STATEMENT OF WORK FOR
SOFTWARE LICENSE FOR GOES-R SERIES SATELLITE
ENGINEERING AND ANALYSIS TOOL
Background The Geostationary Operational Environmental Satellite (GOES) R Series Flight Project led an effort to address an unmet but critical need for satellite operations - a viable satellite telemetry engineering analysis system, used to monitor the health and safety of the GOES-R Series satellite. In 2014, after a trade study evaluation, it was determined that the most technically proficient and affordable solution would be a hybrid system comprised of a processing engine and user interface coupled with a Ground System provided archiving system. A solution was provided to meet these needs, with a Period of Performance that encompassed support of the GOES-R/S/T satellites. A license extension is now required for the final GOES-R Series satellites (GOES-U) and should be integrated within the existing engineering analysis system. Note the prior extension done in 2019 was supposed to encompass GOES-U, but due to launch slips with the GOES-T satellites the current extension will not meet the GOES-U launch date.
Scope The Contractor shall provide a license extension, including a core system update for additional spacecraft support, to the existing engineering analysis system.
Requirements The license extension shall provide for use of the existing engineering analysis system for additional GOES-R Series satellites.
Note: All documentation, training and maintenance of the system, plus custom integration into the GOES-R Ground System will be acquired under a separate procurement.
Deliverables or Delivery Schedule License extension for an additional GOES Series satellite (GOES-U) to be provided within 30 calendar days of award.
Government-Furnished Equipment and Government-Furnished Information Not Applicable
Place of Performance License extension to be provided to NASA/GSFC at the Satellite Operations Control Center of the National Oceanic and Atmospheric Administration.
Period of Performance Duration of the Mission, including two years of core system updates starting at the date of license execution.
