About this file

This is a Statement of Work (SOW) for preventative maintenance and repair services on seven Facility Response Team (FRT) vessels and associated trailers at Portsmouth Naval Shipyard (PNSY). The contract covers maintenance on three 25-foot boats (SeaArk, Metal Shark, and MetalCraft), four 30-foot boats (SeaArk Platform, Kvichak Skimmer, Metal Shark Platform, and MetalCraft Platform), and their corresponding trailers from various manufacturers. All work is performed primarily at the contractor's maintenance facility, with provisions for onsite work on minor repairs. The contractor must maintain vessels in operational readiness and make them available within a specified timeframe upon request from the Technical Point of Contact (TPOC) or Contracting Officer's Representative (COR).

The SOW requires preventative maintenance on boat systems (navigation lights, bilge pumps, blower motors, gauges, steering rams, zincs, generators) and motors (power head flush, spark plugs, fuel filters, water pumps, charging systems, gear oil changes, propeller inspection) on Yamaha and Honda outboard engines ranging from 90 to 225 horsepower. Trailer maintenance includes inspection of receivers, safety chains, brake systems, electrical wiring, wheel bearings, and frame integrity. The contractor must provide certified technicians, submit itemized estimates before performing unscheduled repairs, and deliver completed inspection reports within three business days. Unplanned parts and repair work are subject to a not-to-exceed amount requiring prior written authorization from the Contracting Officer. The contract period is one year from date of award with one optional year. Normal working hours are 0700–1600, Monday through Friday. All contractor personnel must be U.S. citizens and comply with Portsmouth Naval Shipyard security requirements, including obtaining appropriate base access credentials and vehicle inspection passes before entering the Controlled Industrial Area (CIA).
