About this file

This Statement of Work (SOW) details tug escort service requirements for the NOAA Ship Ronald H. Brown during its departure from Bayou Casotte, Pascagoula, MS, following mid-life repairs. The primary purpose is to have a tug available for emergency assistance, specifically to provide escort and potential recovery services in case of a catastrophic propulsion or steering failure. The tug will arrive at 0800 at the Bollinger Mississippi Repair pier between August 13 and 18, escort the ship to the HI buoy (approximately two hours one way), and stand ready to assist if needed.

The ship specifications include a length of 274 ft, beam of 52 ft, draft of 19.0 ft, displacement of 1627 T, and gross tonnage of 3180 T. The tug's role is primarily precautionary, with the expectation that the ship will depart and arrive under its own power. Additional requirements include the ability to disembark the pilot at the HI buoy and remain nearby but not made off to the ship during transit, ready to provide immediate assistance if a critical system failure occurs.

Statement of Work for Service

Item or Service: Tug escort service for NOAA Ship Ronald H. Brown from pier in Bayou Casotte, Pascagoula, MS.

Purpose:

NOAA Ship Ronald H. Brown requires tug escort service as the ship departs the pier for the first time following mid-life repairs. The ship intends to depart and arrive under her own power, and a tug is requested to escort and only provide tug service in the event of catastrophic propulsion/steering loss.

The tug may also be used to disembark the pilot.

Ship Specifications:

• LOA: 274 ft (84m)

• Beam: 52 ft (16m)

• Draft: 19.0 ft (5.8 m)

• Displacement: 1627 T

• Gross Tonnage: 3180 T

Delivery details: Between August 13 and 18, we may need tug service to return to Bayou Casotte from the HI buoy in case of catastrophic failure. Otherwise, we will not need escort service inbound. The tug should arrive at 0800 at the Bollinger Mississippi Repair pier in Bayou Casotte and escort the ship out to the HI buoy, at which point the tug may take the pilot away. We want them to physically be there near us, but not made off. They will escort us out and if we have a catastrophic failure, they will be there near us and ready to tie up and take us back in. Transit from the pier to the HI buoy is approximately two hours one way.
