STATEMENT OF WORK

FOR

Snow and Ice Removal North District Base plus 4 Option Years

NATIONAL PARK SERVICE

MIDWEST REGION

OHIO MAJOR ACQUISITION BUYING OFFICE

This service contract provides a quality experience for the visitor while leaving the cultural and natural resources unimpaired for future generations. Snow and ice removal services will assure safety for visitors and National Park Service (NPS) personnel. The Contractor shall conduct his operation so as not to interfere with use of park areas, roads, utilities, and other NPS facilities. Special care shall be exercised to not damage or destroy the natural or historic features, vegetation, structures, facilities, fixtures, signs, and appurtenances within the boundary of Cuyahoga Valley National Park.

STATEMENT OF WORK FOR SNOW AND ICE REMOVAL SERVICE:

The Contractor shall furnish all service(s), on-site supervision, communication, supplies / materials, labor / management, equipment, and tools, to perform snow and ice removal service for up to forty three (43) areas in the North District of Cuyahoga Valley National Park. Work descriptions including surface type, approximate overall dimensions, and frequency of service are detailed in the specifications.

Special Note:

▪ 3” trigger: complete snow removal and ice control only when snow depth exceeds 3”.

shall include both the plowing of snow at each specified location and the application of an approved ice melter to all plowed/cleared surfaces. The Contractor shall be paid the “Unit Price Per Plow / Ice Control”, as identified in the bid schedule.

▪ Priority bands and time of service: see Task Frequency section; includes both lots and walkways.

▪ Service locations: see Location Description section.

▪ Parked Government-owned vehicles: clear between and behind or in front of each.

▪ Propane tanks and dumpsters: maintain clear access for servicing.

▪ Wooden porches and benches: do not throw salt on benches or protected porches.

▪ walkways / paths: clear to a minimum of 36” (for ADA-accessibility)

▪ Gates: to be left ‘as found’; do not push or pile snow against gates or gate ‘arm’ posts.

▪ Parking Lots and Driveways: All measurements that are provided are approximate.

Contractor shall not plow, de-ice, and/or apply sand/cinders at any other times, unless directed by the Contracting Officer (CO) or a designated Contracting Officer’s Technical Representative (COTR); either may request plow / ice control, de-ice control or sand/cinders control at a depth less than 3”, for the convenience or benefit of the Government. The 3” trigger does not apply to Priority 1 Areas of 6, 7, and 9. Contractor shall service Priority 1 Areas 6, 7, and 9 more frequently. If there is snow or icing contractor shall apply the appropriate treatment type.

Prior to use or application, the Government reserves the right to approve all chemicals, supplies and equipment used to accomplish the requirements of this contract.

COMMUNICATIONS

The Contractor shall provide and have in place a means or method of communication (e.g.

charged cell phones and voicemail must be set up and able to accept new messages) to permit the CO or COTR to contact the Contractor and/or his representative and for communication with his employees. This is required to ensure safety and efficient performance.

DAMAGE TO GOVERNMENT PROPERTY

The contractor shall be held liable for damage and repairs to Government facilities and property. Damage to vehicle control devices (wheel stops, signage, markers, historic sandstone ‘silent sentinels’ and bollards) shall be repaired within five (5) working days or as soon as ground conditions permit. ‘Spring clean-up’ shall consist of repairs to damaged turf, vehicle control devices, and include raking and grading ‘pushed’ gravel back into the lot or walkway; to ensure germination, re-seeding and mulching shall occur between April 15 and May 15 of the contract or option year.

Retainage may be withheld from late winter plow services, in accordance with FAR 52.232-1 Payments, not to exceed 5% of each invoice, until ‘Spring clean-up’ repairs have been completed.

INSURANCE REQUIREMENTS

The Contractor and his employees shall be required to maintain insurance in the minimum amounts of $100,000 for each person, $300,000 for each occurrence and $50,000 property damage for the entire period of the contract to cover any and all losses incurred from his operation or negligent acts of the Contractor and/or the Contractor's employees.

