STATEMENT OF WORK

for

Maintenance Services for Gerstel Robotic Autosampler, Agilent Gas Chromatograph, and Agilent Mass Spectrometer

BACKGROUND

The Chemical Sciences Division of the National Institute of Standards & Technology (NIST) provides the measurement science, standards, technology, data and chemical informatics required to support the nation’s needs in the determination of chemical composition and chemical structure of gases, organic, and inorganic species and in the measurement of a wide variety of chemical properties and processes, including chemical reactivity and mechanisms, and thermochemical properties. To support this mission, it utilizes a system comprised of 3 instruments (1) a Gerstel G ASSIST 3 Robotic Autosampler S/N MPSR160 cm: 467120; Cooled Tray: 1064; Agitator Stirrer 8205-0039);

(2) an Agilent Mass Spectrometer 7250 S/N US1841E101; and (3) an Agilent GC QTOF Bundle and 7890B GC Custom S/N 18423040.

SCOPE OF WORK

The contractor shall provide on-site repair/maintenance services for the instruments identified above located at the National Institute of Standards and Technology (NIST), 100 Bureau Drive, Gaithersburg, MD 20899. The services must result in a system that operates to meet each individual manufacturer’s performance specifications and when integrated works cohesively, with each piece of equipment still operating at each of their manufacturer’s performance specifications.

The Contractor shall provide the following services:

- One (1) scheduled preventative maintenance visit for each 12-month period of the contract. The contractor shall contact the NIST Technical Point of Contact (TPOC) at least 5 business days prior to the visit.

- Unlimited on-site service emergency visits, with response times being within 5 days of NIST request.

- Engineering labor, travel and replacement parts cost are included in contract price.

- Replacement of defective parts with manufacturer-certified replacement parts.

- Consumables used during preventive maintenance and repairs are also included when needed for repair.

- Unlimited technical support for hardware/software issues; responses to telephone/email inquiries shall be provided within 48 hours of request.

- Use of manufacturer-trained technicians.

- Replacement of major parts when parts cannot be repaired.

- Software updates and notifications.

- On-line service requests and remote diagnosis within one day of request.

- Upon maintenance and repair, equipment must be restored to operate according to manufacturer’s performance specifications.

SERVICE REPORT

The Contractor shall submit a service report to the NIST TPOC prior to departure from NIST on any on-site service call for maintenance and repairs. The service report must include the following for all instrument repairs and maintenance:

a. Model number.

b. Serial number.

c. Date and time of arrival to NIST.

d. Description of service performed.

e. Name and quantity of any parts that were repaired.

f. Name and quantity of any parts that were replaced.

g. Date and time of departure from NIST.

h. Diagnostic test results or narrative summary demonstrating that the instrument is meeting the performance standards.

i. Any additional comments or recommendations.

j. Printed name and signature of service technician. Signature block for NIST personnel accepting the services rendered.

CONTRACTOR’S MINIMUM QUALIFICATIONS

The Contractor shall provide engineers or technicians that are fluent in the operation of the equipment in question throughout the period of performance of this requirement.

Contractor personnel shall have at least two (2) years of experience on the Agilent or Gerstel instruments or third-party accessories for which the service is being rendered.

ACCEPTANCE/INSPECTION

The services must result in a system that operates to manufacturer specifications for all instruments working together as a unit.

PERIOD OF PERFORMANCE

The Period of Performance (PoP) shall for each instrument be three (3) years. The period of performance for the mass spectrometer and gas chromatograph shall commence on 1 October 2020. The period of performance for the autosampler must commence on 17 December 2020. However, due to current to access restrictions performance shall not take place until the contractor coordinates with the designated Technical Point of Contact (TPOC) or and Contracting Officer (CO).

Prior to commencement of performance, the Contractor must ensure NIST’s campus is open and performance can occur. If access restrictions to the campus impacts the period of performance, a modification may be executed by the CO to establish a revised PoP.

WARRANTY

All labor, replacement parts and components provided by the Contractor are guaranteed for a period of ninety (90) days from the service visit completion date.

GENERAL INFORMATION

Compliance with NIST Rules and Regulations

While on the NIST campus, the Contractor’s representative(s) shall abide by all NIST rules and regulations. The Contractor shall provide all information necessary for the TPOC to authorize entrance to the NIST campus in accordance with NIST Security Policy and Procedures.

Security

NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Contractor personnel must wear the identification badge issued by NIST Security while working at any NIST campus.
