1. BACKGROUND

Gulf Islands National Seashore (GUIS) is a unit of the National Park Service and is head quartered in Gulf Breeze, FL. State Highway 399/ J. Earle Bowden Parkway is located at the East end of Santa Rosa Island and attracts hundreds of visitors annually.

State Route Hwy 399 is 7.4 miles long and 33 to 34.5 ft wide consisting of two 12 ft wide lanes and 4.5 to 5 ft wide paved bike/pedestrian shoulders. The road becomes a state-owned road at each of the NPS boundaries. The road was devastated, along with adjacent routes, by rain and storm surge as a result of hurricane Michael in October 2018, causing widespread roadway shoulder and pavement damages. Damages mainly included lane and/or shoulder drop off and edge cracking due to undermining of the pavement structure caused by erosion of the subgrade which consisted of native sand. Following the event, the damaged sections of Hwy 399 were approved for emergency repair primarily consisting of Type I, full-depth pavement patching with stabilizing and reinforcing the subgrade using cellular confinement system (CCS) and geotextile to restore the damaged travel lanes and shoulders. The construction was completed in December 2018.

Following construction, some localized damages developed at some of the patches.

Damage exist along the pavement joints at the interface between the existing pavement and the new patching where the pavement has subsided. The subgrade was sub-excavated as deep as 2ft to install the patches.