SAFETY

The Contractor shall comply with all current federal, state, county, and local safety and health requirements which apply to the type of work being performed under this contract and all revisions or changes thereto which come into effect during the period of performance hereunder.

The Contractor's vehicles may be subject to a safety inspection by the park Safety Officer, Law Enforcement Park rangers, and/or the COTR. Failure to pass the safety inspection shall require removal of the vehicle from the park and replacement (no later than the following workday) by a vehicle that is able to pass inspection. At a minimum, the following items will be checked for unsatisfactory conditions: tires, hydraulic system(s), headlights, turn indicators, brake lights, caution lights, back-up lights, emergency brake, foot brake, steering, exhaust system, safety restraints, windshield wipers, glass, and mirrors.

All gates shall be left ‘as found’ (whether open or closed) by the Contractor, who is permitted to close an open gate for the duration of snow or ice control work at a location, provided the gate is returned to the ‘as found’ position upon leaving the location.

Snow shall not be piled or pushed against any gate or gate arm post(s).

TASK FREQUENCY FOR SNOW AND ICE REMOVAL:

The Contractor shall provide daily (including Saturdays, Sundays, and Holidays) snow removal service (plow / ice control) only when snow reaches a depth of 3 inches or more. The 3” trigger does not apply to Priority 1 Areas of 6, 7, and 9. Contractor shall service Priority 1 Areas 6, 7, and 9 more frequently. If there is snow or icing contractor shall apply the appropriate treatment type. The Contractor may be called in to service select locations by the CO or COTR to provide plow / ice control service at a lesser depth or de-ice control when conditions warrant for the convenience and benefit of the Government. If the snow depth of 3 inches is outside of the schedule priority banding contractor will provide snow removal service. The schedule priority banding is the ideal time frame for snow removal service.

Schedule priority banding:

PRIORITY 1: start no earlier than 05:30 a.m. and complete by 07:00 a.m. of same day.

PRIORITY 2: start no earlier than 06:00 a.m. and complete by 08:00 a.m. of same day.

PRIORITY 3: start no earlier than 06:00 a.m. and complete by 09:00 a.m. of same day.

Cuyahoga Valley Scenic Railway lots and platforms: (3” trigger applies)

November, December, January, February, and March: start no earlier than 06:00 a.m. and complete by 09:00 a.m. of same day; all other times ‘By Request’.

‘By Request’:

Contractor shall be on-site and working on selected locations within two hours of CO/COTR request.

LOCATION DESCRIPTION FOR PLOW / ICE AND DE-ICE SERVICE:

Priority 1 Areas: (start no earlier than 05:30 am and complete by 07:00 am of same day)

1. Coonrad Ranger Station: 10340 Riverview Rd, Brecksville Clear 14’ x 800' asphalt driveway; 65' x 105' asphalt parking Lot; 5’ x 124' brick walkway;

4’ x 42' wooden porch and ADA ramp; two sets of steps. Clear access to flagpole.

2. Resource Management: 671 W. Streetsboro Rd, Boston Heights Clear, 16’ x 166' asphalt driveway (wider in front of barn); 40' x 80' asphalt parking area behind barn; 3’ x 64' sandstone walkway in front; 3’ x 28' sandstone walkway in rear; two sets of steps in front and one set at back of house; clear in front of all barn doors.

3. NPS Headquarters Complex: 15610 Vaughn Rd, Brecksville Clear two 12’ x 110' asphalt driveways; 50' x 60' asphalt parking area; 3’ x 525' concrete walkways; clear steps and entrances on north and west sides of each bungalow; clear steps and entrance porch on main building (including access to wheelchair lift and one wheelchair lift); clear access to flag pole. Clear 20' x 50' chip & seal driveway; 60’ x 180' chip and seal parking area; clear 6' x 4' area in front of kiosk and paper retriever; clear access to trash container.

