About this file
This Statement of Work outlines USDA APHIS Veterinary Services' requirements for RFID tag reader systems at the Santa Teresa/San Jeronimo Southern Border Port to enhance cattle disease traceability for Mexican cattle entering the US. The contract requires installation of four Allflex RFID reader systems at inspection chutes in San Jeronimo, Mexico and eight systems at load-out chutes in Santa Teresa, New Mexico, with all systems capable of reading low-frequency RFID tags and transmitting data electronically.
The one-year firm-fixed price contract includes delivery and installation within 90 days, plus ongoing maintenance and technical support. The contractor must collaborate with the Chihuahua Cattlemen's Association and UGRCH Cooperative for implementation, have appropriate cross-border clearances, and be approved by the Veterinary Services Animal Disease Traceability Program. Travel costs to both locations are included in the contract price. Key personnel must have experience with RFID system installation and maintenance. The related Notice of Intent indicates USDA plans to award this contract sole source to Allflex USA LLC using simplified acquisition procedures.

1.0 Statement of Work
RFID Tag Reader Project at Santa Teresa/San Jerónimo Southern Border Port
General Information
1.1 Scope of Work
The U.S. Department of Agriculture’s (USDA), Animal and Plant Health Inspection Service’s (APHIS), Veterinary Services (VS) has a need for an RFID reader system at the Southern Border Ports to improve USDA’s Animal Disease Traceability Program for cattle presented for inspection for entry into the United States from Mexico.
1.2 Background
Currently, there is a need for an effective radio frequency identification (RFID) tag reader system at the inspection or load out chutes on either side of the border crossing at the Santa Teresa/San Jerónimo Southern Border Port. While an Allflex RFID system is already in place, updates and upgrades are required to allow for additional capabilities, including hands-free reading of RFID tags of cattle. This lack of equipment makes collecting data regarding RFID tags of Mexican cattle presented for inspection and import into the U.S. cumbersome and inefficient. Animal disease traceability will be further enhanced by an RFID tag reader system at load-out chutes located at pens adjacent to the port in Santa Teresa, NM.
1.3 Contract Type
One-year firm-fixed price contract.
Contractor Requirements
1.4 Technical Requirements / Tasks
The Contractor must provide:
• Four (4) Allflex (Brand Name) RFID tag reader systems for cattle at the USDA inspection chutes located at the U.S./Mexico Southern Border Port at San Jerónimo, Chihuahua, Mexico. These systems will include, but are not limited to:
o RFID tag reading devices for cattle, o Hardware and software required to collect and send data, o Additional equipment as needed to support and maintain USDA activities and data collection.
• Eight (8) Allflex (Brand Name) RFID tag reader systems for cattle on the load-out chutes located at Santa Teresa, New Mexico, United States of America. These systems will include, but are not limited to:
o RFID tag reading devices for cattle, o Hardware and software required to collect and send data, o Additional equipment as needed to support and maintain data collection.
• RFID tag reader systems must have the ability to read low-frequency RFID tags on Mexican cattle being presented for inspection at the Southern Border Port and generate and electronically transmit data (for example, .xml, .csv, or other necessary file output).
• Installation services for RFID tag reader systems.
• Troubleshooting and maintenance of RFID tag reader systems for the duration of the contract
(one year after installation).
1.5 Government Furnished
Government-furnished data will be provided to the Contractor to ensure that the reader system is accurately and effectively scanning tags and transmitting data in file formats that are compatible with government traceability systems. The Contractor will have access to inspection chutes at the Southern Border Ports and assistance from Veterinary Services port staff in ensuring the equipment is functioning properly and meeting the data collection needs of USDA.
1.6 Deliverables / Schedule
Contractor has up to 90 days to deliver and install the RFID reader systems and associated equipment described above. This should be done via the most cost-effective and efficient means that will ensure intact and on-time delivery. Contractor will be expected to collaborate with the Chihuahua Cattlemen’s Association and UGRCH Cooperative, Inc. to determine and implement facilities and site modifications and additional needs required for the installation, care, and maintenance of the RFID systems. The Contractor will provide technical maintenance and support as needed over the duration of the contract.
*Contractor must be approved by the Veterinary Services, Animal Disease Traceability Program to be considered for award. If at any time the contractor loses approval status per the terms of the contract, this contract may be terminated.
1.7 Travel
Contractor travel to the Santa Teresa/San Jerónimo Border Port will be required for delivery, installation, set-up, and maintenance of the RFID tag reader systems. Travel costs will be included in the contract.
1.8 Contractor’s Key Personnel
