STATEMENT OF WORK
PROJECT SCOPE:
The U.S. Fish and Wildlife Service (Service), Office of Law Enforcement (OLE) mission is to protect wildlife resources by investigating wildlife crimes, regulating wildlife trade, and helping others understand and comply with protection laws. OLE works in partnership with federal, international, state, tribal, and local counterparts. The objective of the law enforcement program is to secure and maintain widespread voluntary compliance with federal, state, and international conservation laws, regulations, and treaties. The Wildlife Inspection Program (WIP) is the
United States’ front-line defense against illegal international trade in wildlife their parts and products. Uniformed Wildlife Inspectors (WIs) monitor wildlife imports and exports to ensure shipments meet the requirements of U.S. laws, such as the Endangered Species Act, as well as the foreign laws and international agreements, such as the Convention on International Trade in
Endangered Species of Wild Fauna and Flora (CITES). Wildlife Inspector Canine handlers and their assigned canine are specialized units used in detecting and interdicting illegal wildlife trafficking in international trade.
Several challenges to the current canine program need to be addressed, including evaluation of canine and handler selection and training, evaluation of the program structure and accountability, and development of a strategic implementation plan.
The OLE/WIP is soliciting a contract for a canine program developer to analyze the current canine program and recommend any necessary changes to improve efficiency and effectiveness.
PROJECT OBJECTIVES:
The contractor shall provide a program needs analysis to include policy and operations, program structure and accountability recommendations, canine and handler selection criteria, training and development recommendations, and standard operating procedures for each area of the analysis for the OLE/WIP Canine Program. The contractor shall provide a stepwise 5-year implementation plan with essential operational, structural, and budgetary components from the findings of the program analysis.
This position will work with Senior Wildlife Inspectors at Headquarters to receive guidance to complete job duties and gain access to applicable historical documents, current policy, and programmatic management.
SPECIFIC TASKS
1. Review and analyze the policies, procedures, handbooks, directives, training curriculum, memoranda, and other relevant documents related to OLE/WIP Canine Program.
2. Observe and analyze training course and interview personnel at current training center(s) to gain an understanding of their roles, responsibilities, training, and certifications.
3. Interview and review procedures of current and previous OLE/WIP Canine Handlers and their supervisors for background, current standard operating procedures, and all aspects of management.
4. Review and analyze the canine detection and handler inspection and seizure protocols including operational methods, deployment, reward structure and execution, and detection data reporting in the Law Enforcement Management Information System.
5. Review and analyze maintenance training and proficiency training including the use of training aids and training logs.
6. Review and analyze medical care, veterinary services, and health and conditioning protocols for current canines.
7. Provide recommendations for new handler and canine selection criteria.
8. Provide a program needs analysis to include strengths, weaknesses, opportunities, and threats analysis (SWOT) and recommendations.
9. Provide a 5-year implementation plan to include all aspects of the canine program recommendations with essential operational, structural, and budgetary components.
PROJECT DELIVERABLES
Item #1 Background Duration
Review and analyze current policies, procedures, program components, and training coalescing in a summary word document report of analysis and findings to include any necessary attachments.
2 Months
Item #2 Needs Analysis Duration
Write and submit a word document and any necessary attachments for the program needs analysis including all components listed in specific tasks.
4 Months
Item #3 5-year Implementation Plan Duration
Write and submit a word document and any necessary attachments describing the recommended 5-year implementation plan.
6 Months
CANDIDATE CRITERIA - CERTIFICATIONS, LICENSE, PHYSICAL
REQUIREMENTS OR OTHER EXPERTISE REQUIRED
It is desired that best qualified candidates have:
• Prior law enforcement detection canine officer experience >5 years. Conservation
Canine experience required.
• Prior law enforcement detection canine supervisor or program manager experience >5 years preferred.
• A minimum of 200 hours of formal training by accredited detection canine courses preferred.
• Certification(s) from an accredited detection canine program required.
• Demonstrated action oriented and problem-solving skills preferred.
• Effective communicator and collaborator preferred.
CONTRACTOR REQUIREMENTS
The Contractor shall perform all requirements specified in this statement of work and shall be legally authorized to conduct business in the United States.
The contractor shall wear a government issued identification badge when at a government facility. The contractor shall identify themselves as contractors when their status is not readily apparent and always display the government badge in plain view. The contractor shall identify themselves as contractors with all government correspondence.
Contractor’s employees shall comply with all applicable government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, and possession of weapons or illegal drugs) when visiting or working at government facilities.
The Contractor shall ensure contractor employees always present a professional appearance and their conduct shall not reflect discredit on the United States or the Department of Interior.
CONTRACT TYPE, PERIOD AND PLACE OF PERFORMANCE
The government will award a firm fixed price commercial services contract. The period of performance will be six months from award date and duties to fulfil this contract can be conducted remotely.
OPERATIONAL HOURS
Work will normally be performed up to 40 hours per week during normal business hours, Monday-Friday, excluding Federal holidays for a total of 960 hours.
OVERTIME
Overtime / Compensation (Comp) Time is not authorized.
GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITIES
PROVIDED
The government will provide contractor a PIV card and computer to include monitor.
Contractors are responsible to provide their own internet. Contractors need to have access to a phone or use of Microsoft TEAMs for work related communication. Contractors may only maintain work product on their government issued computer or the USFWS server.
SECURITY CLEARANCE/POLICE CHECK/DRIVING RECORD CHECK
National Agency Check and Inquiries background investigation will be performed which requires (responsibility of Contract Company or third party entity for single proprietor):
• Police check
• Background Investigation
SECURITY
The work performed to support this tasking will be unclassified but sensitive.
REIMBURSABLE EXPENSES (TRAVEL, CONFERENCE, TRAINING, EQUIPMENT
OR MATERIALS, ETC.)
Limited travel may be required to conduct interviews and observe canine operational training, procedures and deployment. The contractor may be required to travel to other locations in support of the tasks described in this statement of work. Prior to incurring any travel expenses, contractor personnel must obtain written authorization from the Project Officer to approve approximate travel, dates, expected duration, origin and destination, purpose, estimated costs and the number and names of personnel traveling. Contractor expense reports shall be prepared and processed in accordance with the Federal Travel Regulation (FTR).
NON-PERSONAL SERVICE STATEMENT
Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying federal policy, obligating the appropriated funds of the U.S. government, overseeing the work of federal employees, providing direct personal services to any federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The government will control access to the facility and will perform the inspection and acceptance of the completed work.
GOVERNMENT PROJECT OFFICERS
The Government Project Officer will provide general instructions on limitations and deadlines and is responsible for administration of the task order in compliance with the contract to include inspection and acceptance of deliverables.
