About this file

This is a Statement of Work for the purchase and delivery of a Bobcat L28 Small Articulated Loader for the Fort Belknap Health Center in Harlem, Montana. The equipment is intended to address critical safety needs, particularly for winter snow removal operations, which the organization identifies as its greatest safety hazard. The organization's current Bobcat fleet consists of a 1996 and 2000 model that are no longer safely operational due to age and unavailable replacement parts.

The contractor shall deliver the new Bobcat L28 loader to 669 Agency Main Street, Harlem, MT 59526 within 30 days of contract award. Beyond equipment procurement and delivery, the contractor is responsible for providing preventative maintenance according to the original equipment manufacturer's schedule and conducting onsite operator training upon installation and annually thereafter as coordinated with the Service Unit Technical Point of Contact. The loader will be equipped with multiple attachments to support year-round facility operations, including a bucket and plow for snow removal, a sweeper for sidewalk maintenance, a grass mowing attachment for summer operations, and a fork attachment for supply department loading and unloading functions. This requirement falls under the Indian Health Service's Buy Indian Act authority, with preference given to Indian Economic Enterprises and Indian Small Business Economic Enterprises, as indicated by the related Sources Sought notice (Solicitation Number 75H70926BAO_056).