4. Duplexes - North & South: 10112 & 10168 Riverview Rd, Brecksville Clear 2 asphalt driveways – 12’ x 160' and 12’ x 140'; two asphalt parking lots – 50’ x 70' and 50’ x 110’; 3’ x 150' asphalt walkway; clear 3’ x 545' Headquarters Complex asphalt connector walkway; clear two 5' x 6' wooden porches, two 4’ x 4’ landings and steps to each entrance.

5. Boston Store: 1550 Boston Mills Rd, Peninsula Clear approximately 11,700 sq ft of asphalt drive and parking lot; clear approximately 4,000 sq ft asphalt walkway; clear 3’ x 60’ asphalt access to restroom entrance and north and west doors of Dzerzynski House; clear 4 steps 1’ x 4’ and one porch 4’ x 6’.

Priority 1 Areas Continued: (start no earlier than 05:30 am and complete by 07:00 am of same day)

6. Boston Mill Visitor Center Main Lot & Courtyard South of Boston Mills Rd, Peninsula Clear approximately 38,000 sq ft of concrete drive and parking lot; clear approximately 11,600 sq ft asphalt walkway from parking across tracks and around visitor center to restrooms and offices, includes walk to Riverview and Boston Mill intersection and walk on NW corner to RV lot.

7. Boston Mill Visitor Center RV/Bus Parking Lot Corner of Boston Mill Rd & Riverview Rd

Clear approximately 21,000 sq ft of concrete drive and parking lot; clear approximately 910 sq ft asphalt walkway from parking to Boston Mill Road.

8. Boston Mill Pedestrian Bridge Between Boston Store & Visitor Center Clear 12’ X 200’ concrete pedestrian walkway bridge between Visitor Center and Boston Store.

Watch for rubber pieces covering the expansion joints at each end of bridge. Lift blade at these two spots. Use Calcium Chloride or another concrete safe de-icer on the bridge decking.

9. Woodlake Environmental Field Station: 696 W. Streetsboro Rd, Boston Heights Clear 10’ x 160' gravel driveway; 16’ x 55' gravel parking area, clear 3’ x 35’ walkway, 4 steps 1’ x 4’, 4’x 5’ porch. Clear access to man doors on barn and all doors on garage.

10. M. D. Garage: 1556 Boston Mills Rd, Peninsula Clear 10’ x 125’ gravel drive, 33’ x 35’ north side of garage, 40’ x 15’ south side of garage, keep 12’ garage doors and 2 man doors clear.

The 3” trigger does not apply to Priority 1 Areas of 6, 7, and 9. Contractor shall service Priority 1 Areas 6, 7, and 9 more frequently. If there is snow or icing contractor shall apply the appropriate treatment type.

Priority 2 Areas: – (start no earlier than 6:00 a.m. and complete by 8:00 a.m. of same day)

1. Happy Days Lodge (South): 501 W. Streetsboro Rd, Boston Heights Clear 26’ x 412' asphalt driveway (maintain 2-lane access); 64’ x 130' asphalt parking area; 8' x 33' stone walkway; 4' x 26' stone walkway; clear 4’ x 8’ sandstone pads in front of 5 fire emergency exit doors on both north and south sides of structure; clear in front of 2 fire hydrants along east side of drive; clear access to 2 trash containers; DO NOT push snow to west end of parking lot (lift station access), DO NOT block access to fire hydrant or trail by kiosk in SE corner.

2. Canal Exploration Center: 7104 Canal Rd, Valley View

Clear 25’ x 442' asphalt driveway (entrance is 80' wide); 2 asphalt parking lots 180' x 65' each; 12’ x 70' asphalt ‘drop-off zone’; 4,120 sq. ft. asphalt walkway (average of 6' - 27' wide); clear access to 2 trash containers in parking lot and 2 trash containers by walk, clear access to 2 walk-through doors (main entrance on east side) and kiosk; clear access to permit opening of fire emergency exit doors located on west and south sides;

clear access to vault toilet.

