About this file
This Statement of Work (SOW) details the U.S. Coast Guard Forces Rio Grande's requirements for a modular truck/boat trailer and forklift ramp at their facility in Weslaco, Texas. The project involves designing, fabricating, delivering, and installing a heavy-duty, outdoor-rated steel loading dock ramp with specific technical specifications: 50-foot run, 4-foot rise, maximum 8% grade, minimum 11'-6" working width, and 26,000 lbs. load capacity. The ramp must comply with OSHA, IBC, and engineering standards, featuring high-visibility handrails, corrosion-resistant materials (hot-dip galvanized steel), and dock plates to bridge gaps between the ramp and existing loading dock.
Key requirements include a modular, non-permanent structure with forklift pockets, diamond tread steel decking with secure traction, and installation by a contractor with at least three years of heavy-duty ramp fabrication experience. The project mandates comprehensive safety measures, including site-specific safety plans, proper PPE, and compliance with OSHA construction and powered industrial truck standards. The U.S. Coast Guard will conduct final inspections verifying alignment, load capacity, weld quality, and overall functionality before accepting the completed ramp installation.

U.S. COAST GUARD FORCES RIO GRANDE
Statement of Work (SOW)
Project Title: Modular Truck / Boat Trailer & Forklift Ramp
2611 Vo Tech Drive, Weslaco, TX, 78596
1. Purpose
The purpose of this project is to provide and install a heavy-duty, outdoor-rated ramp system to allow a truck and boat trailer to safely access the existing 14-foot-wide loading dock at the leased facility located at 2611 Vo Tech Drive, Weslaco, TX 78596. The current dock configuration does not permit vehicle and trailer transit. The ramp shall comply with applicable Coast Guard, OSHA, and engineering standards to ensure safe, durable, and corrosion-resistant access for both vehicles and material-handling equipment.
2. Scope
The contractor shall provide all materials, labor, equipment, supervision, and expertise necessary to design, fabricate, deliver, and install one (1) modular steel loading dock ramp meeting the following minimum specifications:
a. Size and Geometry:
i. Run: 50’-0”
ii. Rise: 4’-0”
iii. Maximum slope: 8% grade
iv. Working Width: 11’-6” minimum (to provide access for a 14’-0” dock opening)
v. Preferred Working Width 12’ to 14’
3. Load Capacity:
a. Minimum 26,000 lbs. combined
4. Design Standards:
a. Comply with OSHA 1910.23 (Walking-Working Surfaces)
b. IBC 2021 slope and guardrail requirements
c. ASTM A36 (Structural Steel)
d. ASTM A123 (Hot-Dip Galvanizing)
e. AWS D1.1 (Structural Welding)
5. Ramp Type:
a. Modular, non-permanent structure designed for outdoor installation
b. Bolted assembly with forklift pockets or lift points for relocation
c. Capable of supporting forklift operation and trailer loading
d. Restoration: Upon completion or removal, the contractor shall restore all disturbed areas to pre-fabrication conditions.
6. Decking:
a. Deck surface shall provide secure traction under both wet and dry conditions to sustain vehicle movement during loading and unloading operations.
b. Acceptable materials include open bar steel grating, serrated or traction-type, or approved equal.
c. Deck shall be hot-dip galvanized after fabrication, powder-coated for long-term corrosion resistance, or alternatively coated as approved to provide long-term corrosion resistance.
d. Decking and substructure shall support concentrated wheel loads and prevent deflection or bounce during operation.
7. Handrails:
a. Provide high-visibility steel handrails at pedestrian height, continuous on both sides of the ramp above a 30” deck height from ground level.
b. All welds shall be continuous, ground smooth, and protected from corrosion.
c. Handrails shall comply with OSHA and IBC requirements for spacing, strength, and visibility.
8. Dock Plates:
a. Provide and install dock plates to bridge the gap between the ramp and existing loading dock, allowing unobstructed transition for vehicles and trailers.
b. Dock plate shall extend into the dock, over and beyond the existing 61” dock leveler a minimum of 6”. Total length of the horizontal run shall be minimum
72.5” (5.5” ramp-to-dock gap + 61” dock leveler width + 6” overlap)
c. Dock plates shall be diamond tread steel plate, minimum 11’ 6” wide to match the ramp working width.
d. Plate thickness and gauge shall support the 26,000 lbs. load without deflection and bridge a maximum 5.5” gap, to account for the dock bumper system.
e. Plate shall have a rubberized base to minimize noise.
f. Installation shall be field verified for alignment and securely anchored to both the ramp and dock structures. The plate shall not be welded to the existing dock leveling system. Anchoring within the dock area shall not damage the dock leveling system.
9. Submittals and Fabrication:
a. Contractor shall submit shop drawings and structural load calculations, signed and sealed by a Professional Engineer (PE).
b. Drawings shall include plan, elevation, sections, material specifications, handrail details, and connection interface to the existing dock.
c. All materials shall be suitable for sustained outdoor exposure and designed for minimal maintenance.
d. Fabrication shall meet the standards of ASTM A36 (steel), ASTM A123
(galvanizing), and AWS D1.1 (weld quality).
10. Installation and Quality Assurance:
a. Installation shall be provided by the contractor.
b. Installation shall be performed by a contractor with a minimum of three (3) years’ experience in heavy-duty ramp fabrication and installation.
c. The contractor shall verify ramp alignment, grade, and fit to ensure smooth vehicle access to the dock.
d. All fasteners and welds shall be corrosion-resistant stainless steel or galvanized hardware.
e. Contractors will need to have proper state or government-issued identification.
f. All vehicles will need to be registered and properly marked in compliance with state and local laws and regulations.
g. On-site considerations for working hours, restroom and utility usage, and materials laydown area shall be coordinated through a designated U.S. Coast
Guard Representative identified upon award.
h. Upon completion, the contractor shall demonstrate full functionality and proper load support to the Government representative.
i. All disturbed areas shall be restored to pre-fabrication conditions.
11. Safety Requirements:
