PART 1 GENERAL
1.1 SUMMARY
This is a Design-Build project to update a portion of the domestic water system located at Inks Dam National Fish Hatchery in Burnet, Texas. The Hatchery is approximately 50 miles Northeast of Austin, Texas located along the Colorado River downstream of Inks Lake. The Hatchery address is 345 Clay Young Rd, Burnet, TX 78611.
A. Description of Work: The Contractor shall provide all labor, equipment, supplies, materials, permits, fees, and consultant services to design and construct a new potable well, underground piping, water storage tank, and ancillary support equipment as outlined in this Statement of Work. See Part 2 Design Services for a detailed scope of design requirements.
B. Existing Conditions: The existing well is located approximately 1,200 feet away from the existing pump house. The well is used to fill the existing 2,000-gallon underground steel, poly bag tank. A chlorinator treats the water in the storage tank before being drawn by a self-priming, single-stage centrifugal booster pump (Grundfos XXX) into two Amtrol Well-X-Trol WX350 pressure tanks through a Watts BBH-150 cartridge filter and finally entering the distribution point of entry of the domestic water system.
C. This completed objective is to locate a new potable well closer to the existing pumphouse and replace the existing equipment from the new well up to the point of entry into the distribution side of the domestic water system. The work under this contract shall include the following:
Drilling, installation, performance testing, and water quality analysis of a new potable well.
Installation of underground piping from new well to existing pump house location. Two proposed locations see Sheet 3 in Exhibit A.
Demolition and disposal of existing 2,000-gallon underground water storage tank.
Demolition and disposal of existing ancillary equipment (e.g. pressure tanks, booster pump, water storage tank controls.)
Installation of new ancillary equipment to provide a potable water system compliant with the Safe Drinking Water Act and TCEQ requirements.
Demolition and disposal of existing water treatment equipment (e.g.
chlorinator, cartridge filter.)
Installation of all required water treatment equipment to meet applicable requirements.
1.2 PERIOD OF PERFORMANCE
A. Design Period of Performance: Shall not exceed 90 days including Government reviews and approvals.
B. Construction Period of Performance: Shall commence upon Government’s approval of the 100% design phase and shall not exceed 90 days.
PART 2 DESIGN SERVICES
2.1 DESIGN SERVICES SCOPE
A. The Contractor shall provide Architect-Engineering (A/E) services for the preparation of construction documents to construct a complete and usable potable water system in compliance with the Safe Drinking Water Act, Texas Commission on Environmental Quality (TCEQ), and all other applicable federal or local requirements. The Hatchery is not considered to be a Public Water System (PWS) and therefore will not require any submission or review to TCEQ. The design shall meet all design and performance requirements of a Transient Non-Community PWS in accordance with Texas Administrative Code. The most recent water quality reports for Well P5 (New Well Proposed Location #1) and the existing domestic water well can be found in Exhibit C.
The existing well head delivers water to the underground storage tank through approximately 1,200 feet of underground piping. The location of the well head is not repair friendly and the Hatchery would like to locate a new well closer to the existing pump house. Two possible locations have been discussed and are provided on Sheet 3 in Exhibit A.
Due to the additional maintenance associated with storing water before use the Hatchery would like to explore a new water system that does not require the use of a storage tank.
The 2,000-Gallon underground storage tank is believed to have been installed in the early to mid-1980’s. Best available information lists the tank as being a steel tank with poly tube bag.
B. The Hatchery is an active facility and will have employees, volunteers, and visitors throughout the duration of the contract. The design team shall provide a design that allows for minimal downtime during construction to the available potable water at the Hatchery. If potable water will be unavailable for use beyond eight hours during any point of the project potable water must be provided until the system is restored.
C. The water system currently serves several buildings at the Hatchery, Exhibit B. The following is a breakdown by building and plumbing fixtures:
1. Quarters #1 – Kitchen Sink; Dishwasher; Washing Machine; Tank Toilet; Lavatory;
Shower/Tub
2. Quarters #2 – Kitchen Sink; Dishwasher; Washing Machine; Tank Toilet; Lavatory;

3. Quarters #3 – Kitchen Sink; Dishwasher; Washing Machine; Tank Toilet; Lavatory;
Shower/Tub
4. Quarters #4 – Kitchen Sink, Tank Toilet, Lavatory, Shower/Tub
5. Holding House – Wash Sink
6. Main Office – Tank Toilet; Lavatory
7. Staff Office – Tank Toilet; Lavatory
