DEPARTMENT OF HOMELAND SECURITY

UNITED STATES COAST GUARD

STATEMENT OF WORK (SOW)

FOR

Replacement of Closed-Circuit Television (CCTV) System

AT

U.S. Coast Guard Sector Detroit 110 Mt. Elliott St.

Detroit, MI 48207

1. BACKGROUND:

Sector Detroit is a Coast Guard owned and operated installation location in downtown Detroit, Michigan and is home to five commands, one Coast Guard Exchange, and approximately 100 personnel. Sector Detroit relies on surveillance technology to enhance situational awareness, support operational activities, and protect vital assets and infrastructure. Given the strategic location and diverse maritime activities of Sector Detroit, a robust and reliable camera system is indispensable for detecting, deterring, and responding to security threats, emergencies, and illegal activities. Effective surveillance capabilities provided by Sector Detroit’s resident camera system are essential for maintaining a proactive security posture, facilitating rapid response to incidents, and upholding the Coast Guard’s commitment to safeguarding the nation’s maritime interests and ensuring the safety of personnel and assets located on Sector Detroit property. The existing camera system was installed over 10 years ago, is not supported by a Service Maintenance Agreement, and has several vulnerabilities that have developed. For instance, the server is outdated (operates with Windows 7), numerous cameras are broken, and the system ‘goes down’ thereby inhibiting consistent monitoring. The system needs to be upgraded to ensure the safety and security of personnel and assets located at Sector Detroit.

2. SCOPE:

(a) The Contractor shall provide all necessary equipment, tools, labor, and materials required to completely upgrade the existing Closed-Circuit Television (CCTV) system per the requirements and specifications herein and remove and dispose of the current system, as appropriate. The server and any components of the current system with the ability to record information will be turned over to the Coast Guard upon removal for proper disposal.

(b) This Statement of Work (SOW) is for US Coast Guard Sector Detroit located at 110 Mt.

Elliott St., Detroit, MI 48207. Sector Detroit has specific CCTV system requirements.

(c) The surveillance system and network shall be a closed system, standalone from the existing base data communications infrastructure. It shall be turnkey, scalable, support video analytics.

(d) All external components shall be enclosed in environmental sealed enclosures to withstand the elements (Michigan weather is variable throughout the year, therefore exterior system components must be rated for continuous operation in ambient temperatures of -40°F to 140°F and 0-100% relative humidity, condensation, rain exposure, winds up to 100 mph, and snow/ice cover up to 24 inches thick).

(e) All external cameras must be appropriately housed for use in high-risk areas where surveillance equipment may be subject to physical violence.

(f) The purpose of this project is the replacement and installation of the CCTV system to further enhance the security posture of the facility.

(g) The primary function of a CCTV system is real time monitoring, detection, and retention

of. All of the requirements shall meet or exceed industry standards or what is stated within the SOW.

19. INVOICING PROCEDURES

(a) Invoices shall be submitted to Invoice Processing Platform.

(b) Invoicing Processing Platform (IPP): For most U.S. Coast Guard awards established on or after October 1, 2021, contractors must submit proper invoices through the IPP, a secure web-based, payment information system provided by the U.S. Department of the Treasury’s Financial Management Service. The service is available free of charge to all Federal agencies and their suppliers.

(c) Enrollment actions to take after you have an applicable award.

i. Contractors already enrolled in IPP through another award or agency, are not required to re-register and do not need to contact IPP.

ii. If the Contractor is NOT enrolled in IPP: the Contractor shall contact the USCG

Finance Center (FINCEN) Contractor Support Team at FIN-SMB- FSMSContractorSupport@uscg.mil. Contractors are not able to register for IPP if they do not have an award.

iii. The Contractor shall work with the FINCEN POC to get enrolled in IPP.

iv. The POC the Contractor provided in SAM.gov registration will receive two emails from ipp.noreply@mail.eroc.twai.gov. Please note that emails from this email address may filter into your spam or junk folder.

1. The first email will have the IPP Logon ID and link to the IPP application.

2. A second email, which will be sent within 24 hours of the first email, contains a temporary password.

v. Once Contractors POC receives these emails, please ensure they log into IPP and complete the registration process.

(d) IPP Training and Support: Contractor training materials, including a first-time login tutorial, are available on the https://www.ipp.gov/ website.

i. Once the Contractors POS has logged in to the IPP application you will access to user guides that provide step-by-step instructions for all IPP capabilities, ranging from creating and submitting an invoice, to submitting an invoice to setting up email notifications.

ii. Live webinars are held monthly and provide a great opportunity to learn the basic of the system and to call in and ask the IPP team questions about the IPP application.

iii. IPP Customer Support is available to assist system users: Toll-free at (866) 973-

3131 or via email at IPP CustomerSupport@fiscal.treasury.gov. Hours of operation: Monday through Friday (excluding federal holidays) from 8:00 a.m. to 6:00 p.m. EST.
