STATEMENT OF WORK:
LAMR Comfort Station cyclic upgrades

LAMR Comfort Station cyclic upgrades SOW LAMR
Introduction:
Lake Meredith National Recreational Area (LAMR) and Alibates Flint Quarries National Monument (ALFL) are located in the Panhandle of northern Texas. The two units share boundaries outside the town of Fritch, Texas.
Alibates Flint Quarries National Monument was listed in the National Register of Historic Places in 1966 and encompasses 1,731 acres. This site shows evidence of human habitation for nearly 13,000 years and has 700 flint quarries that were used to provide raw materials for the manufacture of tools and weapons. This site receives approximately 4000 visitors annually.
Lake Meredith National Recreation Area surrounds a man-made reservoir creating the largest area of public lands in the northern Texas Panhandle roughly 45,000 acres. The reservoir was created with Canadian River in 1965 by eleven Texas panhandle cities to provide water for sustainability of urban life.
The recreation area offers numerous trails, camping opportunities, fishing, boat ramps, and RV sites for visitors to access this rare opportunity in the region.
Objective:
This work shall consist of cyclic upgrades to the Fritch Fortress and Sanford Yake exterior and interior envelopes, water heaters, skylights, and seams for two (2) CXT Navajo quad flush/shower comfort stations located at Lake Meredith National Recreation Area (LAMR). These are pre-cast buildings (see link below in Scope) located in two (2) campgrounds overlooking Lake Meredith. Contractor shall be responsible for painting and sealing exterior and interior concrete and metal surfaces excluding signage, service corridor, and fixtures associated with restroom and shower (sinks, toilets, shower controls, grab bars, etc.). The location Sanford Yake is 35°42'23.23"N 101°33'42.16"W and Fritch Fortress is 35°40'50.48"N 101°35'53.67"W.
SCOPE:
1. Contractor shall provide all material, equipment, parts and labor required to perform all of the work of this contract.
2. CXT-NavajoDrawings
3. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.
4. Contractor shall identify materials to be replaced, and verify with COR within quantities stated in
SOW.
5. Water and electrical on site
6. Contractor shall verify the exterior square footage and quantity of materials needed to complete the task identified in this statement of work (SOW).
7. Contractor shall provide a work site and environment that is safe for employees, for visitors to the
Park, and NPS staff. The work area shall be cordoned off (if necessary) and secure.

8. Contractor shall leave the worksite clean and free of construction debris.
9. Parking and dumpster sites shall be designated by Park COR.
10. All work shall be performed Monday through Friday from 8:00 am until 4:00 pm. No work shall be performed on weekends or federal holidays without prior approval.
11. Contractor and employee parking and equipment storage areas will be designated by the Park. No company signs shall be installed on government property. Smoking and eating shall be performed in areas designated by the Park. Employees shall wear appropriate clothing at all times.
12. Contractors shall notify NPS staff of scheduled site visits to ensure access to secure areas.
13. Contractor shall protect all physical resources, including the grass, trees\shrubs, walkways and utilities. Upon completion of work, contractor shall remove all debris, nails, fasteners, and excess material.
Tasks: This contract shall include, but is not limited to the following tasks:
Sanford Yake Comfort Station:
1. Contractor shall remove and install two (2) 80 gallon water heaters and set to existing heat rating. 240 volt Model PCE822ORTA or equivalent.
2. Contractor shall replace four (4) TAM skylights or equivalent on comfort station one (1) for each stall. Approximate dimensions: 26 ½” x 26 ½”
3. Clean and paint exterior envelope of 26’ x 20’ building including roof with colors specified in “Specific Requirements”. Contractor shall match existing color in product listed in Specific Requirements.
4. Clean and paint interior envelope of four (4) flush/shower stall with an approximate dimension of 7’4” x 12’6”. Contractor shall match existing color in product listed in Specific Requirements.
5. Recaulking and regrouting paintable seems exterior and interior including but not limited to:
• Doors, windows, exterior penetrations
• Joints on floors and walls
• All fixtures affixed to walls
Fritch Fortress Comfort Station:
1. Contractor shall remove and install two (2) 80 gallon water heaters and set to existing heat rating. 240 volt Model PCE822ORTA or equivalent.
2. Contractor shall replace four (4) TAM skylights or equivalent on comfort station one (1) for each stall. Approximate dimensions: 26 ½” x 26 ½”
3. Clean and paint exterior envelope of 26’ x 20’ building including roof with colors specified in “Specific Requirements”. Contractor shall match existing color in product listed in Specific Requirements.
4. Clean and paint interior envelope of four (4) flush/shower stall with an approximate dimension of 7’4” x 12’6”. Contractor shall match existing color in product listed in Specific Requirements.
5. Interior floors are sanded in two shower stalls of this site.
6. Repair damaged concrete transition lip at floor with sealer and caulk. Approximately four
(4) feet.
7. Recaulking and regrouting paintable seems exterior and interior including but not limited to:
• Doors, windows, exterior penetrations
• Joints on floors and walls
• All fixtures affixed to walls
Specific Requirements:
● Contractor shall provide access to at least one (1) flush/shower stall at any given time during the duration of work at each site while under construction.
