FIRE INVESTIGATION AND ARSON ENFORCEMENT DIVISION, FIRE

PROGRAMS AND TRAINING BRANCH

STATEMENT OF WORK

1.1 Introduction.

This Statement of Work (SOW) is for labor and materials, required to Tear Out, Build In the interiors and maintain exteriors of the National Fire Academy (NFA) “Burn Cell Complex” located at the National Emergency Training Center (NETC), 16825 South Seton Avenue, Emmitsburg, Maryland 21727. This SOW includes Other Direct Costs (ODC) for materials and fabrication associated with temporary demonstration structures and modifications to existing demonstration structures in support of training programs administered by the Fire Programs and Training Branch.

1.2 Background

1.2.1 Training Background

ATF is the primary Federal Law Enforcement agency with Fire and Explosive related jurisdiction that conducts Critical Incident, Post Fire and Post Blast, and Origin and Cause Investigative Training. ATF has partnered with the United States Fire Administration to deliver science-based technical fire investigations training to ATF Special Agents, State and Local Public Safety personnel as well as International students at the National Fire Academy. To facilitate the delivery of these classes, and reinforce classroom concepts, the students observe live fire demonstrations and conduct fire origin and cause investigations of actual fire scenes.

1.2.2 Fire Range Configuration

The Burn Cell Complex is located within the National Fire Academy’s Training Facility located in Emmitsburg, Maryland. The Burn Cell Complex includes two (2) Flashover Cells, eight (8) Burn Cells and one (1) Multi-Room Burn Building.

1.2.1 Objectives

The requirements of the contract are stated in the terms of objectives and standards desired for providing labor and materials required to remove fire damaged construction materials and contents from the aforementioned burn cell complex training cells. The training cells will be rehabbed with installation of new ½” gypsum board, doors, windows, protective flooring, carpet and electrical components. Further, the contractor will conduct general maintenance of the practical exercise cells as needed. This Statement of Work (SOW) defines the labor to be performed to meet the stated contract objectives. The contractor shall ensure that the Tear Out and Build In of the training cells is completed in a timely manner which adheres to the NFA/ATF training schedules. The contractor must perform the Tear Out and Build In of the eight (8) Burn Cells, two (2) Flashover Cells and one (1) Multi-Room Burn Building within a three (3) day period.

1.2.2 The contractor shall provide the labor, tools, materials and equipment necessary to facilitate the Tear Out and Build In of the Burn Cell Complex and ensure that the Tear Out and Build In meets the needs of the Fire Programs and Training Branch in order to maintain the standard of excellence expected of ATF fire investigations training. The government will not provide hand tools, ladders, power tools or any other equipment needed to complete the work.

1.3 Scope

The focus of this contract is the labor and materials required to “Tear Out and Build In” Burn/Flashover Cells as described in Paragraph 1.2.2 in such a fashion that it is acceptable for usage in the NFA/ATF’s delivery of fire investigations training.

Part 2. Definitions

2.1.1 Specific Contract Definitions

2.1.2 Burn Cell Complex: An approximate one and one-half acre area located on the southern end of the National Emergency Training Center grounds. The complex includes eight (8) Burn Cells, two (2) Flashover Cells, one (1) Multi-Room Burn Building, electrical laboratory, fire demonstration room, storage garage, shed and a warehouse. Students conduct fire origin and cause investigations of fires set within the burn cells and multi-room burn building as well as watch the fire development, growth, phase progression and decay of actual fires. 2.1.3 Flashover Cell: The Flashover Cells sit side by side and are constructed of concrete with 2” X 4” studding that is 24” on center. The Flashover Cells are four wall structures that measure approximately 10’X 13’X 8’ (inside dimensions). One of the Flashover Cells has a view pane so as to enable the students to view a fires growth and development. There is a 2’ concrete soffit which extends from the roof where the fourth wall would normally be.

The flashover cells include two (2) movable walls which can be installed in either of the cells. The wall measures approximately 10’ L x 6.75’ H and is constructed of wood 2” x 4” studs covered with ½” gypsum board. Reference photo.

