STATEMENT OF WORK:
Window Repair - West Beach Bathhouse
NATIONAL PARK SERVICE
INTERIOR REGIONS 3, 4, 5
OHIO MAJOR ACQUISITION BUYING OFFICE
PART 1 – GENERAL
ITEM 1 - DESCRIPTION OF WORK
1.1 Background:
On May 14, 2020, an acrylic window panel fell out on the north side wall of the women’s shower at the West Beach Bathhouse at Indiana Dunes National Park. The reason the panel fell out is unknown. This facility is one of the most visited areas in the entire park. The repair of this window is crucial to the safety of this facility and to the visitors. Another two panels from the same section are disconnected and need to be secured. This area has been closed to the public at this time.
1.2 Work Covered by the Contract Documents:
A. Project Location: The work is located at the Building No. 301 Bathhouse at West Beach. The address is 200 North County Line Road, Porter, IN. The exact location will be shown by the Contracting Officer’s Representative (COR).
B. The work will consist of furnishing all labor, equipment, and materials necessary to repair the existing window. Salvage and reinstall or provide new aluminum mullions to match existing missing parts and panel windows on the West Beach Bathhouse Facility to return to new condition. Project will include window, wall inspection, and repair and replacement of all the necessary components to repair the acrylic glazing window salvaged by owner. The portion of the window that fell out is approximately 39 ¾” x 45” (all dimensions need to be field verified by the contractor). The whole section has a total of three panels supported by two mullions. One of the mullions is attached to a concrete wall and the second mullion is connected to another window panel with a similar configuration. Final installation will provide a water-tight, secure window enclosure to match existing conditions.
C. All work will be performed under a single contract.
D. Period of performance: Work shall be completed within 45 calendar days of contract award.
ITEM 2 - EXISTING UTILITIES
Even when water and power are available in the building, the contractor shall bring their own power generator.
ITEM 3 - CONTRACTOR’S USE OF PREMISES
3.1 Conduct of Operations: At all times the contractor shall conduct their operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.
A. No signs or advertisements (except those specified herein) shall be displayed on the site or within the park unless approved by the Contracting Officer.
B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.
C. Pubic Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.
3.2 On-site work hours: Work shall be generally performed during normal business working hours of
7:30 a.m. to 4:00 p.m., Monday through Friday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.
3.3 Contractor Use of Site:
A. General: Contractor shall have limited use of the site for operations. Use of premises will be limited to the women’s shower room only. Contractor will provide barricades and signs to indicate that the women’s showers are out of service.
B. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.
3.4 Storage - Staging Areas:
A. Confine storage of materials and equipment to the project area.
3.5 Hauling Restrictions: Match state and county road requirements for all park work/access.
3.6 Housekeeping:
A. Keep project area neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.
B. Dispose of waste materials legally using park dumpsters on site.
3.7 Occupancy Requirements for Buildings:
A. Existing Buildings:
1. Full Government Occupancy: Government will occupy buildings being worked on during the entire contract period. Cooperate with Government during operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.
a. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without permission from the COR.
b. Maintain existing building in a weather tight condition throughout operations.
Repair any damage caused by operations. Protect building and its occupants during operations.
ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION
4.1 The Contractor shall commence work in accordance with the terms and conditions of the contract.
ITEM 5 - EXAMINATION OF THE SITE
5.1 All prospective offerors are urged and expected to inspect the site and examine existing conditions before submitting an offer.
ITEM 6 - ACCIDENT PREVENTION
6.1 Protective Equipment: It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.
ITEM 7 - SUBMITTALS
7.1 General Submittal Procedures:
A. General: Prepare and submit submittals required by individual Specification Sections. Types of submittals are indicated in individual specific sections.
1. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using
National Park Service form CM-16 form. The form will be provided by the Contracting Officer. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Submittals will be sent to the COR through email.
B. Submittal List:
a. Window Panel Acrylic Glazing Product/Material Specifications
b. Mullion Product/Material Specifications
C. Submittal Time Frame: Submittals will be submitted within 7 days after contract award.
Submittals will be reviewed and approved/disapproved within 7 days of receiving submittal.
7.2 Approved Equals: All the replaced components need to be equal or better quality than the components that will be replaced. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.
A. Approved Equals will be evaluated and approved/disapproved during the submittal process.
ITEM 8 - PROJECT CLOSEOUT
8.1 Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
8.2 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
8.3 Project Completion and Final Inspection: Once COR confirms work has been completed and is acceptable, payment will be approved and processed.
8.4 Warranties: A one (1) year general workmanship warranty from date of overall project completion is required for this project, in addition to any warranties specific to the products/materials used. Warranty information shall be provided before final payment will be issued.
A. Provide All Warranty information. All contact information, extents and conditions shall be clearly noted as well as date of overall project Substantial Completion.
B. Information shall include operation and maintenance manuals for each warranted material.