● Interior walls and ceilings shall be a modified acrylic, water repellent penetrating stain. The color will be white followed by a clear acrylic anti-graffiti sealer.
● Metal Exterior Surfaces: Paint: Sherwin Williams SW7545 Pier Exterior Acrylic Latex or approved equal. Exterior surfaces include but are not limited too: doors, thresholds, window frames, vent panels, and sky light frames (interior and exterior)
● Exterior Surfaces:
i. Elastomeric for exterior walls: Sherwin Williams SW7731San Antonio
Sage Deep Base non-reflective tintable Conflex 2 coat system or approved equal.
ii. Elastomeric for exterior roof: Sherwin Williams SW7019 Gauntlet Grey Deep Base non-reflective tintable Conflex 2 coat system or approved equal.
● Interior Surfaces:
i. Elastomeric for interior walls and ceiling: Sherwin Williams SW7008
Alabaster Deep Base non-reflective tintable Conflex 2 coat system or approved equal.
ii. Elastomeric for interior floor: Sherwin Williams SW7068 Grizzle Grey Deep Base non-reflective tintable Conflex 2 coat system or approved equal.
iii. Finished elastomeric product for interior surfaces shall receive a clear Elastomeric Waterproofing Sealer as a finish coat.
Surface Preparation:
● Each surface shall be cleaned and prepared as specified. The painting contractor is responsible for the final appearance and finish. Should any surface be found unsuitable for painting, it is the contractor's responsibility to notify the COR of those conditions that if not corrected could affect the coating system. No materials shall be applied to any area or surface that is thought to be unsuitable until these have been satisfactorily addresses. Commencement of work in a specific area shall be construed as acceptance of the surfaces as fit for and proper to receive finish.
● Remove dirt/debris per the following;
o Tools: stiff brush.
o Pressure Washer
● If residue is left on the substrate problems may occur with the finish coat of paint.
● Allow substrate to dry completely before painting.
● Wear protective glasses or goggles, waterproof gloves and protective clothing. Quickly wash off any of the mixture that comes in contact with your skin. Do not add detergent or ammonia to the bleach/water solution.
Application:
● All paint shall be applied by hand brushing or hand rolling.
● Keep surfaces dust, dirt and debris free before and during painting.
● Execute work in accordance with label directions. Coating application shall be made in conformance to this specification and to the manufacturer’s paint instruction on the labels and product data sheets.
● All sprinkler systems, trees/shrubbery, walkways, and adjacent grounds shall be fully protected against damage during each stage of the painting project.
● All exterior substrates designated not to receive paint coatings shall be kept free of paint residue, i.e. window glass, walkways, door and shutter hardware etc.
● Contractor shall protect his/her work at all times and shall protect all adjacent work and materials be suitable covering or other method during progress of the work. Upon completion of work, he/she shall remove all paint and varnish spots from floors, glass and other surfaces. He shall remove from premises all rubbish and accumulated materials of whatever nature not caused by others and shall leave his part of work clean, orderly, and acceptable condition.
● If specified by Park, contractor shall remove and protect hardware, accessories, device plates, lighting fixtures, factory finished work and similar items or provide ample in-place protection.
Upon completion of each area, carefully replace all removed items.
● Cover all electrical panel boxes, covers and doors before painting walls. Omit if covers have been previously painted.
● Materials shall be applied under adequate illumination, evenly spread and flowed on smoothly to avoid runs, sags holidays, brush marks, air bubbles and excessive roller stipple.
● Paint coats shall be dry to manufacturer's instructions before applying succeeding coats. Prior to each coat of paint being applied, the contractor shall notify the COR and obtain approval to apply the next coat of paint.
Submittals:
● Contractor will submit cut sheets to the COR for material approval prior to use for the following items:
o Elastomeric Paint (Color, SDS, etc.)
o Sealer (Color, SDS, etc.)
o Water heaters (model, size, amps, etc.)
Period of Performance:
120 Days after Notice to Proceed
SAFETY:
All work performed on government property shall be accomplished in accordance with OSHA, EPA, Federal, State and local regulations and requirements. Prior to starting work on government property, the contractor shall submit to Lake Mead National Recreation Area (LAMR) for approval a copy of their company safety plan pertaining to this particular contract. Although not all inclusive, the safety plan must address at a minimum the following areas:
1) Confined space operations (if required)
2) Heavy equipment operations (if required)
3) Public/visitor safety (barriers/signage, etc…)
4) Traffic safety plan (if required)
5) Trenching/sloping of soil
6) Personal protective equipment to be used
7) Hazardous materials (HAZMAT) to be used
a. Copies of Safety Data Sheets must be provided to VICK
b. Storage of HAZMAT
8) Emergency response protocols
9) Personnel training requirements
10) OSHA DART rate
a. OSHA 300A Summary for last three years
Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the LAMR Collateral Duty Safety Coordinator. The contractor shall be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.
SECURITY & WORK HOURS:
Contractor shall only perform this work during normal operating hours (8:00am – 4:00pm) Monday through Friday, unless approval is given by Park.
