About this file
This is a Statement of Work and Specifications/Requirements document for the installation and setup of a Structure Beam Tester at the West Point Cyber Engineering and Academic Center (CEAC) Room 102.
The system is a hydraulic experimental testing machine to be delivered and installed by the contractor, with all components purchased by the customer. The contractor must provide rigging services including manpower, offloading, setup, hose connections, electrical wiring, and debris disposal. Key physical constraints require the system to fit through a 7.5 ft by 11 ft door opening and occupy a maximum space of 20 ft by 7 ft. The system comprises two linear hydraulic actuators (30-inch and 10-inch stroke models, each with 75 kip tension and 112 kip compression capacity), a hydraulic service manifold (50 gpm capacity, 3000 psi, 24V DC power), a hydraulic power unit (30 gpm, 3000 psi, 460V 3-phase, 75 amps), and a hydraulic servo-controller with digital universal conditioners. The contractor must supply all hoses, cables, connectors, and transformers if power requirements exceed specifications. The system includes a desktop computer with Windows 10, 16GB RAM, dual 500GB hard drives, 23-inch monitor, and compatible testing software supporting various waveforms with a maximum frequency of 100 Hz. The contractor is responsible for one day of on-site operator training following installation and validation, with optional additional commissioning services on a case-by-case basis. All work must be completed between July 1 and August 31, 2026. Operation and maintenance manuals must be provided in physical or electronic format.
