EXECUTIVE SUMMARY

The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), Firearms Operations Division (FOD) would like to acquire (3) three portable labs with a bullet recovery system to support its law enforcement partners in the field that currently do not have the out let and means to support the test firing of firearms for submission in to its National Integrated Ballistic Information Network, better known as NIBIN.

ORGANIZATION

Department of Justice (DOJ) Bureau of Alcohol Tobacco and Firearms (ATF) Firearms Operations Division (FOD) Audit and NIBIN Mobile Operations Branch

BACKGROUND

The Bureau of Alcohol, Tobacco, Firearms and Explosives, Firearms, Operations Division is the home of the NIBIN Program. There are approximately 160 Federal, State and local NIBIN sites around the country. These sites include NIBIN "partners" at Federal, State and local agencies, and FOD personnel at the three ATF Forensic Science Laboratories (FSLs) in Atlanta, Georgia;

Ammendale, Maryland; and Walnut Creek, California as well as the NIBIN National Correlation and Training Center (NNCTC) located in Huntsville, Alabama.

All NIBIN sites use Integrated Ballistic Identification System (IBIS) technology to search ballistic information in an automated environment and provide links between firearms related violent crimes and recovered firearms. When used during an investigation, NIBIN can help solve violent crimes and identify shooters before they re-offend. NIBIN's mission is to reduce firearms violence by identifying, targeting and investigating shooters. A successful NIBIN program has ATF collaborating with other participating agencies while adhering to four critical steps:

• Comprehensive Collection

• Timely Turnaround

• Follow-Up

• Feedback:

OBJECTIVE AND SCOPE

OBJECTIVE: The objective of this requirement is to provide three firearms test fire rooms so that our law enforcement partners have the ability to provide ballistic material from recovered firearms for NIBIN submission. These rooms will come complete with a shoot tank, HVAC system, HEPA ventilation, LED lighting internally and externally, internal and external cameras that record on internet accessible devices. The Lab will be specifically designed to accommodate a Bullet Recovery System and IBIS equipment and will have three sets of hook-ups for Ethernet, USB, HDMI and CAT6 connectivity.

SCOPE: This project will acquire expertise of a vendor that is certified and has the ability to provide an external 40’ X 8’ test fire room.

• The tank will be a self-contained, modular unit with every abutment welded 4 times – TIG welded inside & outside and MIG welded inside and out

• Will include detailed Operating Guides, warranty, utility hook-ups, start-up and personnel training.

• Unit will be capable of receiving a 50 BMG round

• 6" diameter shooting-port Solid State LED Interior Light

• There will be a lamp assembly mounted below the water line. The underwater light and housing must be specifically constructed to withstand dynamic shock of repeated .458 Win Mag firing, without damage, over the full warranty period.

• The lamp must be conveniently replaceable without draining the tank.

• Interior HDPE mat surface skimmer

• Commercial-grade water pump vacuum retrieval

• High-performance cartridge filter brass catcher

• Automated lid opening start up system

• HEPA air filtration system with high pressure blower

• Shooting port will be a 6" Sch. 40 Stainless Steel tube, angled such that the centerline of the tube extends to the abutment of the tank bottom and target end. Length of the tube will be sufficient to prevent a fired projectile from exiting the tank, regardless of the firearm-shooting angle.

• Bullet trap will allow users to have the ability to easily and quickly recover projectiles from the bottom of the tank. An integrated vacuum system and wand attachment will be utilized, with the capability of gathering a minimum of twelve 44 magnum, 180 grain projectiles in a single batch.

• After gathering, the projectiles and their accompanying fragments will be discharged into a mesh stainless steel basket using a simple operator control. Recovery procedure will enable the operator to access the entire bottom area of the tank. The vacuum system will have the additional capability of cleaning the tank using cleaning accessories.

3.0 WATER FILTRATION

• A commercial grade stainless-steel water pump and high-performance cartridge filter will be provided. The pump will be continuous-duty rated to at least 10gpm capacity with sufficient pressure to establish a visible surface flow from front to rear of tank.
