3. Background.

The Defense Information Systems Agency (DISA)’s Office of Strategic Communication and Public Affairs requires an integrated media monitoring and social listening tool as well as for daily executive media briefings. DISA Public Affairs’ is responsible for gathering information from worldwide media, analyzing this information, and using this analysis to inform operations or develop targeted messaging to apprise DISA’s stakeholders and customers. Curated media clips and an integrated media monitoring and social listening tool will ensure visibility of media and audiences related to DISA’s mission and its execution. The availability of this information will help DISA monitor media so public affairs professionals can shape and develop appropriate messaging to support DISA’s and the Department of Defense’s (DoD’s) mission.

Relevant and timely information collected through national and international news media, may be used either to provide context about, or to make decisions on, issues that impact DISA operations. The research and analysis are derived primarily from publicly available sources, such as print/online news outlets, television, radio, blogs, tweets, other public-facing social media sources, and public opinion/public research organizations. Other sources (e.g., the Open-Source Center) may be used.

4. Objectives.

Through the receipt of daily curated clips and the use of the integrated media monitoring and social listening tool, DISA’s Office of Strategic Communications and Public Affairs will be able to:

• Achieve a greater awareness of developing trends in the media coverage of DISA and related industry topics of interest.

• Analyze how the coverage reflects or fails to reflect DoD and DISA stated policies or views (as expressed by its spokespeople and other DISA representatives).

• Research, analyze, and report specific news articles or broadcast segments, including copies thereof, with transcripts.

• Report and analyze articles with mentions of DISA, and DISA-specific key words, on social media, and evaluate the tone (positive, negative, neutral).

• Track, assess and monitor media coverage and other issues/topics of strategic importance to DISA and the DoD to inform high-level decision-making.

• Understand DISA’s audiences better on each official social media platform to improve the ways DISA Public Affairs can develop targeted messaging for each of its specific audiences.

Administration, Congress, Cybersecurity and Infrastructure Security Agency (CISA) and/or other federal cybersecurity policy news

• Cybersecurity: General cybersecurity news, or non-policy federal cybersecurity news

Contracting or trends private sector is seeing in cybersecurity

• Acquisitions: Acquisition news and policy, especially relating to cloud and cyber

Content for these briefs will consist of clear and concise media analyses and synopses, materialized from a variety of public news media sources to include online, print, broadcast, social, trade journals and other media outlets without concern for copy write issues. The contractor shall provide in-depth knowledge of media research and analysis methods, and their ability to rapidly collect, collate, and effectively provide relevant, timely, and coherent research and analysis results in the content of the briefs.

(2) obtain an integrated media monitoring, social listening, and content research communications suite with a reporter database and a proprietary (not a third party) newswire for press release distribution.

DISA requires an online media monitoring system/dashboard tool (software as a service hosted at the contractor’s site). The integrated suite will provide DISA public affairs personnel to access, search, collect, and report DISA-relevant media news (traditional, broadcast and social) in a manner that avoids copyright infringement. The contractor shall provide access to media databases/paywall content, manage a media contacts database and provide tools, analytics and resources to enable DISA Public Affairs to measure the effectiveness of its public affairs efforts.

This media monitoring suite must provide 24/7 access to a password protected system that allows for unlimited ad hoc and/or regular searching of news articles based on a variety of customizable filter criteria to include, but not limited to, “keyword,” “title,” “outlet” and “reporter.”

The newswire shall provide exceptional search engine visibility that can generate high-volume of online search traffic and thus, produce more coverage by reporters and reach to audiences.

The service must fully and seamlessly integrate with other company-owned communications components. At no point should the government have to go outside of the integrated communications suite ecosystem to a third-party company or product to disseminate a press release via the newswire.

Additionally, the integrated communications suite must also have a social listening component to monitor social media and online conversations, in real-time, from a variety of sources with access to current and historical posts and data. The tool must provide access to real-time data from online conversations on social media and have the ability to report on performance metrics and analytics of audience micro segmentation.

Customer support and Training: The contractor shall provide general customer service, counseling support, and training for the system during business hours, at least five days a week, excluding federal holidays, for any technical issues. In addition, the contractor shall be available to provide training to inform DISA users on how to use the integrated tool and how to set up queries/alerts/notifications.

SURGE:

The Government may require surge support during the base or any option period, and surge modifications will be within the scope of the contract and provide increased support for the defined task areas of this SOW. Surge support over the life of the contract will not exceed 10% of the contractor’s total proposed cost/price for the base and all option periods, excluding any six-month extension of services pursuant to FAR 52.217-8.

6. Specific Tasks.

The contractor shall provide daily executive level briefings researched, complied and curated by the contractor’s in-house team. The contractor shall provide one integrated tool that acts as a news monitoring service (both traditional and social media) and a social listening tool that monitors and analyzes online conversations about DISA or of-interest topics. This integrated system is required to provide unlimited email distribution of customized news coverage keyword searches and provide updated media contact information. This data shall be measurable through included analytics that highlights the reach and readership of the stories. This system shall be designed for the public affairs or public relations professionals, provide a single comprehensive platform for media relations, news and social media monitoring, and advanced analytics. The system shall generate ad-hoc media coverage reports to emphasize all stories/articles that reference DISA, and other key words selected by the DISA public affairs office when conducting searches. The integrated tool shall allow access for at least 12 concurrent users. The contractor shall provide a web-based interface that is maintained within their facilities and ensure that the requirements outlined in this SOW are made available within two weeks after receipt of award.

If changes are necessary, the contractor shall work with the government to add or delete content to that day’s briefing to DISA Public Affairs’ satisfaction prior to the final briefing being sent. Further, the contractor shall provide these clips in a mobile format for both computers and mobile devices that does not reduce the quality or readability of the deliverable.