3. Hines Hill Center: 1403 Hines Hill Rd, Boston Township Clear 10’ x 650' asphalt driveway; 65’ x 180' chip and seal parking lot; 3 concrete parking areas: 35’ x 40’, 20’ x 25’, 15’ x 35’; 3’ x 300' chip & seal walkway; 4’ x 500’ sandstone and concrete walkway; 900 sq ft of sandstone and concrete patios; 3 concrete steps; 11 sandstone steps; 4' x 4' concrete landing. Clear access to 5 man doors (2 on east side of CVNPA offices, 1 on west and 1 on south side of Conference Center,1 on west side of Stone Cottage); keep 2-car garage door and trash dumpster enclosure access clear.

Priority 3 Areas: – (start no earlier than 6:00 a.m. and complete by 9:00 a.m. of same day)

1. Happy Days Lodge North Parking Lot: 501 W. Streetsboro Rd, Boston Heights Clear 12’ x 300' chip & seal deceleration lane on north side of SR 303; 25’ x 400' chip & seal driveway to end of last bay; 20’ x 200' chip & seal rear drive; 3-section chip & seal parking area (less grass islands) 170' x 195'; 5’ x 235' chip & seal walkway to south parking lot (including 35 steps, 66" x 17" – and 5’ into tunnel); clear access to 2 trash containers; clear access to portable toilet unit in NE corner of lot. Push all snow to north side of lot.

Priority 3 Areas Continued: – (start no earlier than 6:00 a.m. and complete by 9:00 a.m. of same day)

2. Brandywine Falls Parking Lot and access road: 8176 Brandywine Rd, Sagamore Hills Clear 400’ x 21’ entrance drive to parking lot west entrance; clear 2 ea 60’ x 207’ parking lots; clear 40’ x 80’ bus area and drive (east end of parking lot); clear 20’ x 130’ “loop” on west end of lot: 8’ x 335' walkway from parking lot to restroom - to boardwalk - and back to parking lot (including 2 sets of steps); 8’ x 600' wood upper walkway; 520 sq ft wood upper observation deck; clear access to 1 trash container. Clear walkway from lot to restroom ONLY (not access trail back to tunnel/bridge - Metroparks’ land), walkway to boardwalk, and 2 sets of steps / walkway back to parking lot ‘loop.’ Push all snow in lots north towards the falls. Note: ‘porous paving’ surface; Note: ‘porous paving’ surface; DO NOT use any sand/cinder mix or small inert ‘traction grit’ material – use de-icer only and apply in lesser amounts to prevent increased salinity of local aquifer(s) via recharge mechanism.

3. Red Lock Trailhead: 1175 Highland Rd, Sagamore Hills Clear 60’ x 80' chip & seal parking lot; 20’ x 150' chip & seal driveway; clear access to vault toilet; keep 4' wide area (near kiosk) at entrance to trail clear of piled snow.

4. Station Rd Trailhead (east lot): 9141 Riverview Rd, Brecksville Clear main 25’ x 1,150' asphalt driveway; 20' x 60' and 30' x 180' asphalt entrance / exit driveways; 80’ x 22' asphalt driveway connecting parking lots; 115’ x 350’ asphalt parking lot (eastern portion); clear 6’ x 120’ gravel path to Brecksville Station restroom (including gravel boarding platform); keep access to restroom doors clear. Do NOT clear 3 grass islands.

5. Lock 29 Trailhead: 1648 Mill St, Peninsula (by Terry Lumber) Clear 22’ x 200' concrete driveway; 22’ x 140' concrete circular drive; 107’ x 160' concrete parking lot; clear 3’ x 100’ asphalt path to restrooms on south side of entrance drive; clear 10’ x 40’ concrete pad at restrooms, clear 5’ x 320’ gravel and wood walkway to Peninsula Depot.

6. Lock 39 Trailhead: 8000 Rockside Rd, Valley View Clear 24’ x 525' asphalt driveway; 15’ x 70’ asphalt parking area; 15’ x 120’ asphalt parking area; 36’ x 120’ asphalt parking area; clear access to kiosk and trash can.

