About this file
This Statement of Work (SOW) details NASA Goddard Space Flight Center's requirement for a VxWorks software license renewal for the Flight Software Branch. The document specifies the purchase of two VxWorks core platform licenses with floating subscriptions, covering an annual renewal that provides software updates, technical assistance, and continued license use. The licenses are critical for multiple NASA projects, including the LCRD project's Optical Modem and Controller Electronics, APL's Solarprobe, and a memory-protected cFE/CFS IRAD development, all of which depend specifically on the VxWorks operating system.
The SOW outlines a one-year performance period with electronic delivery of the license file to NASA/GSFC. The contractor's primary duty is to submit a license file, with the underlying purpose of supporting Code 582 missions and projects. The document emphasizes the high stakes of maintaining these licenses, noting that switching operating systems would require complete redesign and reimplementation of flight software, potentially canceling ongoing projects and representing years of lost development work. Without these VxWorks licenses, the Flight Software Branch would be unable to continue critical mission-related software development.

STATEMENT OF WORK
1. Objective/Requirements
• To purchase software licenses called VXWORKS o Vxworks core platform subscription, floating Vxworks core platform time based, floating
Background
• The service requested is a VxWorks annual license renewal for the two
VxWorks licenses we currently have. The service supplies software updates, technical assistance, as well as continued use for our current licenses.
VxWorks is the operating system on which the flight software GSFC Flight
Software Branch writes and operates and it is integral for Branch projects. The cost of switching operating systems for these projects would be enormous. For instance, two parts of the LCRD project (the Optical Modem and the
Controller Electronics) depend on VxWorks, as it was specified by MIT (the originator of the hardware/software. If operating systems were switched, the entirety of the flight software would have to be redesigned, implemented, and tested, throwing out years of work of the entire flight software team. Other missions that the Flight Software Branch supports and uses VxWorks for are
APL’s Solarprobe, and a memory-protected cFE/CFS IRAD. Since the APL’s missions that we support cannot have their operating systems switched, not having VxWorks licenses would cease our work completely on those projects.
Also, the IRAD development is VxWorks specific. Without these licenses, the
IRAD work would not continue. VxWorks is the most used operating system for missions in the Flight Software Branch.
• Purpose of the project: to support Code 582 missions and projects. VxWorks provides the ability to effectively support multitude of projects/missions within the Flight Software Branch (Code 582) portfolio.
2. Characteristics, Scope, and Specs
The contractor shall perform the following duties:
• Submit a license file
• Delays in development of time-critical projects could extend their schedules beyond their current fiscal year funding dates, and hence reduce designers’ abilities to produce the expected product, or cancel the projects if unable to use VXWORKS for a real time operating system.
3. Place of Performance
• NASA/GSFC (electronic delivery of new license file)
4. Period of Performance
• 1 year period of performance (12 months)
