOTES
4.1. Ducting constructed with material colors of yellow or magenta is strictly prohibited.
4.2. The Vendor must perform a careful physical examination of the ducting just prior to shipment. A physical examination requires that each individual piece of ducting is fully-extended in order to perform an adequate visual check of the product. The ducting material shall: (i) not be torn, accept for the minor pin hole type penetrations near the end finish wire ring ducting ends for the insertion of security tie-wraps to be installed after ducting interlocking; (ii) not be damaged nor vandalized; (iii) be clean and free of debris;
(iv) lack indication of chemicals, burns, cuts, or abrasion; (v) not exhibit signs of mildew, rot, nor vermin;
(vi) not have permanent kinks in the wire-reinforcement helix; and especially (vii) not have damaged nor bent wire end rings for the ducting with the end finish for the ducting ends.
5. GOVERNMENT FURNISHED MATERIAL (GFM)
5.1. N/A
6. RESPONSIBILITITES