2.1.4 Burn Cell: The Burn Cells are equally distributed between two (2) concrete structures.

Each of the concrete structures contains four (4) individual burn cells. Burn Cells numbered one (1) through four (4) are located in the southernmost structure which measures approximately 48’ x 24’ (exterior dimensions). Burn Cells numbered five (5) through eight

(8) are located in the northern most structure which measures approximately 64’ x 13’.

2.1.5 The Burn Cells are constructed of concrete with wood 2” X 4” studding 24” on center. The

Burn Cells measure approximately 14’ X 10’ X 8’ (interior dimensions) with one door measuring 36” X 80”. Six (6) of the Burn Cells have one window measuring 24”X 36” with the remaining two (2) Burn Cells having two windows of the same dimensions. Each Burn Cell has a main disconnect switch and breaker panel affixed to their exterior walls.

Electricity is supplied to receptacles and ceiling mounted light fixture that are on dedicated branch circuits. Reference photo.

2.1.6 Multi-Room Burn Building: The Multi-Room Burn Building is constructed of concrete with 2”x 4” studding. The Multi-Room Burn Building measures approximately 40’x 14’ (exterior dimensions) with a total of nine (9) exterior openings designed to accommodate various configurations and quantities of wood doors measuring 36”x 80” and windows measuring 24”x 36”. The Multi-Room Burn Building interior is designed to accommodate various floorplans which may be changed on an as needed basis. The Multi-Room Burn Building has an electric breaker panel affixed to the east exterior wall. Electricity is supplied to receptacles and ceiling mounted light fixtures that are on dedicated branch circuits

Part 3. Requirements

The contractor shall provide the tasks below:

3.1.1 The “TEAR OUT” phase. Remove all furniture, appliances, contents, gypsum board, windows, doors, floor coverings, light fixtures, electrical receptacles and switches from the individual flashover, burn cells and multi-room burn cell. Place all of the aforementioned debris into a contractor supplied dumpster for removal from the burn range complex.

Ensure that the work area is clean and free of nails and screws via magnetic and broom sweeping of the pad areas at the end of each workday.

3.1.2 The “BUILD IN” phase. Replace fire damaged wall studs, ceiling joist, window and door frames as needed. Hang, mud and tape gypsum board on wall and ceiling surfaces. Paint interior walls and ceiling. Install windows, doors, duplex receptacles, light switches, light fixtures, baseboard trim, protective layer of cement board on floor surface, carpet, electrical boxes and associated wiring. While in the “build in” phase, the contractor will ensure that the work area is kept clean and free of nails and screws via magnetic and broom sweeping the pad areas at the end of the workday. Place all scrap materials into contractor supplied dumpster for removal from the burn range complex. All materials are to be provided by the contractor and should be included in bid.

3.1.3 The contractor is expected to perform work on the below listed projects:

a) FLASHOVER CELLS

1) The contractor shall install ½” gypsum board on all interior wall/ceiling surfaces and the exterior facing side of the viewing port side soffit.

2) The contractor shall install the movable wall(s) in the designated flashover cell and install ½” sheetrock on its interior facing side.

3) When requested by ATF, the ceiling shall be installed to allow for two sprinkler heads to protrude from ceiling with any gaps sealed with drywall mud.

4) All gypsum board seams shall be covered with paper tape and two separate applications of mud making sure to allow sufficient drying time between applications.

5) The flashover floor surface shall be covered with cement board for protection of concrete slab.

6) 14 AWG wiring shall be installed in each burn cell.

7) Each flashover cell shall have three (3) receptacles installed. One (1) receptacle shall be installed on each wall and wired on the branch circuit dedicated to the flashover cell.

8) Receptacles and switches shall be secured in 4” square, 1.5” deep metal nail boxes with ½” raised single device mud ring.

9) Carpet measuring 10x13 feet shall be provided for instillation on burn days.

10) Wood wall studs and ceiling joists shall be replaced as needed to include the movable wall.

11) The cement board floor covering shall be replaced as needed.

12) The work area shall be kept clean and free of debris (nails and screws) as emergency vehicles transit the area of the FLASHOVER CELLS.

