Statement of Work (SOW) Boilers Maintenance and Tuning

Version 1.0

Vision Statement Servicing boilers in buildings 1, 2, and 3 and maintaining them to a high standard that meets applicable Federal and State laws and regulations.

1 Introduction Service the seven low pressure hot water boilers located at Center for Grain and Animal Health Research (CGAHR) laboratory, 1515 College Avenue, Manhattan, Kansas 66502. Identify any faults or worn-out parts. Tune them to the most efficient performance in accordance with all state and federal laws that apply to low pressure hot water boilers.

1.1 Mission

Inspect and identify any failed or worn parts, to deep clean and ensure the low pressure is in high standards and running as optimally as possible.

1.2 Background

The boilers in buildings 1, 2, and 3 supply heat for all the labs, offices, and maintenance shops in those buildings. In building 1, there are 3 ARECO boilers that were built in 2024; building 2 has 2 Lochinvar wall mounted boilers; and building 3 has 2 Lochinvar floor mount boilers.

1.3 Scope

Inspect and functionally test all safety devices to ensure proper operation in accordance with manufacturer specifications and applicable codes.

All safeties, including pressure and temperature limit controls, gas pressure regulators, and low water cutoffs, shall be opened, inspected, and tested for correct setpoints and operation.

Conduct operational testing of the gas train components, including main and pilot gas valves, vent valves, and associated interlocks.

Verify proper operation and response of flame detection systems, including flame rods or UV/IR scanners, ensuring they initiate lockout under unsafe conditions.

1.3.1 Electrical System Inspection and Maintenance

Inspect all electrical connections for tightness and integrity.

Tighten loose connections as necessary and clean any corrosion present on terminals or wiring.

Inspect contactors for wear or pitting; clean contacts to ensure proper conductivity and operation.

Verify that all electrical components function as intended under load and in normal operating conditions.

1.3.1.1 Safety Devices and Relief Valve Testing

The Contractor shall inspect and test all safety devices and pressure relief valves in accordance with the manufacturer's specified operational limits and applicable codes.

All boiler safeties, including but not limited to pressure/temperature limit controls, low water cutoffs, flame safeguard systems, and gas train safety valves, must be tested to confirm proper function and compliance.

Relief valves shall be tested for proper lift pressure and reseating behavior as per OEM and jurisdictional requirements.

All test results shall be documented, and any non-compliant or malfunctioning components shall be reported and addressed immediately.

1.3.1.1.1 Low Water Cutoff (LWCO) Equipment Testing and Documentation The Contractor shall test, measure, and diagnose the functionality of all low water cutoff (LWCO) equipment in accordance with the manufacturer's specifications and applicable codes (e.g., ASME CSD-1).

Any anomalies, failures, or degradation in LWCO performance shall be documented, and corrective actions shall be implemented to ensure reliable operation.

All test procedures, results, and modifications made to LWCO systems shall be thoroughly documented and submitted as part of the maintenance report.

Verification shall include both manual and automatic test methods (if applicable), and confirm the LWCO system properly initiates boiler shutdown under low water conditions.

The Contractor shall perform a comprehensive air flow operational test to verify that the boiler’s combustion air system is functioning at optimal performance levels.

Testing shall include inspection and verification of blower operation, damper positioning, air intake and exhaust pathways, and any associated controls or interlocks.

Measurements shall confirm proper air-to-fuel ratio and adequate air supply for safe and efficient combustion, in accordance with manufacturer specifications and applicable codes.

Any blockages, restrictions, or deficiencies shall be corrected, and test results shall be documented as part of the maintenance report.

The Contractor shall perform annual brushing and cleaning of boiler tubes as part of routine preventive maintenance.

Tube cleaning shall be conducted using appropriate mechanical or chemical methods in accordance with the manufacturer’s specifications to remove soot, scale, and other deposits.

The goal of tube cleaning is to restore optimal heat transfer efficiency and reduce excess fuel consumption or emissions caused by fouled tubes.

All cleaning activities shall be documented, including observations of tube condition, identified defects, and corrective actions taken.

Document the condition of tubes and repaired areas by taking clear, detailed photographs before and after cleaning.

Ensure the work area is cleaned and restored to safe, orderly condition following maintenance activities.

1.3.1.1.3.2 Waterside Tube Leak Inspection

The Contractor shall inspect the waterside of all boiler tubes for signs of water leaks, corrosion, or deterioration.

