About this file

This document is a Statement of Work (SOW) for an Event Traffic Flow & Parking Plan at Offutt Air Force Base (AFB), dated 20 Nov 2025. The vendor is required to develop a comprehensive traffic management strategy for a public event expecting up to 40,000 patrons over a Saturday and Sunday period. The SOW mandates a detailed logistics plan covering traffic flow both inside and outside the base, including vehicle entry and exit routes, parking area designation, shuttle bus routes, and movement patterns.

Key requirements include identifying parking capacities, vehicle flow rates, potential bottlenecks, contingency plans for on-base and off-base traffic, and recommended traffic start and end times. The vendor must coordinate with the Offutt event committee and local community agencies, propose required equipment and personnel, and outline necessary training. The document also requires the vendor to submit an estimated price for the proposed plan and list optional traffic flow and parking actions with individual pricing. The primary objective is to ensure smooth, continuous traffic management for a large-scale public event at the military installation.

EVENT TRAFFIC FLOW & PARKING PLAN

Offutt AFB

Statement of Work 20 Nov 2025

The vendor shall provide all labor, parts, materials, transportation, supervision and management to provide a traffic flow and parking plan for an Offutt AFB event open to the general public. The intent of the traffic flow and parking plan is to establish an executable plan to ensure continuous traffic flow into Offutt, arrival to directed parking, patron foot traffic to and from the event, and traffic flow out of Offutt for up to 40,000 patrons each day, during a Saturday and Sunday event.

The vendor will be provided with access to base personnel, in a meeting environment and one-on-one communications as necessary. The vendor shall meet with the Offutt event committee, consisting of representatives from all agencies supporting the public event. The vendor will be provided with access to additional Offutt personnel as requested, and at the availability of the agency or individual Offutt member.

The vendor shall also meet with and coordinate with local community agencies impacted by an Offutt event to facilitate traffic flow onto, and out of Offutt. The vendor is responsible for contacting and coordinate meetings with local community agencies.

The vendor shall submit a detailed logistics plan addressing traffic flow immediately outside Offutt property, traffic flow into Offutt, continued traffic flow to designated parking areas, and traffic flow from designated parking areas through Offutt exit points. The vendor shall include recommended shuttle bus routes and times from parking areas which are not adjacent to the event area. The traffic flow plan shall identify number of vehicles flowing into parking areas per minute and per hour. The vendor shall identify possible “bottlenecks” based on the proposed plan and available roadways to flow traffic through Offutt.

The vendor shall submit a detailed logistics plan addressing event parking. The plan shall identify number of vehicles each designated parking area is capable of parking, the arrangement of parking (i.e.

parking rows and vehicle paths), handicap parking, entrance(s), and exit(s). The parking plan shall demonstrate the ability to handle the number of vehicles per minute and per hour the traffic flow plan will allow. The vendor shall also identify the mode of movement from the parking location to the event location (i.e. shuttle bus, golf carts, foot traffic)

The vendor’s plan shall identify all equipment, materials, and personnel required to execute the submitted traffic flow and parking plan. The vendor shall identify required training, to include length of training required to execute the plan. The vendor’s plan shall recommend traffic start and end times. Traffic start time is defined as the time to begin traffic flow into Offutt in order to accommodate the projected number of patrons. Traffic end time is the required time to flow event traffic from designated parking areas through Offutt exit gates.

The vendor shall identify contingency plans for directing on-base traffic and off-base traffic simultaneously.

The vendor shall provide an estimated price to execute the proposed plan. The vendor’s plan shall identify optional traffic flow and parking actions/processes Offutt can select not previously addressed in the Statement of Work. Optional actions/processes shall be listed individually to include estimated pricing, separate from the proposed traffic flow and parking plan.
