About this file

This is a Statement of Work (SOW) for support services of the Motorola Astro P25 Land Mobile Radio System at the National Institute of Standards and Technology (NIST).

The Public Safety Communications Research (PSCR) Division requires continuation of support for its Motorola LMR system and associated mobile and portable radios to enable research, development, testing, and evaluation of Land Mobile Radio and Long-Term Evolution signals and interoperability scenarios. NIST acquired the system in 2018-2019 and has experienced critical outages in 2023 and October 2025, necessitating extended support from an organization with specific expertise in Motorola systems on release A7.18. The contract encompasses five core tasks: Task 1—annual preventive maintenance including physical inspection, dust removal, firmware updates, and component alignment; Task 2—remote technical support via experienced communications technologists with escalation tracking; Task 3—dispatch service and on-site infrastructure response with qualified technicians; Task 4—provision of all required safety equipment including personal protective equipment meeting OSHA standards; and Task 5—safety-related training for contractor and subcontractor personnel. Additional requirements include Task 6 health hazard assessments and medical evaluations, and Task 7 compliance with Homeland Security Presidential Directive (HSPD)-12 requiring background investigations and security clearances commensurate with position sensitivity designations under 5 CFR Parts 1400 and 731.

Work shall be performed on the NIST campus in Boulder, Colorado during regular business hours (Monday-Friday, 8:00 AM-5:00 PM local time, excluding federal holidays), with performance delivered through both remote and on-site activities. The base period runs twelve months from Award Release Order, with two optional twelve-month extension periods. Service level response requirements include four-hour phone response and same-day on-site response for catastrophic failures, four-hour phone response and same-day or next-business-day on-site response for operational degradation, and four-hour phone response with next-business-day on-site response for minor performance issues. Deliverables include System Preventive Maintenance Reports and Mobile and Portable Radio Preventive Maintenance Reports due fifteen days after each maintenance activity. Covered equipment detailed in Exhibit A encompasses the Motorola A7.18 M1 Core system with VMS servers, gateways, switches, licenses, one ESS with four Trunking GTR 8000 repeaters, two conventional GTR 8000 repeaters, Customer Enterprise Network components, ISSIs, and multiple mobile and portable radios across various frequency bands and models.
