Statement of Work Summary

This Statement of Work specifies the procurement of P139053 / RT-1829 Ultra-High Frequency (UHF) Satellite Communication (SATCOM) Terminal Training for up to eight (8) personnel assigned to the Japan Maritime Self Defense Force (JMSDF) under Foreign Military Sales (FMS) Case JA-P-NCO. The training will be delivered by the Surface Combat Systems Training Command (SCSTC) International Programs Office in support of the Japan J8, Aegis System Equipped Vessels (ASEV) Program.

The training comprises three consecutive sessions scheduled for 13-15 July 2026, delivered on-site and in-person at 6155 El Camino Real, Carlsbad, CA 92009. The training curriculum includes: (1) UHF DAMA Overview Presentation (½-1 day) covering satellite overview, dedicated SATCOM, and IW/DAMA 25 KHz; (2) RT-1829/VNTC Training Presentation (½-1 day) addressing hardware overview, dedicated mode software, DAMA mode software, IW mode software, software maintenance, and troubleshooting; and (3) Firsthand Training (1 day) providing hands-on setup of RT-1829 equipment, hardware troubleshooting with instructor-inserted faults, and software troubleshooting procedure review. Modern crypto key material and key fill devices (SKL, CYZ-10, etc.) will be available to enable encrypted system operations and interoperability verification. The contractor must provide Subject Matter Experts with intimate knowledge and experience of RT-1829 operation and maintenance. The training is critical to impart necessary knowledge and skills to JMSDF personnel to operate and maintain the RT-1829 UHF SATCOM Terminal with limited supervision and perform selected preventive and corrective maintenance. STATEMENT OF WORK

P139053 / RT-1829 Ultra-High Frequency (UHF) SATCOM Terminal Training

1. PROJECT DESCRIPTION

The purpose of this contract is to procure P139053 / RT-1829 Ultra-High Frequency (UHF) Satellite Communication (SATCOM) Terminal Training, a base class that supports up to eight (8) personnel assigned to Japan Maritime Self Defense Force (JMSDF). Students selected for this training are required IAW Foreign Military Sales (FMS) Case JA-P-NCO.

2. BACKGROUND

Surface Combat Systems Training Command (SCSTC) International Programs Office requires P139053 / RT-1829 Ultra- High Frequency (UHF) SATCOM Terminal Training to be conducted in support of the Japan J8, Aegis System Equipped Vessels (ASEV) Program IAW FMS Case JA-P-NCO.

This training will provide JMSDF personnel with the skills and knowledge necessary to operate and maintain the RT-1829 UHF SATCOM Terminal with limited supervision, and to perform selected preventive and documented corrective maintenance on this communication equipment. The RT-1829 is highly specialized communication equipment requiring Subject Matter Experts (SMEs) who have intimate knowledge and experience of operation and maintenance of the system.

3. NEED

SCSTC International Program Office requires P139053 / RT-1829 UHF SATCOM Terminal Training is critical to the U.S Navy and its Japan partnership program to impart the necessary knowledge and skills to Japan’s crews for US provided systems onboard Japan Naval ships.

The training shall be delivered in three (3) consecutive sessions from 13-15 July 2026. Instructors must deliver the training on-site and in-person. The following provides the expected schedule:

1) UHF DAMA Overview Presentation, ½ - 1 Day

a. Satellite Overview

b. Dedicated SATCOM

c. IW/DAMA 25 KHz

2) RT-1829/VNTC Training Presentation, ½ - 1 Day

a. Hardware Overview

b. Dedicated Mode Software

c. DAMA Mode Software

d. IW Mode Software

e. Software Maintenance

f. Troubleshooting hardware and software

3) Firsthand Training, 1 Day

a. Students’ setup RT-1829

b. Experience Hardware Troubleshooting (instructor inserted faults)

c. Review Software troubleshooting procedures.

4) Modern Crypto Key material and key fill device(s) (SKL, CYZ-10, etc) will be available so the system can operate in encrypted mode. modern crypto to the Key material DOCCT/S terminal will be available so that system operations and interoperability can be verified.

4. OPERATIONAL IMPACT

This training is in support of the Japan J8, Aegis System Equipped Vessels (ASEV) Program IAW FMS Case JA-P-NCO.

Failure to meet the training requirement would result in untrained personnel installing and operating combat systems components both independently and in operational exercises and real-world events with USN and other allied forces, creating significant safety concerns.
