STATEMENT OF WORK SUMMARY: DIRECTIONAL COUPLERS
This is a Statement of Work (SOW) for the procurement of dual directional couplers by the National Institute of Standards and Technology (NIST) Boulder, under the CHIPS metrology program, specifically for Project 5.04 "RF Waveform and Rapid Frequency-Comb Diagnostics for Plasma Etching." The contractor shall provide two new dual directional couplers that meet specified technical requirements: capable of handling signals up to 5 kW average power in the main line without sustaining damage, transmitting signals from 200 kHz to 220 MHz, with a coupling factor of approximately 60 dB to 74 dB. The connectors shall be EIA 1-5/8 on the main line and type N on the coupled ports. All equipment must be new (not used, remanufactured, experimental, prototype, or custom items) and shipped in original manufacturer packaging with complete documentation. Delivery shall be made to NIST Boulder (325 Broadway, Boulder, CO 80305) via F.O.B. Destination within 20 weeks after receipt of order. The equipment will be used for S-parameter measurements to establish traceability for high-power RF waveforms in semiconductor manufacturing processes.
Payment is structured at 100 percent upon installation and acceptance by the Technical Point of Contact (TPOC), successful completion of testing requirements, and successful demonstration that the instrumentation performs according to specifications. Partial shipments and partial invoices will not be accepted unless previously approved by the Contracting Officer. The NIST TPOC or Contracting Officer's Representative (COR) will review deliverables and respond with acceptance or revision requests within 30 days of receipt. Inspection and acceptance includes visual inspection for damage and verification that pin depths of coupled ports meet IEEE 287 specifications for GPC connectors, at NIST's discretion. The contractor warrants parts according to its standard commercial timeframe, commencing after equipment acceptance in accordance with FAR 52.212-4. The government will conduct quality assurance testing within 30 days of equipment receipt and retains the right to reject equipment for defects or nonconformance prior to acceptance; ownership transfers to NIST upon government acceptance.

STATEMENT OF WORK
Title: Directional couplers
Lab: CTL
I. BACKGROUND INFORMATION
The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.
This SOW describes equipment needed for a project “RF Waveform and Rapid Frequency-Comb Diagnostics for Plasma Etching”, which is part of the CHIPS metrology program’s Grand Challenge 5, “Modeling/Simulating Semiconductor Manufacturing Processes”. The equipment will be purchased by NIST’s RF Technology Division. Part of the mission of the RF technology division is to develop techniques for fundamental electromagnetic metrology.
In this case, the research project “RF Waveform and Rapid Frequency-Comb Diagnostics for Plasma Etching” focuses on high-power waveform metrology. High-power RF waveforms are used in semiconductor plasma processing, including etching and deposition processes. These processing steps are very common in semiconductor manufacturing. The characteristics of the waveforms impact the quality of the resulting chips. But industry lacks the ability to accurately measure these waveforms. We aim to close that gap by developing high-power waveform measurement techniques.
Specifically, this SOW describes high-power dual directional couplers. In our experiments, we will use high-power waveforms (up to 5 kW). The dual directional couplers are necessary to allow metrology equipment to sample the high-power waveforms. The couplers will be used in a laboratory, alongside electrical metrology equipment.
II. PURPOSE
Project 5.04 requires directional couplers. In radiofrequency (RF) electrical measurements, directional couplers are used to sample high-power signals by redirecting a small fraction of the power to a measurement instrument. We plan to use this technique for S-parameter measurements. In the semiconductor industry, S-parameters are integral to establishing the reliability of electrical measurement tools that monitor and control the RF signals delivered during etching and deposition processes.
These tools ensure processes are consistent from wafer to wafer, thus increasing yield.
Project 5.04 aims to establish traceability for these measurements. Traceability will help manufactures make these measurements more accurate and consistent.
2 | P a g e
The direction couplers are critical for project 5.04 to establish traceability for high power signals. In the 5.04 Project Plan, all of the deliverables related to RF measurements we have planned rely on S-parameter measurements, which in turn rely on the directional couplers being delivered to NIST by Fall 2026. These measurements are a key part of our effort to establish traceability for high-power waveform measurements is, which is one of the main goals of Project 5.04. We anticipate that traceability for high-power RF signals will allow NIST to support the semiconductor industry by disseminating precision RF measurement techniques and allowing us to perform high-quality measurements to inform models of manufacturing processes.
