STATEMENT OF WORK – R-80 DOORS
1. SCOPE: This Statement of Work (SOW) covers the replacement of three, X-10 doors on the second floor, with three standard badge reader entry doors.
2. BACKGROUND:
2.1. Location: Portsmouth Naval Shipyard Kittery Maine
2.2. Shipyard Point of Contact: The point of contact for this work will be Jason Perkins 207-690-
3. REQUIREMENTS:
3.1. General: Unless indicated otherwise in this SOW, the Contractor shall provide all equipment, tools, materials/parts, and other items/services necessary to perform the work specified herein so that they perform as designed by the OEM. Used herein, “as needed” defines conditions that do not meet OEM specifications.
3.1.1 The Contractor shall perform the following work in the building on the three access doors on the second floor:
a. Remove three X-10 access doors from second floor locations on the North, South and East side of the building. Hinges will remain. The Government will retain doors and store in first floor electrical room of building R-80.
b. Remove strike mechanisms and disconnect wiring to badge reader from each respective door frame. Retain and store in first floor electrical room.
c. Install new strike mechanisms and connect wiring from badge reader.
d. Install new doors on hinges provided from X-10 doors.
e. Provide testing support of one day.
f. Provide headend terminations and programming on systems.
g. Government will supply new doors and strikes.
4. QUALITY ASSURANCE PROVISIONS:
4.1 Personnel Safety and health Requirements: Where applicable, all machine parts, components, mechanisms, and assemblies furnished shall comply with all specific requirements of “OSHA Safety and Health Standard (29CFR1910), General Industry”, ANSI/AMT B11.19, ANSI/AMT B11.22, and ANSI/AMT B11.23, and ANSI/AMT B20.1 that are applicable to the equipment itself. Covers, platforms, guard rails, belt guards, and safety devices shall be provided for all parts of the equipment that present a safety hazard. The safety devices shall not interfere with the operation or maintenance of the equipment. The safety devices shall be removable to facilitate inspection, maintenance, and repair of the part. Additional safety and health requirements shall be as specified in other paragraphs of this specification.
4.2 OSHA Approved: Where applicable, the equipment specified herein shall be in compliance with the applicable OSHA regulations and be listed by one of the OSHA accredited laboratories or approved in accordance with CFR Title 29, Chapter XVII, and Part 1910 and installed in accordance with applicable NEC/NFPA requirements. Approval shall be as specified under the “Approval” and “Acceptance” criteria in the OSHA regulations Subpart “O”, Machinery and Machine Guarding para. 1910.212 And Subpart “S” Electrical, para. 1910.303 And para.1910.399. After equipment delivery and installation and prior to testing, the Contractor shall provide a signed written Manufactures Certification (paragraph 3.3.6.8) that equipment has been manufactured and installed to OSHA CFR 1910.399 (per definition of ‘acceptable’)
5 HAZARDOUS ENERGY CONTROL:
5.1 Contractors and non-PNS government agencies (NPGAs) are hereby informed that their employees or representatives present on property under Portsmouth Naval Shipyard cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), Hazardous Energy Control (HEC) when performing work under PNS contract. All HEC work to be performed by Contractors and NPGAs requires that PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the PNS Technical Points of Contact (TPOC) and/or Contracting Officer’s Representatives (CORs) be informed of the change/deviation. Appendix 250, B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NPGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the designated LOTC.
5.2 Contractors and non-PNS government agencies (NPGAs) may obtain electronic copies of OSHECM Chapter 250 (latest revision) by using the following web site:

5.3 For service and rental contracts involving hazardous energy control work, the contractor or Non-PNS Government Agency (NPGA) shall submit to the contracting officer a certification of compliance that their personnel who need to work under hazardous energy controls have been trained IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), Hazardous Energy Control (HEC) program requirements. Contractors and NPGAs shall ensure that all their employees present on property under Portsmouth Naval Shipyard cognizance are aware of HEC program requirements.
6 PLACE OF PERFORMANCE:
6.1 All work will take place in Building R-80 Portsmouth Naval Shipyard Kittery, Maine. All work to be performed between the hours of 0600and 1430, Monday-Friday.
7 PERIOD OF PERFORMANCE:
7.1 The Contractor shall complete performance under this contract no later than one month after the date the contract is awarded.
