About this file

This Statement of Work (SOW) outlines technical support services for the Department of Energy's (DOE) Appliance Standards Program, to be performed by Lawrence Berkeley National Laboratory (LBNL). The contract encompasses two primary project areas: energy conservation standards analysis and test procedure development, focusing on space-heating, water-heating, and electronics equipment. Key tasks include conducting advanced engineering and economic analyses, developing scientific methodologies for energy use and life-cycle cost assessments, reviewing and developing industry test procedures, participating in public meetings, and providing strategic research guidance.

The SOW details four primary tasks: Energy Conservation Standards Analysis, Test Procedure Development, Program Research Direction Support, and Miscellaneous Research. Deliverables include Life Cycle Cost and National Impact Analysis models, Technical Support Documents, Federal Register Notices, public meeting presentations, research documentation, and an annual report. The contract is structured with flexible task assignments determined monthly by the LBNL Technical Lead, with potential for multiple rulemaking stages for each equipment type. The work supports DOE's mission of promulgating energy efficiency standards that are both technologically feasible and economically justified across residential appliances, commercial and industrial equipment, and lighting systems.

Statement of Work For Technical Support on the Department of Energy (DOE) Appliance Standards Program October 07, 2025

Background The Energy Efficiency Studies (EES) Department offers a broad range of expertise primarily in support of the U.S. Department of Energy's (DOE's) Appliance & Equipment Standards program and its mission to promulgate standards (through a rulemaking process) that achieve the maximum improvement in energy efficiency that is both technologically feasible and economically justified. EES conducts research and develops a unique and powerful set of core capabilities, including: energy policy analysis, cost-benefit assessment, including uncertainty and variability analysis, product life-cycle cost analysis, energy modeling and forecasting, environmental impacts assessment, economic research, national impacts analysis, and advanced technology and market assessment. EES analyses cover a range of products, including residential appliances, commercial and industrial equipment, and lighting systems. The selected Offeror will be responsible for 2 primary projects: energy conservation standards analysis and test procedure development. Within each project, the tasks apply to selected space-heating, water-heating, and electronics equipment for which DOE funds Lawrence Berkeley National Laboratory (LBNL) during the performance period of the subcontract. In addition, the Offeror will provide strategic advice regarding research within the program and assist on additional research tasks as-needed. All tasks associated with such equipment represent new work for follow-on stages of a given DOE rulemaking (e.g. there may be as many as 5 rulemaking stages for each equipment, each of which requires its own set of tasks and deliverables, and after completion of all stages in one rulemaking, another rulemaking may commence for the same equipment, requiring an entirely new set of tasks and deliverables.) Other selected equipment may be newly identified during this performance period. The LBNL Technical Lead will provide guidance on a monthly basis as to the selected equipment and tasks and time allotted for each.

Task 1: Energy Conservation Standards Analysis Lead or Perform Advanced Engineering and Economic Analysis for Specified Equipment for a Specified Rulemaking Stage Identify and obtain the most recent available data sets. Organize and work with large amounts of data using various types of software (such as simulation tools, spreadsheets, and database programs) to perform novel engineering and economic analyses. Develop new scientific/engineering theories and methods, and apply those concepts in the areas of energy use analysis, life-cycle cost analysis, and national impacts analysis , including methodological updates suggested by stakeholders or DOE in comparison to previous rulemakings or rulemaking stages. Interact with industry representatives to gather necessary data for conducting engineering/economic analyses. Design and express data needs for development of models and work with necessary parties to determine direction of analyses, which are expected to change as rulemaking stages progress. Provide input to staff assisting with tools.

Write or Oversee Writing of Technical Support Documents and Federal Register Notices for Specified Equipment for a Specified Rulemaking Stage Describe details of research and technical and economic analyses performed as part of sub-task 1.1; prepare tables and figures for supporting documents.

Participate in Public Meetings and Negotiations Participate in DOE public meetings and describe analyses performed to a diverse set of stakeholders including industry representatives and environmental advocacy groups. Prepare presentations for the public meeting.

Author or Contribute to New Reports and Presentations As needed and with approval of the PI, author or contribute to or review conference papers/presentations, LBNL reports, refereed journal articles, and technical memos, summarizing research methods, data sources, results, conclusions, and/or energy and economic implications along with appropriate graphics that clearly illustrate results. As needed and with approval of the PI, prepare written materials and deliver presentations for a broad spectrum of internal and external audiences.

Test Procedure Development Review, Conduct, lead and Provide Input on Industry Test Procedures for Specified Equipment for a Specified Rulemaking Stage

Review existing industry test procedures and those in development. When requested by LBNL Technical Lead, provide comment (or review comments) on draft industry test procedures to support development of a test procedure that could be adopted by DOE. Conduct research or analysis as needed in order to develop novel methods of test or adapt existing industry methods of test for DOE, or improve upon previous methods of test developed for prior rulemakings or prior rulemaking stages

Conduct or Lead Research to Develop Test Procedures for Specified Equipment for a Specified Rulemaking Stage.

Conduct research or analysis as needed in order to develop novel methods of test or adapt existing industry methods of test for DOE, or improve upon previous methods of test developed for prior rulemakings or prior rulemaking stages.

Write or Oversee Writing of Federal Register Notices for Specified Equipment for a Specified Rulemaking Stage

Describe details of test method developed as part of sub-task 2.2, summarize and respond to stakeholder comments on previous rulemaking stages, and write regulatory text.

Task 3: Program Research Direction Support Develop and maintain relationships with funders and stakeholders. Assist with strategic research planning. Assist Department Head and staff with data analysis problems regarding appliance and equipment standards. Provide expert advice on analytical tools and data collection methodologies.

Task 4: Miscellaneous Research Conduct other tasks as-needed as requested by the LBNL Technical Lead.
