Statement of Work Summary: BPA for DNA Supplies
This Statement of Work establishes a Blanket Purchase Agreement (BPA) with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) for the procurement of DNA analysis reagents and supplies. The BPA will support ongoing forensic DNA analysis at the Forensic Science Laboratory-Washington (FSL-W) and expand capabilities to the new Forensic Crime Gun Intelligence Laboratory (FCGIL) in Wichita, Kansas. The five-year performance period commences on the award date or April 30, 2026, whichever occurs first, with four optional renewal years. The contract type is firm fixed price. The BPA holder must supply 100 percent of the validated supplies listed in Appendix A without substitutions, including quantification reagents, amplification kits, capillary electrophoresis materials, and consumable laboratory items. All reagents must meet satisfactory expiration dates ranging from six months to one year and must pass ATF quality control checks outlined in protocol ATF-LS-FB28. Items are from Life Technologies/ThermoFisher Scientific and have undergone extensive validation by ATF scientists; substitution with alternative reagents would require years of re-validation and significant service disruption.
The BPA holder must deliver supplies within seven calendar days of receiving a call order and is responsible for all quality control and assurance. Freight, handling, and dry ice for shipping are included in the quoted price. The vendor must provide warranty information with goods and observe all manufacturer warranties. Invoices should be submitted to Finance.Branch@ATF.gov with copies to the Government Technical Representative and Technical Point of Contact. Payment is made upon Government acceptance in accordance with FAR prompt payment standards. The primary delivery locations are the National Laboratory Center in Beltsville, Maryland (6000 Ammendale Road, MD 20705) and FCGIL in Wichita (4504 E 18th Street N, Wichita, KS 67214). The BPA holder must submit a final invoice within 45 calendar days after the performance period ends and provide a signed Release of Claims within 15 calendar days of final payment.

BPA SOW for DNA Supplies Page 1 of 7
1.0 Introduction. The Bureau of Alcohol, Tobacco, Firearms, and Explosives ATF) is a law enforcement agency within the Department of Justice (DOJ). ATF’s mission is to reduce violent crime and to protect the public. ATF enforces Federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson. The Office of Laboratory Services provides analytical and advisory services on matters of a scientific nature in support of ATF’s mission. There are two forensic science laboratories within Laboratory Services which include the Forensic Science Laboratory-Atlanta (FSL-A) and the Forensic Science Laboratory-Washington (FSL-W). Some of the Laboratory Services capabilities are being expanded into the new Wichita location, Forensic Crime Gun Intelligence Laboratory (FCGIL). These capabilities include triage, firearms, latent prints, and deoxyribonucleic acid (DNA) analysis as well as firearms training.
2.0 Objective. Lab Services (LS) anticipates this statement of work (SOW) resulting in a Blanket Purchase Agreement (BPA) in accordance with FAR 12.201-1(e)(3), Blanket Purchase Agreement.
A BPA will allow flexibility and responsiveness and provide a cost-effective way to meet the operational requirements to create consistency throughout the LS, expand capabilities to FCGIL, and ensure ATF’s examiners and trainees have reliable access to critical supplies.
3.0 Description/Scope of Work. This request is for the procurement of the below listed reagents and supplies. The proposed blanket purchase agreement (BPA) fulfills an ongoing need for DNA analysis at FSL-W to continue using scientifically validated methods, as well as to expand to the new FCGIL facility. The expansion of the DNA unit to FCGIL is proposed as a new, high throughput model and will increase the number of reagents and supplies needed throughout the life of the BPA, not only with the addition of personnel, but also with a greater testing capacity.
These reagents ensure the continuing operation of the Forensic Science Laboratory’s Forensic Biology section. The reagents are necessary to perform steps in the forensic biology workflow, including:
• Quantitation; determining the amount of DNA in a sample
• Amplification; making copies of specific regions of DNA
• Capillary electrophoresis; reading DNA fragments for human interpretation and analysis
Quantitation must be performed on every DNA sample. Amplification and capillary electrophoresis are performed on all samples with a detectable amount of DNA present.
Therefore, ATF requires a continual supply of these reagents to meet casework needs and perform analysis of evidence submitted to the DNA section.
The vendor shall supply reagents with a satisfactory expiration date. Due to the specific use and quality control checks on reagents, satisfactory dates vary from 6 months to one year. The vendor must ensure quality of all reagents and consumables supplied. To meet quality requirements, supplied reagents must pass required quality control (QC) checks performed by the ATF laboratories, as outlined in the ATF protocol ATF-LS-FB28, and consumable items must be received in good condition and meet sterility requirements.

The Life Technologies items currently in use have undergone extensive validation by the ATF Forensic Biology section based on instrumentation used at the FSL-W location. Validations of approved reagents, consumables, and instrumentation represent an extensive use of time, resources, and scientific acumen on the part of ATF scientists. Additionally, ThermoFisher Scientific/Life Technologies has performed developmental validation experiments in accordance with the QAS (Quality Assurance Standards) for Forensic, which qualify these reagents for use in human identification testing for casework applications, and ensure ATF DNA samples are eligible for entry into the national DNA database. Converting to different reagents and/or different instruments would be a burden on the DNA section as a whole, requiring years of re-validation and significant down-time and loss of service from the ATF Forensic Biology sections. Moreover, the interruption of validated supplies would delay the agency’s development of the FCGIL laboratory.
FCGIL received $75 million congressionally approved no year funding for construction of the new Forensic Science Laboratory in Wichita. ATF’s current need and available funding will dictate/determine the quantity of goods and/or services to be purchased throughout the life of the BPA. The BPA will include any other supplies used for DNA from the vendor.
