About this file

This document is a Statement of Work (SOW) for a UPS Battery Replacement project at Rock Island Arsenal (RIA). The requirement involves replacing 320 individual UPS batteries for an Eaton Power Xpert 9395 UPS system in Building 350's datacenter, with the current battery model being UPS12-350MR. The contractor must provide replacement batteries equivalent or superior in voltage and amperage, ensuring compatibility with the existing Eaton 9395 Integrated Battery Cabinet.

Key contract requirements include technicians trained or certified by Eaton Corporation, no infrastructure modifications, complete battery replacement and disposal, on-site shipping and installation, and comprehensive testing of new batteries. The project aims to maintain critical communication infrastructure during potential power outages, with NEC personnel overseeing the contract. The project timeline is contingent on funding and award date, with the contractor responsible for uninstalling old batteries, mounting new ones, and replacing any batteries found defective during testing at no additional government expense.

Government Requirements Document Maintenance - Bldg. 350 UPS Battery Refresh

Requirement: Rock Island Arsenal (RIA) requires a building battery backup system to cover power outages on critical systems in the RIA datacenter. The UPS will keep critical communication infrastructure running prior to the building generator picking up the power load in the event of a power outage. Batteries are currently at the end of their life. Having reliable and less than 5-year-old batteries is crucial to a properly functioning system.

This requirement is for 320 UPS replacement batteries for an Eaton Power Xpert 9395 UPS. Current battery model is UPS12-350MR. Replacement batteries will be equal to or better than current model of battery in voltage and amperage. Batteries will also be able to fit into an Eaton 9395 Integrated Battery Cabinet. All batteries will be replaced and disposed of.

Justification: Rock Island Arsenal (RIA) requires a building battery backup system to cover power outages on critical information systems in the RIA datacenter. The UPS will keep critical communication infrastructure running prior to the building generator picking up the power load in the event of a power outage. Tech refresh of the batteries is crucial to maintaining the systems, so that datacenter continues to function if such an event would occur.

Impact: Failure to replace the batteries in the uninterruptible power system in Building 350 will cause the system to not function as required and the NEC-RIA would fail in its obligation to maintain high availability to baseline and mission systems.

Management: NEC personnel will oversee the awarded contract to ensure battery replacement has been completed satisfactorily.

Training: No Additional Training will be required.

System Compatibility and Interoperability: Need to ensure that new batteries are compatible with the 9395 UPS system.

Project Timeline: Timeline will depend on funding and the award date.

Contract must meet or exceed the following requirements:

1. Technicians must be trained on or certified by Eaton Corporation.

2. 320 individual batteries.

3. No infrastructure modification, electrical cable changes, mounts, racks, trellis, power sensors, environmental monitors, additional accoutrements, or actions to put additional construction to use the batteries is expected.

4. Replacement batteries will be equivalent to the current model of battery in voltage and amperage. Batteries will also be able to fit into an Eaton 9395 Integrated Battery Cabinet. All batteries will be replaced. Currently utilizing Eaton Power Xpert 9395 UPS with battery model

UPS12-350MR.

5. Contractor will be responsible for shipping and receiving batteries on site or bring along with them on day of install.

6. Contractor will uninstall the old batteries.

7. Contractor will mount and fit the new batteries.

8. Contractor will take away and dispose of the removed batteries.

9. Contractor will test amperage and voltage of all new batteries installed in battery cabinets and provide positive test results to Network Enterprise Center. Any batteries that are found to be in failure after testing will be replaced by the contractor at no additional expense to the government.
