STATEMENT OF WORK

Elevator Inspection and Maintenance

DATED

NATIONAL PARK SERVICE

IR1

1. BACKGROUND:

A. Valley Forge is looking to execute a service contract for our two-stop car elevator located at the Visitor Center.

1) This is a non-personnel services contract to provide elevator maintenance, testing, annual inspections, with a base & 4-year inspection services for the National Park Service (NPS). The Government shall not exercise any supervision or control over the contractor employees performing the services herein. Such employees shall be accountable solely to the Contractor, who, in turn, is responsible to the Government.

2) The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the elevator services as defined in this Statement of Work (SOW) except for those items specified as Government-furnished property and services.

3) The contractor shall also adhere to the manufacturer recommended preventative maintenance and corrective maintenance, industry standards, and any laws/regulations related to elevator services to ensure the elevator is continuously and fully operational to the highest level of effective and economic performance.

4) Type of Contract: Firm fixed Price for any repairs identified in the performance of the Preventative Maintenance (PM)

2. Period of Performance:

A. The period of performance for this effort will be a total of five (5) years; a one (1) year base and four (4) optional years.

3. Scope:

A. This SOW encompasses all activities associated with the operations, maintenance inspections, certifications, reporting and repairs of the listed elevator for the "American Standard Safety Code for Elevators" and American Society of Mechanical Engineers ASME A17.1 to include quarterly inspections/maintenance, regular (as needed) maintenance, and urgent maintenance.

B. The Contractor is required to notify, by phone or email, to the Contracting Officer’s Representative (COR), immediately upon discovering, of any operational deficiency with any equipment that requires the shutdown of the elevator and will provide a repair quote through email within 24 hours. Contractor will not proceed with any replacement and/or repairs without prior authorization from CO.

C. The equipment serviced under this contract shall be maintained as originally specified, designed, and manufactured. All replacement parts, materials, supplies and equipment shall be the manufacturers parts for the particular equipment or approved equal. All material furnished by the contractor shall be new and specifically approved for use and of such quality and size to assure that complete repairs fulfill the intended requirements of the existing equipment design and performance.

D. All repair, maintenance, testing and inspections shall be completed by a technician trained and certified for work on the specified equipment.

E. The Contractor must furnish all labor, material, equipment, and management necessary for the maintenance, testing, and inspection of all repairs, major and minor, to keep equipment in the condition that it may be utilized at its original capacity for its intended use.

F. After each scheduled inspection, test, service call or repair/overhaul, the Contractor shall furnish a complete written equipment report describing the work performed and provide it with the invoice by email to the COR five (5) working days after the end of the month when work is performed. This report shall indicate what the equipment was, its location, who serviced it, and what maintenance was conducted and all other information and in a format agreed to between the COR and Contractor.

G. Site work must be scheduled and prepared for to ensure work proceeds smoothly; as system shut offs, if needed for work, must be coordinated with those who will be affected by the Park. The contractor shall provide the COR a schedule of service for all equipment listed within 30 days of the award.

H. Scheduled activities:

1. Periodic inspections (6 month) Pennsylvania requires elevators to undergo a 6-month inspection to verify continued compliance with safety regulations. During this inspection a certified third-party inspector evaluates the mechanical, electrical, and operational components of the elevator.

2. Three Year Pressure Test (Option Year Two) In Addition to periodic inspections, hydraulic elevators are subject to a pressure test every three years. This test involves testing emergency conditions of the hydraulic system to ensure the system is functioning properly and stays intact.

3. Five Year Full Load Test (Option Year Four) In addition to periodic inspections, hydraulic elevators are subject to a pressure test every five years if they are equipped with a safety. This test involves simulation emergency conditions to ensure the elevator emergency brakes and safety mechanisms function correctly.

4. General Maintenance Requirements:

A. The contractor shall establish and execute an effective system for accomplishing scheduled inspections, testing, preventative maintenance, certifications, and repairs. The contractor shall submit to the COR within 30 calendar days after contract award:

B. Provide a proposed quarterly maintenance, inspections, and testing schedule.

C. The contractor shall perform periodic testing defined in Section 405.8 of the Uniform Construction Code of all Vertical Transportation Equipment (VTE). Upon completion the contractor with provide a report of this testing to the COR and to the Elevator Division at the following address:

D. Proposed maintenance requirements to be performed on the equipment. This is the detailed description of what and how the maintenance will be done with each scheduled service.

