Walton De-Ice Service for GOES-R HR4-5-6
NEEB2000-23-00176
NOAA Wallops Command & Data Acquisition Station
STATEMENT OF WORK
1. Introduction/Background:
The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product
Operations (OSPO) is an organizational component of the National Environmental Satellite, Data and
Information Service (NESDIS). The OSPO has operational responsibility for the Satellite Operations
Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition Stations (CDAS) at
Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users. Wallops CDAS has a requirement for performing Pre-season maintenance procedures on
18 propane heaters across 3 Wallops CDAS 16.4M Geostationary Operational Environmental Series
(GOES) antennas. The 3 antennas are Hurricane Rated (HR) 4, 5 and 6.
2. Objectives
The purpose of this acquisition is to procure qualified service for the GOES – R antennas HR-4/5/6 heating system. De-Icing Servicing pertains to the 6 heaters attached to the underside of the dish on the antennas. Each heater blows hot air into an enclosed plenum on the back side of the antenna. The 18 heaters must be maintained per the manufacturers specifications by factory certified personnel using
Original Equipment Manufacturing (OEM) parts and materials. These heaters are a critical part of the
GOES antenna system. The system is designed to heat an enclosed plenum which will thereby melt any snow/ice on the dish of the antenna. The reason this is important is because snow/ice can:
1. Disrupt the weight / balance of the antenna and cause an unbalanced load on the gears and motors
2. Snow / Ice at certain frequencies absorb RF radiation which can impact reception of data from satellites.
3. Qualifications
1. Certified Propane Mechanic/Technician will be utilized for this service and be fully authorized by the manufacturer to perform the servicing of the heaters, and proof of this certification must be provided.
2. Minimum three (3) year technical work experience on specified heaters. Proposals shall identify the key personnel that will be available for the support of the service agreement, and a preferred background experience with the Wallops CDA Station, or similar critical 24/7 facility.
4. Scope of Work
Heater Specifications: Make: WB Walton Model: ADC 3000 (100000 BTU)
Each heater will be inspected, tested, cleaned and repaired as needed. The qualified service technician will:
(1) perform an initial system check to determine the status of each heater via the control box on the elevation level on the antenna.
(2) then one by one open the heater, cleans all the orifices, replaces any faulty parts / hardware
(3) performs a propane gas flow analysis and pressure check from the 1000-gallon propane tank to each heater
(4) then tests the heater for correct operation.
All parts, labor, and testing for performing the pre-season maintenance procedures shall be provided by the contractor. Any work related to the tasks described herein shall be coordinated with Facility
Management personnel and any deviation shall be made with the concurrence of both the contractor and the Government.
The service location is NOAA CDA Station, 35663 Chincoteague Road, Wallops Island, VA 23337.
Subject to the Service Contract Labor Standards (SCLS).
23410 – Heating, Ventilation and Air-Conditioning Mechanic
5. Non-Price Evaluation Requirements
1. Contractor must be a fully authorized by the manufacturer to perform the servicing of the heater units, and proof of this certification must be provided.
Contractor Qualification – provide supporting documentation/certification/letter to validate contractor has manufacturer authorization to work on this acquisition.
2. Key Personnel Qualifications: Minimum three (3) year technical work experience on propane heaters. Proposals shall identify the key personnel that will be available for the support of the service agreement, and a preferred background experience with the Wallops CDA Station, or similar critical 24/7 facility.
Technical, Key Personnel Qualifications – To effectively meet the requirements, provide manufacturer training certification for each technician assigned to job, years of experience working on manufacturer equipment, employee work profile/resume.
3. Past Performance: Contractor shall relevant performance on other contracts or affirmatively state that it possesses no relevant past performance. List a minimum of two current/previous contracts similar in support requirements, content and complexity to the effort of this RFQ. Information shall include contract number, name and address of the Government agency or commercial entity, point of contact with current phone number, date of contract award, period of performance, and contract value. The requested past performance shall not be older than 5 years. The Government reserves the right to contact any government and private source in addition to those included with the quote. The Government shall consider this information obtained from any other sources, when evaluation the offeror’s past performance.
4. Cost/Price – The offeror’s Fixed Price CLin’s shall be evaluated by the total Firm Fixed Price for this proposal. Fixed price proposals will be reviewed for reasonableness, affordability, and realism to determine whether they reflect an understanding of the requirement or any significant unbalanced pricing. Cost may play an additional role since considerations of cost in terms of best value and affordability may be controlling in circumstances where two or more proposals are otherwise adjudged equal or when a technically superior proposal is at a cost that the Government cannot afford.
An adjectival method will be used to rate each factor:
• Excellent – The quote is fully and completely responsive. The contractor has thoroughly demonstrated that it has the capability to provide superior service in the performance of the tasks. An assigned rating of excellent indicates that in terms of specific factors, the quote contains significant strengths and no weaknesses and/or risks or minor weaknesses and/or risks.
• Good – The quote is adequate with no major weaknesses. The contractor has demonstrated that it has the capability to successfully provide quality service throughout the life of the contract. A good rating indicates some strengths with few or minor weaknesses and risks that are only minor.
• Acceptable – The quote is minimally satisfactory: however, it may contain a number of weaknesses and risks. These weaknesses may diminish the quality of services in some areas of performance but overall will not jeopardize performance. A rating of acceptable indicates few strengths.
• Marginal – The quote fails to adequately address the majority of the Government's and, therefore, there is a low probability of successfully satisfying the solicitation requirements. A marginal rating indicates that the quote contains significant weaknesses. It may also contain significant risks.
• Unacceptable – The quote fails to adequately address the requirements and there is no probability of successfully satisfying the requirements. An unacceptable rating indicates deficiencies and major weaknesses, as well as numerous risks that would require extensive corrections or a complete rewrite of the quote.
