About this file

This is a Statement of Work (SOW) for the design and construction of a paver pad roadway around the interior perimeter of the Munitions Storage Area (MSA) at Campia Turzii Air Base, Romania. The project emphasizes long-term durability, environmental compliance, and adherence to USAF and Romanian Air Force (RoAF) standards. The contractor must perform site preparation including clearing, grading, and subgrade scarification; place compacted earth fill and stabilized gravel base layers verified through Light Weight Deflectometer (LWD) testing; install heavy-duty concrete interlocking pavers (Double T T2, 80 mm thickness) rated for military vehicle traffic with edge restraints and geotextile separators; and execute drainage improvements including ditch rehabilitation and culverts. The roadway shall be continuous around the MSA perimeter with a width of 20 feet (6.10 meters), following the existing gravel roadway alignment, and integrate with existing access points and circulation routes.

The period of performance is 90 calendar days from Notice to Proceed, with on-site execution not to exceed 45 calendar days, subject to timely access and approvals. The place of performance is Campia Turzii Air Base, Romania. The contractor shall furnish all necessary equipment, materials, labor, and information including construction machinery, earth fill and gravel, pavers, and drainage components. Deliverables include the completed roadway, properly compacted subgrade and base layers, fully installed pavers with edge containment and erosion control, drainage improvements, and as-built drawings with survey data. The USAF will provide oversight and coordination with host nation authorities. Quality control requires implementation of a 3-Phase Control approach with measurable acceptance criteria checks including geometry, compaction, and drainage flow tests. A one-year warranty covers paver displacement and drainage-related defects. All work must comply with host nation safety regulations, include mandatory PPE, daily toolbox talks, and weekly safety audits, and incorporate dust suppression, spill prevention, and post-construction restoration activities.

Statement of Work (SOW)

Project Title: MSA Perimeter Paver Pad Roadway Construction

1. Purpose and Background

The purpose of this project is to design and construct a durable paver pad roadway around the interior perimeter of the Munitions Storage Area (MSA) at Campia Turzii Air Base, Romania. The roadway will support routine military vehicle circulation, enhance safety, and improve mobility within the MSA. The roadway will consist of compacted earth fill, gravel base layers, and heavy-duty pavers capable of supporting military vehicle loads.

This project emphasizes long-term durability, environmental considerations, and compliance with USAF and RoAF standards.

2. Scope of Work

The contractor shall design, construct, and deliver a fully functional paver pad roadway that meets all operational, safety, and security requirements. Work includes:

• Perform site preparation, including clearing, grading, and scarification of subgrade.

• Placement of compacted earth fill and gravel base layers.

• Installation of heavy-duty concrete interlocking pavers.

• Drainage improvements along the roadway alignment, including ditch rehabilitation and culverts.

• Integration with existing access points and circulation routes.

3. Requirements

Roadway Construction

• Construct a continuous paver pad roadway around the interior perimeter of the MSA earth barricades.

• Roadway width: 20 feet (6.10 meters).

• Roadway alignment shall follow the existing gravel roadway within the MSA.

Subgrade & Base Preparation

• Prepare subgrade using compacted earth fill.

• Scarify and stabilize subgrade using hydraulic binders (e.g., RoadMix) if required to improve bearing capacity.

• Install a stabilized gravel base to ensure long-term durability and load-bearing capacity.

• Verify compaction using Light Weight Deflectometer (LWD) testing.

Paver Installation

• Install heavy-duty concrete interlocking pavers rated for military vehicle traffic (e.g., Double T T2, 80 mm thickness).

• Include edge restraints to confine the paver field and prevent lateral spread under heavy traffic.

• Use geotextile separators to prevent migration of fines and ensure erosion control.

• Perform joint filling and final compaction checks to ensure surface tolerance and durability.

Drainage

• Ensure proper drainage through grading, ditching, culverts, or equivalent systems.

• Maintain a slight crossfall toward the outside ditch to prevent water pooling on the roadway.

• Rehabilitate and clean existing ditches to restore hydraulic capacity.

• Tie the new drainage ditch into the existing MSA drainage network.

• Implement erosion control measures for ditch banks and shoulders.

Integration

• Tie the new roadway into existing MSA access points and parking areas.

• Ensure seamless integration with existing circulation routes and drainage systems.

4. Deliverables

• Completed paver pad roadway meeting all design specifications.

• Properly compacted subgrade and gravel base layers.

• Fully installed pavers with edge containment and erosion-control measures.

• Drainage improvements (culverts, ditches, etc.).

• As-built drawings and survey data reflecting final roadway and drainage geometry.

• Independent laboratory reports for compaction and LWD/Evd results.

• Manufacturer technical datasheets and certificates for pavers and other materials.

• Maintenance notes for drainage systems and erosion control measures.

5. Period of Performance

The project shall be completed within 90 calendar days from issuance of the Notice to Proceed, unless otherwise agreed upon at contract award. On-site execution shall be completed within a maximum of 45 calendar days, subject to timely access and approvals.

6. Place of Performance

Campia Turzii Air Base, Romania.

Work will occur within and around the interior perimeter of the MSA earth barricades.

7. USAF & RoAF Assistance

The U.S. Air Force (USAF) will provide oversight and coordination with host nation authorities.

8. Contractor-Furnished Equipment/Information

The contractor shall furnish all necessary equipment, materials, labor, and information, including:

• Construction machinery (e.g., dozers, excavators, rollers, etc.).

• Earth fill and gravel.

• Heavy-duty pavers and edge-restraint materials.

• Drainage components (culverts, geotextile, etc.).

9. Acceptance Criteria

• Roadway constructed in accordance with approved design specifications.

• Compliance with applicable technical orders and safety standards.

• Drainage and grading are completed to prevent water accumulation or roadway degradation.

• Final inspection and acceptance by the USAF project officer.

• A one-year warranty applies covering paver displacement or drainage issues.

10. Security Requirements

All construction must occur within the MSA and comply with security protocols.

Contractor personnel must follow USAF and RoAF access procedures.

11. Safety

All work must adhere to host nation safety regulations.

• PPE is mandatory during construction.

• Daily toolbox talks and weekly safety audits shall be conducted.

• Emergency preparedness plans shall be implemented.

12. Environmental Considerations

• Dust suppression measures shall be implemented during construction.

• Spill prevention and waste segregation shall be enforced.

• Restoration activities shall be performed post-construction to prevent environmental impact.

13. Quality Control

• Implement a 3-Phase Control approach (Preparatory, Initial, Follow-up) for all definable features of work.

• Perform measurable acceptance criteria checks, including geometry, compaction, and drainage flow tests.

• Maintain inspection records and QC test reports.

14. Warranty

Provide a one-year warranty covering paver displacement, drainage-related defects, and corrective actions at no cost for covered items.