7. Volunteer Offices (Wise-Boodey): 1571 Boston Mills Rd, Peninsula

Clear 10’ x 100’ asphalt drive; clear 3’ x 12’ walkway to east porch; clear 1’ x 4’ concrete step to porch.

8. Boston Trailhead: 1508 Boston Mills Rd, Peninsula Clear 12’ x 230' gravel driveway; 60' x 60' gravel parking lot; and access to trash container.

9. Stanford House: 6093 Stanford Rd, Peninsula Clear 10’ x 460’ gravel drive to east side of barn and 3-car parking area in front of garage and propane tank. Clear 70’ x 50’ parking lot on east side of barn. Clear cast concrete steps and walkway on east side of house and access to trash can.

Cuyahoga Valley Scenic Railway Lots: [November 1 through March 31] (starts no earlier than 6:00 a.m. and complete by 9:00 a.m. of same day); all other times ‘By Request’.

1. Peninsula Depot: 1630 Mill St, Peninsula (south of Terry Lumber) Clear 35’ x 270’ gravel loading platform along western edge of rail (to include 20’ past overflow lot), clear 3 sets of entrance stairs; clear approximately 300 sq ft of wood decking around north half of depot and in front of entrance doors on the south and north sides of building. Do NOT clear between street and east side of rail – electrical cables on ground during Polar Express.

2. Rockside Boarding Site: 7900 Old Rockside Rd, Independence Clear approximately 20’ x 540’ asphalt access road, 310’ x 180’ gravel lot, 1,500 sq ft gravel area in front of ticket booth (clear around / between bollards); clear north and south walkways to boarding platform; clear approximately 2,000 sq ft of wood platform between walkways. Push all snow in lot east (towards river). Avoid 6 grassy islands and rain gardens in middle and on north end of lot. New stabilized turf area is OPEN to parking AND plowing DURING POLAR EXPRESS ONLY. Note: ‘porous paving’ surface; DO NOT use any sand/cinder mix or small inert ‘traction grit’ material – use de-icer only and apply in lesser amounts to prevent increased salinity of local aquifer(s) via recharge mechanism.

3. Hillside Boarding Site: 7104 Hillside Rd, Independence Clear 5’ x 626’ asphalt & gravel walkway from Canal Visitor Center parking lot west to boarding platform; clear 8’ x 216’ deck on bridge; clear 10’ x 50’ portion of wood loading platform.

4. Fitzwater Yard Road and Trailhead: 7600 Canal Rd, Valley View Clear approximately 20’ x 1,500’ road from Canal Rd to eastern set of RR tracks, including 1 pull-in parking area approximately 20’ x 200’. Clear approximately 600 sq ft access lane and area to Fitzwater Yard entrance gate; maintain clear access to former Fitzwater Access Rd gate and cable gate to lane along east side of RR tracks. Lift blade over 2 sets of RR tracks and AVOID expansion plate(s) on southside on bridge sidewalk.

1. Station Rd Trailhead (west lot): 9141 Riverview Rd, Brecksville Clear approximately 350’ x 60’ asphalt area (western part of lot).

2. Shady Knoll Picnic Area: W. Streetsboro Rd. (Rt. 303), Boston Heights This is located on ST RT 303 West of Happy Days Lodge and East of Resource Management Office.

Clear 18’ x 240' asphalt driveway; clear 2 parking areas: 20’ x 100', 20’ x 50'.

3. Pine Lane Trailhead and Entrance Rd: 1281 Pine Lane (off Rt. 303), Peninsula Clear 20’ x 768' asphalt road to trailhead; 14’ x 150' chip and seal driveway; 45’ x 130' chip and seal parking lot; clear access to vault toilet and trash container.

4. Bike and Hike Trailhead: 313 W. Boston Mills Rd, Boston Heights Clear 2 asphalt driveways 20’ x 22' ea; 51’ x 180' asphalt parking lot. Clear access to trash can and kiosk.

