STATEMENT OF WORK

INTRODUCTION/BACKGROUND

The objective of this project is to obtain high‐speed commercial internet at the Wisconsin Air National Guard Base, Truax Field. The primary necessity is to provide the Operations Building with high‐speed commercial internet access to update Electronic Flight Bags (EFB) that are necessary for safety of flight.

Secondary applications are for Aerospace Control Authority (ACA) Morale, Welfare, and Recreation (MWR) program and Public Affairs (PA).

SCOPE OF WORK

The project is to supply the Communications Building with a dedicated commercial internet line to the Communications Building that provides full‐duplex 1Gbps fiber with static IPs available. If applicable, contractors will supply the equipment, such as a router, necessary to interface our local network to the internet service provider (ISP).

PERIOD OF PERFORMANCE

The requested completion date of this project is September 30, 2020; this timeline is based on contractor availability.

PLACE OF PERFORMANCE

115th Fighter Wing 3110 Mitchell St Madison, WI 53704

WORK REQUIREMENTS

The required tasks that need to be completed by the contractor in order are as follows:

1. Establish connection via fiber optic to ISP infrastructure

2. Enable full‐duplex 1Gbps commercial Internet service

3. Work with Communications personnel to verify desired performance is met

4. Restore disturbed infrastructure and landscaping, if applicable

5. Provide deliverables outlined in Acceptance Criteria

Note: Refer to Figure 1 for locations of the Communications Building, existing conduit, and existing AT&T fiber on Truax Field. The dashed lines are what is known as “direct bury”, where AT&T‐owned fiber is buried. Once it hits the continuous lines, it is all existing conduit that the fiber can take to reach Bldg.

505 without specialized tools. The cross‐shapes are manhole access. Conduit may be re‐used for this project. The AT&T‐owned fiber consists of 24 strands of single mode fiber, 18 strands are open. Some on‐base users are utilizing resellers of AT&T fiber, so these open strands may be utilized if the contractor coordinates with AT&T. The existing AT&T fiber follows in‐ground conduit and terminates at the demarc of the Communications Building [43.130685, ‐89.335171].

SCHEDULE/MILESTONES

Based on the scope of the project, the sole milestone for the contracted civilian company is completing the physical connection to the Communications Building and enabling the requested internet service.

The requested completion date is September 30, 2020 or as soon as possible.

ACCEPTANCE CRITERIA

Acceptance for the project is specific to two areas:

1. Functionality. Once the fiber optic line has been run to the communications building, Communications personnel will verify that the incoming signal meets the following specifications:

‐ Full‐duplex 1Gbps of dedicated Internet service over fiber ‐ Static IP addressing available

2. Deliverables. Provide the following documentation and notifications:

‐ Service level agreement (SLA) for data connectivity and network reliability (on a 24x7x365 basis)

‐ Network outage notifications (planned and unplanned) ‐ Escalation procedures and points of contact information for problem resolution for data connectivity, reliability, security, and billing issues
