STATEMENT OF WORK

REMOVE/REPLACE ASPHALT SHINGLE ROOF AND GUTTERS ON SANDY FLAT HOUSING

(B423 & B424) 5580 SHULLS MILL ROAD BLOWING ROCK NC, 28605 *Houses located near address

BLUE RIDGE PARKWAY

North Carolina

PART 1 - GENERAL

1.01 DESCRIPTION OF WORK

A. This contract provides for the removal and replacement of approximately 48-Sq /4,800 -SF (B423 & B424) of asphalt architectural 30 year shingles and #30 underlayment (note: underlayment can be replaced with synthetic underlayment), repair/replace damaged plywood sheeting, replace drip edge, roof boots, install roof underlayment, installation of a ridge vent(s) along the length of the buildings, the removal and replacement of approximately 420-LF of gutter with downspouts and installation of approximately 420-LF of gutter guards on buildings B423 & B424 at Sandy Flat Housing. The buildings are a single-story residence with an asphalt shingle roofs.

1. The buildings may be occupied during this contract.

B. The contract work includes:

1. Remove and dispose of the existing asphalt shingle roof(s) and roofing underlayment off site.

2. Protect the building structures and contents from weather and other potentially damaging elements.

3. Inspect the existing roof supports (rafters) and fascia boards, replace damaged facia boards.

4. Repair or replace in kind as necessary damaged roof supports (rafters), decking, sheathing revealed by inspection.

5. Replace in kind all existing flashing.

6. Install new 30-pound asphalt saturated roofing underlayment or synthetic underlayment.

7. Install new dark gray 30-year architectural shingles with interlocking tabs.

8. Install new drip edges around the entire perimeter of the roof.

9. Install full length ridge cap(s) roof vent system.

10. Install new waterproof vent collars/roof boots.

11. Remove and replace approximately 420 linear feet of gutter and associated downspouts on buildings.

12. Install gutter guards on all gutters.

13. Disposing properly of all excess materials and debris.

14. Erosion prevention and quality assurance testing.

15. Reconstruction and restoration of disturbed areas.

C. All work will be performed under a single contract.

D. Work and materials shall adhere to the following mitigations:

1. Replacement architectural asphalt shingles should match existing shingles in size, color, and texture. New shingles must be approved by COR before installation.

2. Materials shall be stored on pavement at work location.

3. Must follow OSHA guidelines for work performed on an elevated surface.

1.02 LOCATION AND ACCESS

A. The project site is located near the Blue Ridge Parkway in Bedford County, VA. The building address (located near) is 5580 Shulls Mill RD Blowing Rock NC 28605.

1.03 CONTRACTOR-FURNISHED ITEMS

A. The Contractor shall furnish all necessary supervision, personnel, equipment, transportation, materials, and incidentals required to complete the contract requirements.

B. Contractor shall provide proof of liability insurance for all personnel working in completion of this project.

1.04 WORK CONDITIONS AND LIMITATIONS

B. REQUIRED PERFORMANCE PERIOD

1. Work performance period is to be determined; all work shall be performed between 7 AM – 4:30 PM.

C. CONTRACTOR’S USE OF PREMISES

1. Confine on-site material storage, equipment, and vehicle parking, and staging to paved parking areas or other areas specifically designated by the Contracting Officer’s Representative (COR).

2. Keep job site clear of trash and debris. Dispose of any trash, debris, and other unusable material legally at authorized facilities on non-Federal land.

D. FIELD VERIFICATION

1. The measurements and quantities specified are estimates and provided for information only. The Contractor must verify all locations, dimensions and conditions affecting the work.

1.05 QUALITY ASSURANCE

A. All proposed materials and methods must meet or exceed the current local, state, and federal codes, standards, and regulations applicable to the contract work.

B. All personnel performing work shall be fully qualified and experienced in the type of work they will execute.

1.06 WARRANTIES

A. Building components: Minimum 1-year warranty against defects. Provide a minimum 5-year warranty for workmanship.

B. Prior to beginning work, report to the COR any conflict in warranty requirements, work scheduling or material availability before proceeding with the work.

1.07 MATERIAL HANDLING

A. Deliver materials to the job site as per COR instructions. Comply with all manufacturers’ recommendations for storage, protection and handling.

PART 2 - MATERIAL

2.01 GENERAL

A. Use new materials except as otherwise approved by the Contracting Officer (CO).

PART 3 - EXECUTION OF WORK

3.01 GENERAL

A. SERVICE INTERRUPTION

1. Indicate by work schedule expected periods of construction to avoid conflict with operations.

B. SITE INVESTIGATION

1. The Contractor is responsible for investigating site conditions in the vicinity of the required work for any hazards or obstacles which may increase time or cost of the work.

C. CHANGES TO CONSTRUCTION METHODS

1. Any proposed change by the Contractor to the specified construction methods and manufacturer’s instructions must be submitted in writing to the CO along with the justification for the proposed change.

Approval from the CO is required for changes in specified construction methods.

D. PROTECTION OF WORK SITE

1. Work site is not protected by fencing but is on a private drive.

2. Maintain the work area and approaches clean and free from trash and debris to reduce interference with ongoing maintenance operations.

3. Provide a safe bypass for NPS employees, and contractor’s personnel.

3.02 PROJECT CLOSEOUT

A. CLEANUP

1. Remove all tools, equipment, excess materials, construction debris, and trash from the project site. Leave project site clean and ready for use at the time of final inspection.

2. Legally dispose of all excess and unusable materials at authorized disposal facilities.

B. FINAL INSPECTION AND ACCEPTANCE OF WORK

1. When all work including any site restoration and cleanup has been completed, the Contractor shall contact the COR to arrange the final inspection.

2. The Contractor shall be notified of any deficiencies found during the final inspection. After all deficiencies have been corrected and all required closeout submittals have been forwarded to the COR, the CO will issue a letter of final acceptance and request the release of claims.

C. CLOSEOUT SUBMITTALS

A. Provide to the COR the following closeout submittals and any other closeout submittals required by the CO:

1. Cut-Sheet Binder: Submit one binder with all manufacturer product information and cut-sheets for all materials installed under this contract. Label binder with project title and include one “contents” page.

PART 4 – PAYMENT

1. Final payment shall be processed upon confirming all noted contractor performance deficiencies have been satisfactorily corrected.
