The instrument must perform smoke point testing on Aviation Turbine Fuels and Kerosene-based Propellants in compliance with ASTM D1322-24 standards and be suitable for routine specification and investigative testing.

The instrument must be a benchtop unit weighing no more than 50 lbs. with dimensions of 24"x24"x24", configured for standard 100-240V single phase, 50/60Hz electricity with a 20-amp plug. It shall include a digital camera system capable of analyzing and recording flame heights ranging from 0.0 to 50.0 mm with a minimum resolution of 0.05 mm. Required sensors include pressure (30-110 kPa, ±0.5 kPa accuracy), humidity (10-90% RH), and temperature (5-50°C). The instrument must automatically compensate for atmospheric conditions, calculate correction factors per ASTM D1322, and include a candle displacement system. Additional requirements include a digital display screen, data storage exceeding 2GB with USB 2.0+, Ethernet, and RS-232 ports, and the ability to connect to a printer. The package shall include one wick trimmer set, one wick tube, and 50 compatible woven circular cotton extracted wicks meeting specified dimensions. Delivery and installation must occur within 12 weeks at Vandenberg AFB in California. The contractor shall provide minimum four hours of on-site training, electronic copies of all manuals, technical support with a maximum three-business-day response time during business hours (M-F 9am-5pm), and a minimum two-year extended warranty. All shipping costs and insurance are included in the contractor's proposal. Payment occurs upon submission of a properly prepared invoice and after final inspection and acceptance.
