STATEMENT OF WORK
PR 20144737
The Purchase of a Car Hauler Trailer
04/5/2024
1.0 Background
As a component of the Department of Homeland Security (DHS), United States (U.S.) Customs and Border Protection (CBP) is responsible for protecting our nation’s borders to prevent terrorists and terrorist weapons from entering the U.S., while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.
The U.S. Border Patrol’s (USBP) National Strategy, to secure the nation’s borders, is based on a “gaining and maintaining Situational Awareness” philosophy. This includes the use of full-size crew cab, dual rear wheel vehicles over 10,000 pounds. To properly maintain a fleet of vehicles of this size and to recover and transport inoperable and immovable vehicles to government and commercial maintenance facilities, a tilting, double axle car hauler trailer with a minimum 12k rated electric loading winch that can accommodate a full-size crew cab, dual rear wheel vehicle over 10,000 pounds with tiedown points is necessary.
The USBP Calais Station (CMB) conducts Line Watch duties, which includes accessing the border in remote, off road, hard to reach locations. Driving distance from the station can be as much as 260 miles. This trailer is a vital tool to enable CMB to meet recovery and transport needs. Commercial tow/transport companies are extremely limited and expensive due to the remote location and distances traveled.
To accomplish our mission goals and objectives more effectively, CMB requests the immediate purchase of a tilting, double axle car hauler trailer that meets or exceeds a minimum 12k rated electric loading winch that can accommodate a full-size crew cab, dual rear wheel vehicle over 10,000 pounds with tiedown points.
This trailer will provide the station the ability to recover and transport inoperable and immovable vehicles to transport them to government and commercial maintenance facilities.