Inspection methods may include visual examination, ultrasonic testing, or other non-destructive testing techniques as appropriate.

Any detected leaks or compromised tube integrity shall be documented and reported promptly for corrective action.

The inspection shall ensure the boiler’s waterside integrity is maintained to prevent operational failures and maintain safety.

Verify the operation of high- and low-pressure cutouts, modulating pressure controls, and associated interlocks.

Inspect the pilot assembly, including the pilot burner, flame detection device (e.g., thermocouple or flame rod), and ignition components for wear, contamination, or misalignment.

Test the pilot safety shutoff device to confirm it properly detects flame failure and initiates lockout conditions.

Document all test results, calibrations, and any required adjustments or replacements.

The Contractor shall perform comprehensive burner maintenance in accordance with the manufacturer’s specifications and applicable codes and standards.

Maintenance shall include inspection and cleaning of burner nozzles, diffusers, igniters, electrodes, and flame sensors to ensure proper combustion and ignition.

Inspect burner linkage, actuators, and control components for wear, corrosion, and alignment issues.

Verify and adjust fuel-to-air ratios to optimize combustion efficiency and minimize emissions.

Test burner operation through all firing ranges and confirm proper ignition, flame stability, and safety shutdown response.

Document all inspection findings, adjustments, and corrective actions taken.

Verify and adjust gas supply pressure and manifold pressure in accordance with the boiler manufacturer's specifications and combustion tuning requirements.

Confirm the proper operation and setpoints of all gas train safety devices, including high- and low-gas pressure switches.

Perform leak testing and functional testing of each gas train component to ensure compliance with applicable safety standards (e.g., NFPA 85, ASME CSD-1).

All calibration adjustments and inspection findings shall be recorded and included in the boiler maintenance and tuning report.

Ensure the expansion chamber is free of obstructions and that all internal components are secure and intact.

All findings shall be supported with photographic evidence where applicable.

The final report shall be submitted within a specified timeframe after completion of work and must comply with contractual and regulatory requirements.

Documentation shall be clear, organized, and suitable for review by facility management and regulatory authorities.

1.3.3.1 Verification, Documentation, and Recommendations

The Contractor shall verify that all repairs and decontamination (deuteration) processes have been completed in accordance with manufacturer specifications and industry best practices.

Evaluate the boiler system for any potential issues that could affect dependability, reliability, or performance, and provide clear recommendations for resolution or mitigation.

1.3.3.3 Combustion Analysis Reporting

The Contractor shall perform a comprehensive combustion analysis on the boiler during operation, measuring parameters such as oxygen levels, carbon monoxide, carbon dioxide, flue gas temperature, and combustion efficiency.

Upon completion of the analysis, the Contractor shall generate and print a detailed combustion analysis report.

The report shall include all relevant test data, observations, and any recommended adjustments or corrective actions to optimize boiler performance and emissions.

This report shall be submitted as part of the overall boiler maintenance documentation.

2 General Requirements The service of our boilers is vital to our buildings’ function and our science research the service will keep the boilers functioning efficiently, increase dependability, and extend the life of the boilers.

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (CO) immediately

2.2 Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors.

The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.3 Contract Administration and Management

All contractors will report to the front office where they will be issued a contractor’s identification card once proper credentials have been validated.

2.3.1 Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at CGAHR and the contractor's corporate offices.

2.3.2 Contract Administration

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support the contract. The contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement

2.3.3 Personnel Administration

The contractor shall provide the following management and support as required. The contractor should provide for employees during designated Government non-workdays or other periods where Government offices are closed due to weather or security conditions. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the SOW requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks.

2.4 Subcontract Management

The contractor shall be responsible for any subcontractor’s management necessary to integrate work performed into this requirement and shall be responsible and accountable for subcontractor’s performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the CO or Contracting Officer Representative (COR). Cross teaming may or may not be permitted.

2.5 Travel / Temporary Duty (TDY)

Travel to other government facilities or other contractor facilities will not be required.

3 Government Furnished Materials The Government will make available the materials, office space, communications capability and information.

4 Deliverables The contractor shall provide deliverables as described in subsequent task orders.

Deliverables shall be specified by the government. Format and delivery schedule for deliverables shall be outlined in CDRLs and/or other means TBD.
