About this file
The document is a Statement of Work (SOW) for tug services to assist the NOAA Ship Pisces in docking at the Marine Operation Center – Atlantic (MOCA) in Norfolk, VA on November 7th, 2025. The NOAA vessel has experienced a bow thruster casualty, requiring precise assistance to safely navigate and dock in a tight maneuvering area. The SOW specifies two key requirements: two tugs with at least 600hp each (one for the bow, one for the stern) and a tug pilot to assist with communications, with the operation to occur in the Elizabeth River Channel near the NOAA MOCA basin.
The technical specifications detail the NOAA Ship Pisces as a Fisheries Survey Vessel with a call sign of WTDL, measuring 209 ft in length, with a tonnage of 2,218 tons and displacement of 1,840 tons. The deliverable schedule requests the tugs to meet the Pisces at 10:00am on November 7th, 2025, with flexibility for potential early return if foul weather is anticipated. The specific docking location is the C-D berth at 439 W. York St, Norfolk, VA 23510. No special considerations were noted in the document.

STATEMENT OF WORK
Pisces Tug Service for Docking at MOCA – November 7th, 2025 PURPOSE: NOAA Ship Pisces experienced a bow thruster casualty and requires tug services to safely dock at C/D pier at Marine Operation Center – Atlantic. Pisces currently still has use of main propulsion motor with a single propeller but maneuvering between several shoals where the ship could run around and docking within 10 feet of another NOAA vessel at the pier requires precision and reliability of all propulsion systems. With the Bow Thruster now under CASREP (PC-25-10), tugs will be required to safely dock Pisces in the tight maneuvering area of the MOCA basin and pier. Without tugs the docking evolution would be unsafe with the potential for catastrophic consequences.
Pisces requires two tugs of approximately 600hp each to conduct the docking evolution. One tug will be tied to the bow and the other tug will be tied to the stern. Along with the tugs, Pisces also requires a tug pilot to assist with communications with the tugs. No specialized classes are needed for the tug pilot.
The tugs shall meet Pisces in the Elizabeth River Channel near the entrance to the NOAA MOCA basin. Tugs will then tie up to Pisces, send a pilot aboard, and begin transiting into the basin. The tugs and pilot will then assist with docking Pisces at the C/D pier, starboard side to, which is about 400 yards from the Elizabeth River Channel.
TECHNICAL SPECIFICATIONS:
1. Two tugs requested with at least 600hp each to provide docking service to Pisces at NOAA MOC-A, Norfolk, VA, C/D berth.
2. One Tug pilot requested to assist with communication with tugs.

DELIVERABLE SCHEDULE: On November 7th, 2025 the two tugs shall plan to meet and tie up to Pisces at 10:00am just outside the NOAA MOCA basin in the Elizabeth River Channel. Request some flexibility with date and time of operation. Pisces may need to return to port a day or two early if foul weather is expected.
PLACE OF PERFORMANCE or DELIVERY ADDRESS: The ship will meet the tugs and tug pilot just outside the NOAA MOCA basin in the Elizabeth River Channel and dock Pisces at C-D berth, 439 W. York St, Norfolk, VA 23510.
