Statement of Work
Support Services: Bird Protection/Cleaning
1 Background
Provide labor, material, and equipment necessary to apply bird deterrent for HMX-1 Hangar 2132. This work DOES NOT include repairing existing bird netting, installation additional bird netting. The contractor will be required to install bird deterrent along various surfaces and professional cleaning of the floors and walls in the Hangar. (See exhibit 1) This work will take place throughout the entire Hangar (28,556 square feet) space. These additional measures will help prevent European Starlings and Pigeons from entering the Hangar.
The government will issue a Firm Fixed Price Order. As such, additional/unexpected work is not authorized.
The contractor shall provide a list of personnel who will be performing the work to gain proper security clearance prior to award of the contract.
2 General Requirements
Service needed: Support Services: Bird Deterrence to remove bird’s ability to easily seek refuge within an actively used aircraft hangar.
Place of Performance: Marine Corps Airfield, Marine Corps Base Quantico, Hanger 2132
Performance Start Date: 15 August 2023
Performance End Date: 31 September 2023 or proposed end date
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration
Contractor is not under the direct supervision of the U.S. Government or any of its officers or employees.
All logistics and coordination between Contractor and Marine Corps Airfield Quantico must be passed through the U.S. Government On-Site POCs:

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support.
2.3.3 Personnel Administration
The contractor shall provide management and support as required. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the SOW requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract requirements.
2.4 Subcontract Management
N/A, Not Required.
2.5 Contractor Personnel, Disciplines, and Specialties
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document (see applicable Wage Determination), labor rates, and man-hours utilized in the performance of each Performance Requirements contained in section 3 of this SOW will be the minimum necessary to accomplish the task.
The Contractor shall provide the necessary resources to manage, perform, and administer the contract.
The contractor shall be responsible for safety of employees, and Government employees within the work site premises during all operations in accordance with all Government safety requirements and guidance (EM-385-1-1) including the contractor providing and supervising the appropriate use of all personal protective equipment.
Any incident involving injury to Contractor’s employees or property damage must be immediately reported to the Contracting Officer and the MCAF Quantico Safety Office.
During the performance of work under this contract, the Contractor shall strictly adhere to Environmental Protection Agency Regulations (EPA), Federal Occupational Safety and Health Regulations (OSHA), U.S. Army Corps of Engineers Safety and Health Handbook (EM-385-1- 1), as well as all applicable state and local requirements.
2.6 Location and Hours of Work
Accomplishment of the Performance Requirements contained in section 3 of this SOW requires work at: Marine Corps Airfield, Marine Corps Base Quantico, Hanger 2132.
Normal workdays are Monday through Friday except US Federal Holidays. Workers typically work eight (8) hours per day. Flextime workers start not earlier than 0600 and not later than 0900. Core hours of work are from 0900 to 1500. The Contractor is expected to be available during core hours. Performance conducted during irregular working hours as necessary to complete requirements must be approved by Marine Corps Airfield Quantico.
The Contractor is advised that this installation is a premier installation for the United States Marine Corps. As such there are times, because of heightened security measures (as result of threats, visiting dignitaries, and other reasons), the contractor may not have access to the installation or portions thereof. Many of these events can and will be coordinated with the contractor prior to the event by the CM or ET; however, this may or may not be the case. If it is determined that the contractor cannot work, the government shall furnish a time extension on a day for day basis for such interruptions as approved and agreed upon by the KO, however, the contractor will not be entitled to any additional compensation for such delays as may result.
The Contractor must be aware that Quantico MCB is a controlled access installation, and as a result requires photographic identification and the potential of vehicle inspection to gain entrance onto the installation. Detention, delay, and or other challenges presented to the contract because of this fact are the sole responsibility of the contractor. The Contractor must be aware that MCAF Quantico is a controlled access installation, and all individuals entering MCAF will be vetted per ACCESS CONTROL POLICY FOR MARINE CORPS AIR FACILITY QUANTICO AFO 5500.14C. Contractors are required to contact MCAF Installation Protection 7 working days prior to start of work.
2.7 Contractor Travel
This is a Firm Fixed Price (FFP) type acquisition. Any Travel matters associated with the performance of this contract, remain the sole responsibility of the contractor. The U.S.
Government shall not have any financial responsibility other than paying for the FFP on each
CLIN.
3 Performance Requirements
The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 Provide Support Services: Bird Deterrence
3.1.1 The contractor shall provide a specific cleaning plan and timeline-based phasing plan to accomplish performance requirements and attend a post award kickoff meeting to solidify recommended timeline and phasing plan development with all interested parties prior to the start of the period of performance.
3.1.2 The contractor shall ensure equipment is able to be broken down and moved as required for approaching destructive weather.
3.1.3 Conduct live trapping and relocation of birds who are currently residing inside hanger during all phases of the installation.
3.1.4 Provide and install 450ft of new 2 ft long stainless steel 5 prong repelling bird spikes with snap off sections and /or equivalent bird deterrent to cover the 8” area of steel beam on the top of the Hangar doors and tops of cranes that are 30ft. long each.
3.1.5 Prepare floors, walls, and other various equipment by wetting down bird feces prior to cleaning to eliminate an air born particulates. Customer will remove all aircraft and equipment that shall not be cleaned prior to execution of the phase. The Contractor and Customer will jointly identify ahead of time, any fixed equipment that cannot get wet (to include fixed electrical switches, boxes, etc.), and that equipment shall be covered by the contractor prior to spraying for feces removal.
3.1.6 Thoroughly clean floors, walls, doors, and other fixed equipment with a clean detergent to remove and disinfect the bird feces from the hangar area (28,556 square feet).
3.1.7 The Contractor shall conduct work in a phased approach, allowing government continued use of no less than ¾ of the space. Government will remove aircraft and equipment from the ¼ of the hangar being executed during each phase.
3.1.8 A aerial lift or equivalent type of equipment may be needed to complete this scope of work.
3.1.9 The Contractor shall warranty (at no additional cost to the government) services provided by returning to correct any issues that allow for a bird incursion for a period of no less than 5 years.
4 Special Requirements

4.2 Quality Control
The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
The Contractor's quality control is how it assures itself that its work complies with the requirement of the contract.
