The equipment must be ANSI Z21.10.3/CSA 4.3 certified, ASME HLW compliant, and support masterless cascading configuration for up to 10 units. Critical security requirements mandate that all wireless communication capabilities and Wi-Fi/cellular connectivity for remote monitoring via the telliCare app must be offline, with verification that units operate fully standalone without communication to the Intellihot server; any Building Management System communication is restricted to hardwired iNTouch BMS (BACnet/Modbus) integration only. Equipment must comply with the 2022 Oregon Mechanical Specialty Code, 2021 Oregon Plumbing Specialty Code, 2025 Oregon Energy Efficiency Specialty Code, and be certified lead-free per NSF/ANSI 372. The supplier must provide complete submittal drawings, manufacturer specification sheets, and compliance certificates prior to or upon delivery. Delivery is scheduled for 7:00 AM to 2:00 PM, Monday through Friday, freight dock to facilities dock with no additional freight charges and all liability on vendor. Quotations must be submitted electronically to SHE-Facilities-S@bop.gov as a single PDF document and remain valid for a minimum of thirty (30) days from the RFQ closing date. SUBJECT: Statement of Work Approval for Project 26Z6AT5 Emergency Replace Tankless Water Heaters
The Construction and Environmental Review Section, Facilities Management, has reviewed and approved the Statement of Work (SOW) and Drawings to be used for solicitation services at FCI Sheridan for Project 26Z6AT5, Emergency Replace Tankless Water Heaters. There are no additional square footage or modifications to the primary structure, nor changes to the utilities to this project.
This SOW specifically addresses the Emergency Replace Tankless Water Heaters under Project 26Z6AT5 as defined herein and should not be interpreted as an open-ended approval for future, unrelated work.

STATEMENT OF WORK (DESCRIPTION OF REQUIREMENT)
A. INTRODUCTION
1. The Federal Bureau of Prisons (FBOP), Federal Correctional Institution (FCI) Sheridan located at 27072 Ballston Road, Sheridan, Oregon 97378, requires procurement of commercial grade, fully condensing tankless water heaters to replace existing units located at the Federal Detention Center (FDC), Satellite Camp (SCP), and FCI Sheridan.
2. This project is a direct equipment purchase only. All removal, installation, commissioning, and testing shall be performed by FBOP Facilities personnel utilizing institutional labor resources. No contracted installation services are included in this project. FBOP will be responsible for:
• Removal and disposal of existing tankless water heaters.
• Installation of new units in cascading configurations.
• Modification and reconnection of existing utilities within defined limits.
• Restoration of full operational domestic hot water service.
3. "Equal or Better" Product Substitution: Proposals must meet or exceed the specified product quality. If an alternative product or component is offered, the vendor must submit all technical documentation, certifications, and test results for consideration.
4. Government's Right of Final Technical Acceptance: The government retains the sole and final authority to determine technical acceptance for all submitted products, based on the provided documentation and compliance with stated standards.
B. SPECIFICATIONS / DESCRIPTION OF REQUIREMENT
1. This water heater manufactured by Intellihot, Model: iQ251 Gen II is designated as the sole Basis of Design for this project to ensure seamless integration with the facility's existing infrastructure.
2. Product Basis: FCI Sheridan requires the following equipment (equal or better)

6. Salient Characteristics
a. Performance & Efficiency: Operates at 96% thermal efficiency with a 251,000 BTU/hr input and a 8.3:1 turndown ratio.
b. Masterless Cascading: Allows up to 10 units to act as one, sharing load and providing redundancy; if one unit fails, others take over.
c. Durable Construction: Features a 316L stainless steel heat exchanger that resists corrosion, designed to handle thermal shock.
d. Self-Descaling Design: Engineered to prevent lime scale buildup, extending the lifespan and maintaining efficiency.
e. Compact & Versatile: Wall-hung, space-saving design suitable for indoor/outdoor, commercial, and, with the iQ251D model, deionized water applications.
f. Installation Flexibility: Operates on natural gas or propane (convertible) and can function with gas pressures as low as 2.5" WC.
g. Safety & Compliance: ASME-HLW compliant, reducing risks of Legionella by eliminating storage tanks.
