SCOPE OF WORK: Repair Fire System Main Water Line at CG AIRSTA Detroit

1. GENERAL REQUIREMENTS:

The work consists of providing all labor, materials, and equipment necessary to repair/replace main water line into the fire sprinkler system of the admin building at USCG AIRSTA Detroit, 1461 N Perimeter Rd, Selfridge Air National Guard Base, MI 48045.

2. COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK:

Upon acceptance the contractor shall commence work NLT five (5) calendar days after notice to proceed and work diligently to complete the entire work ready for use by 30 days after contract award.

3. SCOPE OF WORK:

The unit has lost use of the fire sprinkler system in the admin building, building 1469, due to pipe damage underground between the service valve and the sprinkler system inlet valve. Fire system feeds water to all sprinkler heads within the admin building. Damage to the pipe underground caused a substantial leak of water the allowed water to intrude into the admin building and continuously flood the office and hallway adjacent to the utility room. The conduit penetrations in the floor of the utility room allowed a space for water underneath the foundation to push up into the space. Reason for failure is assumed to be caused by ground freezing and thawing, and possible underground damage from groundhogs forcing movement on the pipe.

After not seeing any damage from camera footage inside the pipe, it is assumed to possibly be an issue with a loose flange. The contractor shall excavate, inspect, repair/replace piping necessary for operations at USCG AIRSTA Detroit, 1461 N Perimeter Rd, Selfridge Air National Guard Base, MI 48045.

4. DESCRIPTION OF FACILITY:

This fire system pipe is located underground, feeding from a remote valve above ground and takes a 90-degree turn up into the utility room of the admin building (building 1469) on USCG AIRSTA Detroit and SELFRIDGE ANGB. The contractor will be escorted to this location by the Contracting Officer’s Representative.

5. CONTRACTOR CERTIFICATIONS:

The contractor shall currently be licensed in water and sewer system construction through the State of Michigan. The Contractor shall submit a photocopy of certification to the contracting officer.

6. DESCRIPTION OF WORK:

The contractor shall provide labor, equipment, and materials necessary to bring the sprinkler system back online, to include replacement of a 3” riser pipe, repair leak in water line, and replace the cement inside the utility room of the admin building. Contractor should also be prepared to remove debris from site if necessary.

7. CONTACT ADMINISTRATOR/POINT OF CONTACT:

The following employees of the U.S. Coast Guard identified will use all powers under the contract to enforce its faithful performance: EMC Alexander E Karjala & LT Andrew E Caudill.
