STATEMENT OF WORK
TITLE: Procurement of TEM decommission service
I. BACKGROUND INFORMATION
The Materials Science and Engineering Division at NIST currently owns a Philips CM30 (serial number: D687) transmission electron microscope (TEM) instrument on the Gaithersburg, MD campus. The 300 keV-class instrument is no longer operational or needed for research mission purposes.
The CM30 TEM instrument has a LaB6 electron emission chamber, high tension/voltage tank and cable, and a power supply control cabinet. The instrument is equipped with two spectrometers, one X-ray energy-dispersive
(side-mount) and one electron energy dispersive (bottom-mount).
The CM30 TEM instrument is located in a lab on the ground floor, and the building loading dock is also on the ground floor. The hallway corridors between the lab and loading dock are about 2 m wide and 2.4 m high. The lab doorway is 1 m wide and 2 m high. The lab has two rail-mounted chain trolley hoists (1/2 ton rated), one above the electron emission chamber, and one above the high tension/voltage tank. Each hoist trolley has 2 m travel. Each separate component of the equipment is heavy. For example, the emission chamber weighs about
250 kg. The heaviest component is the TEM column at 500 kg. The trolley hoists were used for the original installation and are sufficient to handle the current weights. The TEM column can have wheels attached for relocation.
II. SCOPE OF WORK
The NIST transmission electron microscope and attached components will be decommissioned and disassembled to prepare them for relocation to the NIST excess property facility.
1) Separate each component of the microscope: electron emission chamber, high voltage/tension tank, HT cable, control unit(s), spectrometers, any associated cabling;
2) Safely recover sulfur hexafluoride (SF6) insulating gas from both the electron emission chamber and the high tension (voltage) tank in compliance with industry best practice;
3) Place the separated TEM components onto pallets or crates appropriate for relocation.
4) The Contractor will provide all the palettes and crates. NIST retained the shipping plate for the column
(used for the original installation).
5) The Contractor will provide the proper container for the SF6. NIST will dispose of the container, in coordination with NIST OSHE standards.
III. PERIOD OF PERFORMANCE
The period of performance shall commence within sixty (60) days after award.
IV. PLACE OF PERFORMANCE
All work shall be completed at the NIST, Gaithersburg, MD campus. Normal duty hours are Monday through
Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.
V. DELIVERABLES
The TEM instrument shall be dis-assembled and components placed onto crates or palettes appropriate for relocation to the loading docks of the same building. NIST is unsure if the transmission electron microscope column will fit though the access outside of the lab. If this occurs, NIST relieves the Contractor of this portion of scope and will make other arraignments but the Contract must show the NIST POC the equipment is too large.
VI. ACCEPTANCE CRITERIA AND PAYMENT
Government Acceptance: Acceptance will occur after the Government Technical Point of Contact has confirmed that all minimum requirements in this document have been met.
Payment: Advance payment is not authorized. Partial Payments are authorized. The contractor may submit and quarterly invoices in arrears after Government acceptance has occurred ..
VII. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.) Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements.
The Contractor employee is responsible for absences due to expired identification and access documents. Each
Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting
Officer (CO) upon termination of their services under this contract.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The
Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
