STATEMENT OF WORK
Naval Air Facility El Centro 2200 Bennett Rd, BLDG 436
El Centro, CA 92243
1. GENERAL: This requirement is for contractor to provide dining facility with led backlighting, vinyl wrapping walls, counters, windows with several floating images identified at Naval Air Facility El Centro.
2. SCOPE OF WORK: The contractor will provide materials, labor, supervision, installation and delivery of all items listed, unless noted otherwise in strict accordance with these specifications. The contractor will provide both custom design services as well as fabrication of custom high resolution mixed-media mural wall(s) with pop out images that have integrated lighting, and floating walls.
3. Tasks. Contractor will provide materials and modification in the facility to be identified by the customer as outlined below:
3.1 Cashier’s Counter- Front Wrap (43”H X 82.5”) (See TE 3.1)
3.1.2 Print: 4/0 High Tac vinyl matte laminate wallpaper and high-def photography integration.
3.1.3 Custom 3D layered floating design/logo with LED backlit integration and reflective edge.
3.1.4 Finish: trim to size

3.2 E-7 & Above Area Partition (225” L X 31.5”)(185” X 77”) (See TE 3.3)

3.5.3 Install wood frame moldings on both ends of mural.

3.6 Area Above West Side Windows (Right side, 66’ 9”L X 26.5”H) (See TE 3.8)
3.6.1 Custom wallpaper mural design with high-definition photographic integration. -over sheet metal.
3.6.2 Custom mixed media mural wall with hand-done painting on custom wallpaper and high-def photography integration. Incorporation of (4) floating graphics with acrylic backing and custom led backlighting with wiring. Installed over sheet metal.
3.6.3 Install wood frame moldings on both ends of mural.

3.10 All Electrical Wiring and Installation
3.10.1 All electrical wiring and installation to be included to complete the project.
3.11 Graphic Installation
3.11.1 All required graphic installation will be installed to complete the project.
3.11.2 All required graphic custom-design wallpaper will be approved by the FSO prior to installation.
Note: Presentation of all graphic design will be presented to the Food Service Officer by the contractor within seven (10) business days upon award of the contract. FSO will make the final decision for the design prior to installation.
3.13.3 All graphic custom design wallpaper will be top and finished by hand-done painting for a high-definition photography integration finish (See Technical Exhibit 10 for a sample of the final product)
3.13.4 Technical Exhibit 10 provided for an example of the custom mural artwork.
Note: Presentation of all graphic design will be presented to the Food Service Officer by the contractor within seven (10) business days upon award of the contract. FSO will make the final decision for the design prior to installation.
4. ADDITIONAL REQUIREMENTS
4.1.The contractor shall provide consultation services to gain an understanding of specific visual references to incorporate into the mural work that are expressive of the location, culture, interest, or desired aesthetic of the client.
4.2.The contractor shall use a professional visual artist, design a mixed-media mural wall(s) that incorporates custom, commercial-grade wallpaper or high tach commercial grade vinyl, hand painted accents, high definition photography integration, LED lighting, wood, floating walls to create a 3 dimensional effect, and any other materials needed to enhance the overall look and feel of the space.
(Consideration to the use of props, such as hanging décor, should be included, and provided to further established the desired look and feel of the space.) The design should be artistic in nature and employ the use of stylization, fonts, negative and positive space, color, and texture to create a final look.
4.3.The contractor shall provide a visual artist’s draft using photo specific references of the space to show the full layout of elements, colors, textures, lighting, etc.
4.4.The contractor shall assess and prepare all affected areas to ensure proper installation of mixed media mural wall(s). Preparation may include but not be limited to, removal of molding, preexisting fixtures, repairing of holes or uneven textures, application of necessary primer, etc.
4.5.The contractor shall fabricate floating walls that create a 3-dimensional effect and layered aesthetic while simultaneously integrating walls into an overall cohesive design.
4.6.The contractor shall install LED lighting (backlighting) integrated into floating walls that create visual interest and align with the overall look and feel of the space. The contractor shall ensure the proper wiring and wire management of all electronic elements.
4.7.The contractor shall fabricate and install all visual aspects of mixed-media walls, including but not limited to, custom wallpaper or vinyl, hand-done painting, wood accents, veneers, stains, or other specialty finishes. The contractor shall ensure the full design extends throughout floating walls while maintaining one cohesive look.
5. CONTRACTOR RESPONSIBILITIES
5.1. Contractor is responsible for verifying all dimensions prior to bidding and installation.
5.2. The contractor will provide personnel who are certified to perform required tasks.
5.3. Contractor will be permitted to work inside of the Dining Facility during the following hours: Monday through Friday - 0730-1500 except during meal hours and holidays. Meal hours are: Breakfast: 0600-0730; Lunch: 1100-1230. Night or weekend shift may be coordinated with Food Service Officer with no additional cost in pricing. Night shift is preferred if project involves loud noise and heavy dust to not interfere with patrons during meal hours and must be coordinated with the FSO. Exact days of work will be coordinated before commencement to ensure space availability. Coordinate with FSO before commencing work to ensure serving line or each section is secured for work while utilizing different serving lines to serve the patrons. Immediate work area will be properly secured by the contractor and will not conflict with meals being served or dining area being utilized.
5.4. Contractor will provide plastic barriers to contain dust or paint.
5.5. Contractor is responsible for daily clean up and disposal of all generated debris/materials to proper disposal or recycle containers at the back dock.
5.6. Contractor is responsible to obtain necessary security pass for base access. The government will not provide escorts to and from the gate.
6. COMPLETION: This project must be fully completed within 90-120 days after contract award. First 60 days will be allotted for design phase, drafting, editing, and final approval of design. Once design has been approved, 30-60 days will be allotted for installation.
Installation may vary between 30-60 days based on supplier’s stock availability for material.
