Scope of Work

Replace Roofs on Ocracoke Discovery Center and Comfort Station

1.0 INTRODUCTION

The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) has a requirement to replace roofs on the Ocracoke Discovery Center and the Comfort Station with new structural standing seam metal roofing systems, with an optional pricing for asphalt architectural shingles.

2.0 CONSTRUCTION SITE LOCATION

The Ocracoke Island Discovery Center and comfort station are located at 38 Irvin Garrish Hwy, Ocracoke, NC 27960.

3.0 BACKGROUND AND EXISTING CONDITIONS

The contractor is required to verify existing conditions.

The Ocracoke Discovery Center, built 1977, and the Comfort Station, built 1986, both are single story, wood framed buildings. The roofs are hipped Post and Beam frame type with 4’ center rafters cover with 2x6 tongue and groove planking with tar paper and architectural style shingles and 2x10 exposed wooden facia. The roof overhangs the exterior walls measuring approximately 16”. The roof of the Discovery center building measures approximately 43 ft x 27 ft, approximately 850 sf. The comfort station roof measures approximately 33x20, approximately 654 sq. ft and has two skylights, both buildings have a gutter system the

Discovery center is a single run of 43’ with 2 downspout, the comfort station has a single run around 2 walls for a total run of 53’ with only 1 downspout.

The comfort station has 2 4’x4’ skylight that are to be removed and discarded.

4.0 MAJOR WORK COMPONENTS

The contractor will provide all technical support, materials, tools, equipment, and manpower required complete the project.

The major work components are not meant to be an all-inclusive to do list for the project, but a list of the main items involved in the project. The contractor is responsible for verifying existing conditions. The contractor can use this list to assist with the bid process for this project. The major project components are listed below but are not limited to the following:

BASE BID:

A. The Contractor must submit for the government approval all products to be used on this project. Provide at least 21 days for government feedback / approval.

1. Specifically submit the new standing seam roofing system, including manufacturer’s recommendations for high wind application, testing, and installation instructions.

2. Erect temporary construction barriers to protect visitors, employees and restrict pedestrian access.

Comfort Stations:

B. Demo existing roofing. Included are all items down to the roof deck: shingles, drip edge, gutters, felt, vent boots, flashing, and skylights. Skylights are to be removed completely on the comfort station and – cut existing roof deck board material back to the nearest roof rafter/structural member and install new 2x6 tongue decking.

Completely remove roofing nails. inspect roof deck materials for rot and recommend repair options to C.O. for approval. Remove existing facia boards around both buildings, approximately 250 LF.

C. Protect exposed roofs during demolition until new roof materials are applied.

D. Provide new 0.40 Aluminum mechanically seamed double lock style structural standing seam metal roofing. New roof shall have the following features:

1. Concealed galvalume or stainless steel fasteners. No fasteners shall be installed through the roof deck to be visible from inside the comfort station.

Fasteners may be visible through the roof deck in the showers.

2. Completely cover the roof deck.

3. Provide new roof vent boot from the same manufacturer as the new roof.

4. Provide rubber membrane underlayment on the entire roof deck,

5. At the skylight openings, provide new tongue and groove boards to cover the opening. New boards shall match the angle of the existing boards and be fastened with type 316 stainless steel fasteners to the existing rafters. New roof deck boards shall match the existing thickness of the existing adjacent roof deck boards. New deck boards shall extend to a rafter or other structural roof framing member to provide the same structural support as the rest of the roof deck.

6. Carpentry/Roofing/Framing work necessary to provide a new standing seam metal roof in place of the existing roof is included in this project.

7. New roof system must meet International Building Code/North Carolina

Building Code for the wind rating of 120 mph at the project site. New

Roofing must meet ASTM E1514 for Standing Seam Metal Roof Systems or approved equal (Standard Specification for Structural Standing Seam Steel Roof Panel

Systems (astm.org)).

8. New roof must be installed by a qualified roofing installed who has specific knowledge and experience installing the roof system for this project. Installer must have a certification from a metal roofing association, or an equivalent manufacturer’s training and experience program.

9. New roof installation methods shall meet the requirements of the manufacturer to obtain a 30-year material warranty, 20-year weather tightness https://www.astm.org/e1514-98r17e01.html https://www.astm.org/e1514-98r17e01.html warranty, 120 mph wind warranty (with no exclusions for named storms or gusts), 20-year fade and chalk resistance warranty.

10. Color shall be a hunter green shade as selected by the COR.

11. Plumbing vents shall include new rubber boots from the same manufacturer as the roofing system

12. Temporary roofing shall maintain the project roof as watertight and able to prevent leaks and damage to the building and structure until reroofing work is completed. Contractor shall ensure the projects roof is 100% watertight at the completion of work each day.

E. Provide new 2x10 pressure treated wood facia boards. Utilize a minimum of four fasteners at each rafter plus 2 fasteners. Pitch cut the top of the facia board to match the slope of the rafters and roof deck.

F. Install new metal commercial type gutter system with downspouts to both building in same locations as existing and adding 1 downspout to the comfort stations system

Option Bid:

A. Replace roofing with Asphalt architectural shingles vice steel panels. All other work to be completed as described above.

NOTES:

1. All carpentry work required to install the new roof system is included in this project.

2. Stainless Steel hardware must be type 316 stainless steel unless otherwise approved by the NPS.

3. The NPS follows the International Building Code (IBC). This project must meet the

IBC, and all federal, state, and local codes.

5.0 SUBMITTALS

A. Product Data. The Contractor shall submit written documentation or color/product samples for materials identified in the Scope of Work.

1. Structural Standing Seam Roof System including fasteners.

2. Color Selection Sheet for Structural Standing Seam Roof

3. Hurricane Ties

4. Wood products

5. Rubber Boot material

B. Manufacturer requirements for Installer Qualifications

C. All manufacturer operation and maintenance manuals, warranties, and cleaning instructions shall be submitted before final payment is made.