13) The contractor shall install and remove the aforementioned materials.

b) BURN CELLS

1) All walls and the ceiling shall be covered with ½” gypsum board.

2) Openings in the gypsum board shall be allowed for one (1) ceiling mounted light fixture, one (1) wall mounted switch and four (4) duplex electrical receptacles on each of the four walls.

3) All seams and joints shall be covered with paper tape and two separate applications of mud allowing for the first application to completely dry before the application of the second layer of mud.

4) 14 AWG wiring shall be installed in each burn cell.

5) Four (4) duplex receptacles, one light switch and one ceiling mounted light fixture with bulb shall be installed in each burn cell.

6) Receptacles and switches shall be secured in 4” square, 1.5” deep metal nail boxes with ½” raised single device mud ring.

7) Cement board shall be installed over the sub floors for protection of concrete slab.

8) Hollow core doors and associated hardware (knobs and hinges) to include knobs and hinges shall be installed in each burn cell.

9) Windows shall be installed in each burn cell. A minimum of one (1) and maximum of two (2) windows shall be installed dependent upon the burn cell design.

10) Windows shall have exterior framing supports to prevent early failure during fire conditions.

11) The walls and ceiling shall be painted.

12) Carpet and baseboard trim shall be installed in each burn cell.

13) Wood wall studs, ceiling joists, cement board and wiring shall be replaced as needed.

14) Exterior surfaces shall be power washed and painted as needed.

15) The work area shall be kept clean and free of debris (nails and screws) as emergency vehicles transit the area of the BURN CELLS.

16) The contractor shall install and remove the aforementioned materials.

c) MULTI-ROOM BURN BUILDING

1) The contractor shall reconfigure interior walls and openings on an as needed basis.

2) All walls and the ceiling shall be covered with ½” gypsum board.

3) All seams and joints shall be covered with paper tape and two separate applications of mud allowing for the first application to completely dry before the application of the second layer of mud.

4) 14 AWG wiring shall be installed in each burn cell.

5) Duplex receptacles, single pole light switches, three way light switches and ceiling mounted light fixtures with bulbs shall be installed in the multi-room burn building which will accommodate various interior configurations.

6) Receptacles and switches shall be secured in 4” square 1.5” deep metal nail boxes with ½” raised single device mud ring.

7) Cement board shall be installed over the sub floors for protection of concrete slab.

8) Interior hollow core doors and associated hardware (knobs and hinges) shall be installed. A minimum of two (2) and maximum of three (3) doors shall be installed dependent upon the interior floorplan configuration.

9) Metal exterior doors with associated hardware (knobs and hinges) shall be installed at the exterior. A minimum of two (2) and maximum of three (3) doors shall be installed dependent upon the interior configuration.

10) Windows shall be installed. A minimum of three (3) and maximum of five (5) windows shall be installed dependent upon interior floorplan configuration.

11) Carpet and baseboard trim shall be installed.

12) Wood wall studs, ceiling joists, cement board and wiring shall be replaced as needed.

13) Exterior surfaces shall be power washed and painted as needed.

14) The work area shall be kept clean and free of debris (nails and screws) as emergency vehicles transit the area of the MULTI-ROOM CELL.

15) The contractor shall install and remove the aforementioned materials.

d) NFA Operational/Other Direct Cost (ODC) Support

1) Purchase and replenish supplies, materials and labor, as necessary to fulfill the needs of the services being requested to support ATF training objectives.

Assembly of temporary structures may include temporary flashover/burn cells, wall configurations, flooring and roof assemblies, electrical components, windows, doors designed for limited or one-time use as needed in the delivery of Fire Programs and Training Branch’s course offerings and/or demonstrations.

Modifications of existing structures may include installation of additional windows, doors, and electrical system components. All purchases need prior approval of the COR or his/her government designee prior to purchase.

2) The contractor shall have a purchase system/mechanism in place to meet ATF’s unique, time-sensitive requirements.

3) The contractor cannot exceed the amount for ODC obligated on the contract and shall meet the requirements defined in the ODC section of this SOW.

4) Space is available at the NFA to accommodate the storage of construction, building supplies and materials on a limited project basis with approval of the

COR.