7. Federal Security & Network Isolation Requirements
Due to the high-security requirements of the FBOP, all wireless communication capabilities inherent to the Intellihot Water Tankless Heater System (Model # iQ251 Gen II), or equal, must be strictly managed as follows:
a. Offline Operation: The Smart Technology & Connectivity of the equipment equipped with a 3.5-inch color touchscreen and built-in Wi-Fi/cellular connectivity for remote monitoring via the telliCare app MUST BE OFFLINE. The menu must show the Wi-Fi transmission settings and clear any stored network credentials.
b. Verification of Standalone Operation: Confirm that the unit maintains full heating functionality while the "telliCare" or remote monitoring status remains in an "Offline" or "Inactive" state. Confirm the unit is NOT communicating with the Intellihot server.
c. Hardwired Integration: Any Building Management System (BMS) communication is restricted to hardwired iNTouch BMS (BACnet/Modbus) integration. No internet-facing gateways are permitted.
C. DELIVERY INFORMATION
1. The units must be delivered fully assembled, and free from any shipping-related damage upon arrival.
2. All necessary installation manuals, technical drawings, and maintenance documentation must be included with the shipment.
3. Delivery hours for the vendor are 7:00 AM to 2:00 PM, Monday through Friday, excluding weekends and federal holidays. Any delivery required to be completed at any other time than noted above must be re-scheduled accordingly.
4. The Facilities Department will assign a staff member authorized to receive or sign for any deliveries made to the site. At no point will a Bureau of Prisons (BOP) staff member receive or sign for a delivery if the vendor or his/her representative is not present to verify and accept the delivery.
5. The location of the delivery or drop-off site shall be coordinated accordingly with the Institution’s point of contact (POC) assigned to receive the delivery. Access to the site will be available during normal working hours except during emergencies.
6. The vendor shall be responsible for providing their own means of loading and unloading for the equipment.
7. Delivery will be freight dock to facilities dock with no additional freight charges all liability and coverage for equipment during transit is on vendor.
D. STANDARD REQUIREMENTS AND TERMS
1. Compliance:
a. The supplier shall provide commercial water heating equipment in full compliance with the 2022 Oregon Mechanical Specialty Code (OMSC) (based on the 2021 IMC/IFGC), the 2021 Oregon Plumbing Specialty Code (OPSC), and for energy efficiency, the 2025 Oregon Energy Efficiency Specialty Code (OEESC) (based on ASHRAE 90.1-2022).
b. All equipment, including associated pipes and fittings, must be certified Lead-Free per NSF/ANSI 372 and the Safe Drinking Water Act. Gas-fired units must conform to ANSI Z21.10.3.
c. Any unit exceeding 200,000 BTU/h, 120 gallons, or 210°F must be constructed, tested, and bear the ASME 'HLW' stamp in accordance with the Boiler and Pressure Vessel Code, Section IV.
d. Equipment must meet federal FEMP energy-efficiency mandates for high-performance heating.
2. Submittals: The supplier must provide complete submittal drawings, manufacturer specification sheets, and formal certificates of compliance for all stated codes and lead-free standards prior to or upon delivery.
3. Start-Up Warranty: In coordination with the FBOP Institutional Rep, the Supplier (thru its manufacturer) shall provide all labor, materials, tools, and supervision to perform a certified startup of the Intellihot iQ251 Gen II unit(s) in accordance with manufacturer specifications to activate the enhanced 10-year heat exchanger warranty and 2-year parts warranty. Without startup, the warranty is significantly reduced to 1-year heat for the exchanger and 1-year parts.
Vendor shall assist with registration of any enhanced warranty programs available upon documented commissioning.
4. Quote Validity: Submitted quotations must remain valid for a period of no less than thirty (30) days from the closing date of the Request for Quote (RFQ).
5. Invoicing: Invoices shall be submitted to the address specified in the final Purchase Order.
6. System for Award Management (SAM): All contractors must be registered in the System for
Award Management (SAM).
E. SUBMISSION INSTRUCTIONS
1. Quotations shall be submitted electronically to SHE-Facilities-S@bop.gov as a single PDF document. The email subject line must include the RFQ (Quote) Number.