E. A qualified inspector shall perform an inspection bi-annually to meet State Requirement for this contract.

Note: These submissions once approved shall not supersede any requirements within the SOW and shall be used to assist in QC/QA

F. The Contractor shall have the following licenses/certifications and provide copies with proposal:

1) Certified elevator Technician (CET)

2) Qualified Elevator Inspector (QEI)

5. Scheduling and Reporting

A. Equipment shall be maintained according to the manufacturer’s recommended preventative maintenance (O&M Manuals), best practices of the industry, and as directed.

B. All services, preventative maintenance, and repairs that are scheduled must be completed during the timeframe scheduled. The Contractor must submit in writing a request for deviation with appropriate justification to the COR for approval. If a request is denied, no deviation will be accepted.

C. After each scheduled inspection, service call, or repair/overhaul, the Contractor shall furnish a complete written report describing the work performed. This report shall indicate what the equipment was, its location, who serviced it, and what maintenance was conducted, and in a format agreed to between the COR and Contractor and provide it with the invoice by email to the COR 5 business days after work is complete.

D. For any major repair work that requires the shutdown of all or part of the system necessary to perform any work:

1) The COR/POC must be notified in writing by email at least twenty-four (24) hours in advance of when scheduled work is to be performed.

2) The notification must include the length of time for the proposed shut down.

3) If they are delays that require an extended time beyond what was proposed in the written notification, the Contractor must inform the COR in writing by email of the continued delays with an estimated time frame for everything being back online as soon as it is known

6. Hours of Operations

A. The standard hours of operation are 7:00 am to 5:00 pm Monday through Friday EST with the exception of Federal Holidays. Work can be performed outside these hours but must first be coordinated and approved by the COR 48 hours prior.

B. All work must be scheduled in advance with the COR to ensure the Park can provide access and escort while in the Visitor Center.

C. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW.

7. Recognized Federal Holidays and Other Government Directed Closings

A. The Contractor is not required to work on Federal holidays. The following is a list of current recognized Federal Holidays:

8. Periodic Meetings

A. The Contractor agrees to attend any post award conference convened by the Government in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

9. Site Cleaning/Conditioning

A. Elevator pit, equipment room, and/or areas as well as the equipment must be maintained in clean and orderly environment.

B. During quarterly maintenance the contractor shall ensure that the elevator shaft and mechanical equipment are cleaned up and all drains are free of debris. The Contractor shall report any issues to the COR by email and provide pictures of any NPS housekeeping issues.

C. During quarterly maintenance the Contractor shall ensure that the mechanical room/area is cleaned as well as any compartments they have around the equipment.

10. Minimum Staffing/Coverage Requirements

A. Key Personnel

1) The contractor shall assign a Project Manager who shall be available by email and phone with the capability of responding during business hours within one (1) hour of receiving a call or email from the CO/COR. This shall be achieved by providing one phone number and email to the CO/COR to call for this requirement, not a list of numbers and personnel names.

2) The Project Manager manages all maintenance, repairs, service calls and other related activities required by this contract; lead the on-site technical personnel and serve as technical point of contact for the performance of this contract.

3) The Key Personnel shall be available for all meetings.

4) The Project Manager shall be responsible for the performance of daily work. The Project Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.

5) The Project Manager shall be available between 7:00 a.m. to 5:00p.m. EST, Monday through Friday except Federal holidays or when there is a government directed closing.

6) There shall be a contact number provided for any after-hours needs.

B. Other Technical Personnel Requirements

1) The Contractor shall submit resumes and licenses/certifications for technical staff performing testing, inspections, and corrective actions on this contract with proposal.

2) Identification of Contractor Employees

3) The Contractor shall require its employees to wear distinctive uniform clothing, safety shoes and shall assure that every employee is in uniform when performing contracted activities at the park.