3.3 General Requirements

3.3.1 Maintain a hazard free area surrounding the Burn Cell Complex.

3.3.2 Place all debris to include furniture, appliances, contents and scrap materials in dumpster(s) for transport from the worksite.

3.3.3 No storage of contractor supplies and/or equipment is authorized at the NFA burn range complex unless approved by the COR.

3.3.4 Turn off all utilities after completion of work. Insure all equipment and building material are properly secured.

3.3.5 Insure that burn range complex is secured at the end of the workday.

3.3.6 Provide all labor, supplies, equipment, and materials required to tear out/build in designated number of burn and flashover cells as needed for each class.

3.3.7 A check of the energized installed electrical circuits shall be conducted to ensure correct operation.

3.3.8 An ATF or NFA representative will conduct a walk-thru with the contractor or representative to ensure completion of the SOW immediately after completion of the Build Out. Any discrepancies shall be corrected prior to leaving the site.

3.4 Special Requirements

3.4.1 All contract personnel shall be subjected to a United States Fire Administration (USFA) background suitability determination prior to conducting work on NETC property.

3.4.3 All contract personnel shall display NETC individual security badges and vehicle passes at all times when on NETC property.

3.4.4 Contractor shall be present when the COR is conducting required inspections of the work completed in order to approve the task as complete and satisfactory or make on the spot corrections.

3.4.5 The contractor shall be on call at all times and have the ability to respond within a 24 hour period to correct defects in work or necessary repairs brought about by weather from the time of project completion to time of burn and flashover cell scheduled use.

3.5 Other Requirements

3.5.1 The contractor shall provide staff trained in Environmental Protection Agency (EPA) and

Occupational Safety and Health Administration (OSHA) safety regulations. The contractor must supply his/her personnel with respiratory equipment so as to limit their exposure to dust hazards. Employees without the proper equipment will not be allowed on the burn cell complex. Applicable state and local health and safety codes also apply.

3.5.2 The contractor shall maintain training and safety records of compliance with OSHA and submit documentation to the appropriate authority of compliance, when requested, for any staff used at the NETC burn range complex. The contractor site supervisor shall be OSHA 30 certified.

3.5.3 The contractor shall comply with any and all security protocols and rules set forth by the National Emergency Training Center.

3.5.4 The performance of this Agreement is subject to any circumstance making it legal or impossible to perform, including acts of nature and civil disaster (only those events that directly affect the location of performance, not to include fluctuations in price based on events in other locations), war, government regulations and strikes.

3.5.5 The contractor shall comply with any and all security protocols and rules set forth by the National Emergency Training Center.

4.1 Background Investigation

Contractors must undergo and receive a favorably adjudicated, Federal background investigation (BI) as determined by the position’s sensitivity designation. The BI is to determine the contractor’s suitability to access ATF information, information technology (IT) systems and/or unescorted access to facilities.

This investigation will be conducted by or under the auspices of the ATF, Personnel Security Division (PSD) and be performed under such standards PSD may establish. If a contractor has a current BI with another agency, PSD will follow reciprocity procedures for security; however, a review to determine the contractor’s compliance with all ATF agency specific requirements will be conducted prior to authorizing access to ATF information, IT systems, and/or unescorted access to facilities.

Failure to adhere to ATF’s conduct and integrity guidelines and/or follow DOJ’s and/or ATF’s agency-specific qualifications may result in immediate disqualification of the contractor. Additionally, failure to complete the required personnel security forms and have a BI favorably adjudicated will result in disqualification. ATF must determine a favorable adjudication of the BI prior to the contractor gaining access to ATF information, IT systems and/or unescorted access to ATF’s facilities.

The Contractor may be authorized access to ATF information, IT systems and/or unescorted access to facilities with an approved temporary eligibility (TE) while awaiting the completion of the full BI. The ATF Contracting Officer’s Representatives may request a TE only after advising and gaining the concurrence of the contractor. Should, at any time, suitability or security issues are developed that cannot be resolved or mitigated, the contractor will no longer be granted continued access to ATF information, IT systems, and/or unescorted access to any ATF facility and will be removed from the contract/task order.
