About this file

This is a Statement of Work for software maintenance and support services for Laurel Bridge Compass routers across the VA Rocky Mountain Network (VISN 19).

The VA VISN 19 is procuring one base year plus four one-year option periods of software maintenance and support for Compass routers—interface software tools that translate and standardize data from medical devices and disparate systems into formats compatible with the Cerner EHR system. The contracted vendor must provide remote software maintenance and support including software application and security updates for eight VISN 19 medical centers located in Colorado, Montana, Oklahoma, Utah, and Wyoming. The scope includes maintenance for Compass Professional DICOM routers in three configurations (active, stand-by/passive, and test/development), with multiple custom filter features for SSN-to-EDIPI conversion, EDIPI-to-SSN conversion, and DICOM header modifications. Additionally, the contract includes the PowerTools Suite of Standalone DICOM and HL7 Utilities. The maintenance package provides one priority support incident per renewal term per site, software release upgrades, and normal business hour support (Monday-Friday, 8:30am-5:30pm ET, excluding federal holidays). An extended support package option provides eight additional priority support incidents total for VISN 19 to allocate across sites as needed. Contract performance is remote with government-furnished equipment access; no contractor travel is anticipated. All contractor employees must complete security investigations, fingerprinting, and OPM e-QIP questionnaires. Invoicing occurs monthly through VA's Financial Services Center mandatory electronic invoice system with net 30-day payment terms. All employees require training on VA Information Security Rules of Behavior and annual privacy/security awareness training before system access is granted.

Statement of Work VISN 19, Laurel Bridge, HTM Compass Routers Support

1. Contract Title: VISN 19, Laurel Bridge, HTM Compass Routers Support

2. Background: The VA Rocky Mountain Network, Veterans Integrated Service Network (VISN) 19, is responsible for providing health care to Veterans in the states of Colorado, Montana, Oklahoma, Utah, and Wyoming.

Like all VA health care facilities, VISN 19 is moving from the legacy VistA EMR and moving to an Enterprise Oracle Cerner EMR. This move will require legacy systems to have their existing medical and laboratory devices interfaced and configured to communicate with Cerner.

This procurement is for one base year and four one-year option periods of software maintenance and support for VISN19 Compass routers. Compass routers are interface software “tools” that help standardize and translate data from medical devices (e.g., imaging systems) and other disparate systems from multiple OEMs, into data that can be properly interpreted by the Cerner EHR and other patient data repositories. Compass routers are used to translate patient identification information and other HL7 and DICOM data.

VISN 19 recognizes that other VHA facilities may encounter the same challenges and need for support from Laurel Bridge for their Compass routers. Therefore, the Laurel Bridge support agreement procured by VISN 19 may be implemented as an option at other VHA facilities.