8. Security Requirements:
a. All personnel assigned by the contractor to perform work or site visits must be US citizens. The contractor company manager will be required to submit a visit request listing information of personnel needing access aboard Portsmouth Naval Shipyard. Visit request must include the full name of the persons, nationality, birth date and Social Security Number. Visit request may be in the form of a letter on company stationery with signature from company security manager or authorized company representative and faxed to the Pass and ID office at (207) 438-2669 or emailed to PNSDBIDS@US.NAVY.MIL. Company visit requests shall be submitted annually and as often as necessary to update employees of the company who need continued access to the Shipyard. Criminal history and/or falsification of information provided by an employee of the company may be subject to denial for unescorted access up to and including general access to the Shipyard. For contractors needing short term access to the shipyard the PNSY sponsor will submit the NAVSEA LOCAL VISIT REQUEST via the PNSY homepage.
b. If employees do not have a government issued contractor CAC which will allow access to the base, a SECNAV 5512/1 will need to be filled out and brought in with them to Pass & ID in order for the individual to be vetted and granted a (DBIDS) Defense Biometric Identification System pass or credential to allow access to the base.
c. Personnel must provide two forms of ID. One of which must prove U.S. citizenship in order to access the NAVSEA Controlled Industrial Area (CIA) or any other NAVSEA spaces. Documents: a valid driver’s license, passport, birth certificate or government CAC. All documents must be active. No expired documents will be accepted.
d. Badge Criteria:
(1) Green badges will be issued to contractors who are verified U.S. citizens, have a shipyard sponsor and a verified need to provide a service or perform work at PNSY.
(2) These badges provide unescorted access to the CIA, excluding Nuclear Work Area’s (NWA’s), Controlled Nuclear Information Areas (CNIA’s), Security Islands (SI’s) and Other Sensitive Areas (OSA)
(3) The Standard Access Control Badge (SACB) is
U.S. Government property and it must be protected and returned to Pass & ID office or Code 1120 Security Department upon termination of employment, completion of work, service performed, expiration of contract or no longer a need to enter NAVSEA controlled spaces.
(4) The SACB will be displayed at the chest level area of the outer clothing with the picture side visible at all times.
(5) No objects, pins or stickers can be attached to the badge. If the badge becomes faded, damaged or illegible for any reason the bearer will report to the Pass & ID office for a new badge.
e. Camera-enabled devices of any kind, including cell phones, laptops, and tablets, are prohibited inside the CIA. Laptops without cameras must be registered with the Security Office before entering the CIA.
f. All contractor vehicles are subject to inspection prior to allowing entry onto this installation.
g. Contractor vehicles may enter the CIA through the open CIA vehicle gate. Personal vehicles are precluded from entry. CIA access by Contractor vehicles will be kept to the absolute minimum necessary to accomplish the contracted work. All contractor vehicles must meet the following:
(1) Possess a valid vehicle registration showing the vehicle is a company owned or leased vehicle, or rental vehicle rented by the company; a valid state safety inspection as required by the state of registration and an inspection pass from Commercial Vehicle Inspections Station (CVIS) located at the main gate.
(2) Contractor logo should be located on both sides of the vehicle and either painted on or magnetic sign. Paper or cardboard signs are not authorized. Lettering must be minimum of 2 inch font and displayed in a manner that is clearly visible.
(3) Contractor vehicles will be authorized access to the CIA to deliver contractor equipment to the work site. The use of these vehicles solely for the transport of personnel is not authorized.
h. CIA inspection passes will be issued to a contractor vehicle meeting the above criteria. CIA passes will have an expiration date, time and initials of the issuing officer. From the time of issue the contractor vehicle must enter the CIA within 7-minutes from the time issued. Any contractor attempting to access the CIA after the 7-minute time window will be denied entry and directed back to CVIS for re-inspection.
Building R-80 is within the Controlled Industrial Area (CIA) of the Portsmouth Naval Shipyard.
No person not known to be an American citizen of good standing and repute shall be eligible for access to Portsmouth Naval Shipyard. Proof of citizenship is required.
9. DELIVERABLES:
a. Responsibility for Inspection: The Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may utilize his own facility or any other commercial facility acceptable to the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to the prescribed requirements.
b. Final Acceptance: Upon satisfactory completion of inspection and test of the equipment, the authorized Government Representative (Portsmouth Naval Shipyard) will sign and forward the acceptance document(s) to the paying office.