4) The uniform shall have the Contractor’s name, easily identifiable, permanently attached

11. Work to Be Performed

A. Task 1: Preventative Maintenance

1) These specifications set forth in this section for routine preventative maintenance activities is what American Standard Safety Code for Elevators and ASME for Dumbwaiters and Escalators expects the Contractor to perform on the Vertical Transportation Equipment (VTE). The Contractor shall provide a fixed quarterly compensation basis for performing this preventative work for each system identified. This fixed quarterly compensation shall include the cost for material, equipment, and overhead that are required to perform the preventative maintenance as specified in this PWS.

B. Task 2: Regular, Urgent Maintenance:

1) Regular and Urgent maintenance is defined as any scheduled and/or unscheduled work that is required to prevent a piece of equipment or system component from failing, to include ducts from breakdown/failure that may have been found through preventive maintenance or routine inspection or observation by the Contractor and/or Government personnel, that was not identified through a service call. The contractor shall:

a. Report any emergency issues that require repairs and/or replacements or may lead to a repair and/or replacement to the COR immediately by phone or email of the finding. Estimates will be required after discussion with COR about the issue.

b. Report any non-emergency issues that require repairs and/or replacements or may lead to a repair and/or replacement to the COR within eight (8) hours by phone or email of the finding. This will be followed up with a quote for the agreed upon corrective action by email within 24hours.

c. If the Government identifies an issue, and the COR reaches out to the Contractor, the Contractor must respond by within one (1) hour during normal working hours of receiving the notification. The notification and response may either be in email, verbal or text message.

d. The COR and the Contractor will review the identified issue and discuss repair options and other relevant information, and the contractor will provide a quote for the repair. A time frame for repairs shall also be provided and any changes to it will be sent to the COR in email to ensure accurate communication.

e. All emergency repairs must be completed within 24 hours after COR and Contractor review and agree upon the corrective action unless another time frame is agreed to in writing beyond the initial 24 hours by the Contractor and the Government.

f. Any non- emergency repairs must be completed within 72 hours of notification.

g. Labor hours shall be approved in advance. The Contractor shall submit the request associated documents to the COR and CO for validation/signature.

12. Performance Standards

A. Quality Control

1) The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is how the contractor assures itself that its work complies with the requirement of the contract.

2) Prior to award, the Contractor shall develop and submit to the CO and COR a comprehensive written QC plan (QCP) to actively identify and correct performance failures for all work performed under this contract.

3) The QC plan must identify resources and include procedures to maximize quality and ensure completion of each task during the established period of performance.

4) The Contractor’s organizational structure for its QC process shall establish a plan that minimizes potential conflicts of interest between the offeror’s personnel that performs the maintenance work and the personnel that will inspect the work.

5) After acceptance of the QC plan, the contractor shall receive the Contracting acceptance in writing of any proposed change to his QC system.

B. Additional Applicable Performance Requirements

1) Perform all work in an efficient, safe, and timely manner.

2) All work, parking of vehicle, and all other operations in connection with this contract shall be confined to the specified hours and work areas designated and approved in writing by the COR.

3) Once work has begun on any given piece of equipment, the Contractor’s mechanic shall not leave the site to respond to other customers’ service requirements at other locations.

4) Without expense to the Government, be responsible for obtaining any necessary licenses and permits, and comply with any applicable Federal, State, and municipal laws, codes, and regulations.

5) Be responsible for repair and/or replacement of any portion of building structures damaged by the contractor’s activity. All the identified areas that are found to be damaged shall be restored, repaired, or replaced by the contractor at no expense to the Government.

C. Non-Reimbursable Repairs

1) Repairs resulting from the Contractor’s failure to perform preventive maintenance specified in this contract are within the scope of the contract and are the responsibility of the Contractor.

2) If a Contractor is called back in to make repairs to equipment that has already been repaired within the same 72-hour period, the callback work shall be performed at the Contractor’s own cost and is not considered reimbursable by the Government, unless additional issues were found not related to the initial repair.

13. Special Requirements

A. Security

1) Physical Security:

At the close of each work period, Government facilities, equipment, and materials shall be secured. All access points to below grade space shall be secured/locked at all times. If points of access can’t be secured with a lock due to work being performed, personnel shall be in place at access point to prevent any unauthorized access.

B. The Contractor will be expected to attend site visits or meetings associated with Tasks in this SOW. Travel will not be reimbursed under this contract.

C. Travel:

1) The Contractor will be expected to attend site visits or meetings associated with tasks in this SOW.
