STATEMENT OF WORK:

WATER TESTING SERVICES

(FY23 base year plus 4 option years – FY24, FY25, FY26, FY27)

OBJECTIVES

Laboratory analysis of water and wastewater samples collected within Cuyahoga Valley National Park.

These samples will be delivered by park staff to the laboratory for analysis. All services in this contract will take place at vendor laboratory. Laboratory to be within 50 miles of Brecksville, Ohio.

Drinking Water Testing: Wet Chemistry testing of samples delivered to the laboratory, for E. coli and Total Coliform. Testing performed by an Ohio EPA certified laboratory and in accordance with the National Park Service standards within reference manual 83A. Frequency of bacterial testing are subject to be adjusted or halted with changing park needs. Frequency would change if a sample failed the wet chemistry test. If a sample fails, one additional sample from the same source will be submitted for testing within 24 hours after the failed test results are discovered. The new sample will be delivered to the contractor during normal business hours. If a sample fails for a second time, then the NPS must follow RM 83A guidelines and resubmit an additional test. Contractor will charge the same amount as quoted for each additional test.

Wastewater Testing: Wet Chemistry testing analysis of samples delivered to the laboratory. Analysis types determined based on chart below based on time of year, as well as quarterly and monthly needs.

Tests are performed by an Ohio EPA certified laboratory and in accordance with the National Park Service standards within reference manual 83A.

LOCATION OF THE WORK TO BE PERFORMED

The samples will be gathered by park personnel and delivered to the testing location. The water testing laboratory will only need to perform the tests at their lab location and are not required to gather samples from the park premises.

PERIOD OF PERFORMANCE

Base year - This service will begin March 1, 2023 and expire on February 29, 2024.

Option year 1 - This service will begin March 1, 2024 and expire on February 28, 2025.

Option year 2 - This service will begin March 1, 2025 and expire on February 28, 2026.

Option year 3 - This service will begin March 1, 2026 and expire on February 28, 2027.

Option year 4 - This service will begin March 1, 2027 and expire on February 29, 2028.

WORK TO BE PERFORMED -

Drinking water testing to include: Wet chemistry testing of drinking water samples that are delivered on a monthly basis to the laboratory (exception would be a failed result which will result in additional testing). Testing will be done for 13 samples once per month. All samples will be tested for E. coli and Total Coliform presence and could be followed by additional tests (if determined to be contaminated).

Additional tests to be delivered to laboratory for processing within 24 hours (during normal working hours) after notification of a failed test. The contractor will be responsible for filing the test results with the Ohio EPA for 6 samples that have PWS (Public Water System) identification numbers (see below).

PWS results will be filed with the Ohio EPA within 24 hours after testing is completed. All 13 test results are to be reported as soon as available (typically within 3 business days) and are to be emailed to:

Drinking Water Testing Schedule:

Wastewater testing to include: Wet chemistry laboratory testing of wastewater samples that are delivered to lab May through October. Testing will take place as needed and determined by park needs and could be followed with additional tests. If samples fail the testing requirements the park service will deliver an additional sample within 24 hours (during normal working hours) after notification of failed sample. The current schedule for this testing is quarterly during the summer months (May through October) Additionally, depending on rain amounts and visitor usage of the facilities, these tests may lapse several months before testing is required. Historical data indicates a minimum of 2 samples will be tested during the summer with a maximum of 6 tests. Testing is to follow the Ohio EPA NPDS permit and is to follow the testing schedule below. Results are to be reported as soon as available (typically within 5 business days) and are to be emailed to: cuva_water@nps.gov.

SPECIAL REQUIREMENTS

All samples that fail the regular scheduled testing will be retested within 24 hours (during normal working hours) after notification of failed test is received. Contractor will charge the same amount as displayed on the price schedule on the Per Test Breakdown spreadsheet.

REPORTING REQUIRMENTS

Test results are to be reported to the NPS email address: Cuva_water@nps.gov as well as reporting agencies such as the Ohio EPA.

ADDITIONAL SERVICE

Additional testing can be performed by the laboratory based on the request of NPS staff. All of the additional off schedule water testing/ additional samples to be tested will be charged only the total price for that test type as outlined in the price schedule on the Per Test Breakdown spreadsheet