5. Blue Hen Falls Trailhead: 2001 W. Boston Mills Rd, Boston Township

Clear gravel driveway 14’ x 250'; 20’ x 30’ gravel parking area; clear access to trash container; keep access gate clear of piled snow.

6. Lock 29 Trailhead (Overflow Lot): 1648 Mill Street (by Terry Lumber), Peninsula Clear 25’ x 110' gravel driveway; 120’ x 265' gravel parking lot. Watch RR crossing - lift blade.

7. Jaite Trailhead Parking Lot: Vaughn Rd (east of Railroad tracks), Brecksville Clear 24' x 16' gravel driveway; 60' x 80' gravel parking lot; clear access to kiosk and trash can.

8. Heufner Barn: 9307 Riverview Rd, Brecksville Clear 730' x 14' gravel driveway; 30' x 20' gravel turnaround; clear access to man door and 12’ garage door for vehicular traffic.

9. Brandywine Falls (lower walk): 8176 Brandywine Rd, Sagamore Hills

Clear wood walkway, 8’ x 500'; approximately 370 sq ft of observation deck.

10. Fitzwater Access Rd (former): Off Pleasant Valley Rd, Independence Clear approximately 720 sq ft ‘apron’ by main access gate (south side of Pleasant Valley Rd, west of the river); clear approximately 12’ x 700’ connecting ‘lane’ from ‘apron’ to access road. Access road is approximately 12’ x 2800’ with 2 ‘passing’ areas approximately 50’ x 24’ (with tapered ends).

11. Stanford, Clayton: 6033 Stanford Rd, Peninsula

Clear single lane gravel drive and area between house and propane tank. Drive: approximately 10’ x 375’. Parking area: approximately 25’ x 35’.

12. Fox House: 1664 W. Main St, Peninsula

Clear 2 parking spaces between the south side of the house and the barn. Clear 1 space along the western side of the barn (tight fit, but room for 1 vehicle). Clear access to south (rear) entrance door of house.

13. Volkert House: 9507 Riverview Rd, Brecksville

Clear single lane gravel drive and area in front of garage. Drive: approximately 10’ x 210’. In front of garage area: approximately 30’ x 35’. (Do not push snow towards propane tank.)

14. Frazee House: 7733 Canal Rd, Valley View Clear 128' x 12' chip & seal driveway; 60’ x 57' chip & seal parking area; 282' x 5' chip & seal walkway; clear access to ‘rear’ entrance door on east side of house and vault toilet.

15. Tilden: 2325 Stine Rd, Peninsula Clear circular single lane gravel drive, to include a 6-car parking area on the NE corner of the circle, and a 3-car parking area adjacent to the east entrance of the house. Drive: approximately 10’ x 570’, NE parking area: approximately 20’ x 50’, parking area at house: approximately 20’ x 30’.

17. Johnston Rhode: 1538 Boston Mills Rd, Peninsula Clear 10’ X 75’ gravel drive; then clear 35’ X 20’ gravel drive in front of garage.

18. Major Acquisition Buying Office (MABO) Cancasci: 1113 W. Aurora Rd, Sagamore Hills Clear approximately 6,745 sq ft parking area and 255 sq ft walkway; clear 4’ wide access to/and wheelchair lift and 2’ wide path to trash can. Clear six 2’ x 1’ concrete steps and 6.5’ x 13’ concrete landing at north side entrance door. Note: ‘porous paving’ surface; DO NOT use any sand/cinder mix or small inert ‘traction grit’ material – use de-icer only and apply in lesser amounts to prevent increased salinity of local aquifer(s) via recharge mechanism.

19. Standford Rd Trailhead: Stanford Rd, Peninsula Clear 200’ X 280’ asphalt drive and parking lot;

Note: this lot is to be constructed in summer of 2024, and a potential opening in winter of 2024. Lot could be moved to on of the Priorities in the future.
